Minutes of the Regular Meeting

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by President J. Hennette and held in the council room at Greencastle City Hall.
Public Input
1. Spray Park - Suzanne Masten, Greencastle Civic League, asked the park board
for permission to adopt and raise necessary funding to construct a splash park as a
Greencastle Civic League's Signature Project. As she passed out some literature,
Ms. Masten stated the splash park would be similar to the ones found at the
Indianapolis Zoo or Holiday World. Future discussions will need to be held as to
a) whether the waters will be filtered and recirculated or having it drain to a rain
garden would, b) where to construct it, and c) whether it would be automated to
restrict water usage.
In response to her inquiry as to location, Director R.Weinschenk discussed briefly
two pool issues that will be affecting the wading pool at the Greencastle Aquatics
Center. These issues included the fact that the wading pool isn't currently used
due to the recall of the pool drain covers installed two years ago in response to the
Virginia Graham Baker Law, and ADA Pool Access Laws that will take affect in
2012. He stated that he felt the ideal location would be at the Greencastle
Aquatics Center and built to replace the current wading pool.
Ms. Masten asked the park board to consider over the next month their request.
The board agreed to consider the request and add it to next month's meeting.
2. Cornerstone Baptist Church — Lee Rogers with Cornerstone Baptist Church
made the request to play music in Robe-Ann Park on Sunday, June 5 as part of
special outreach program. On a motion from R.Evans, second by K.Thomas the
motion passed. All Ayes.

3. Junior Tennis Tournament—Jamie Landry asked permission to distribute fliers
for a Junior Tennis Tournament to the youth involved in the parks & recreation
department's Youth Tennis Instruction Program. On a motion from TTrigg,
second by R.Evans,the request was granted. All Ayes.
4. Greencastle Project Ignition — Amy Doan requested permission to conduct a
fundraiser at the Greencastle Aquatics Center to benefit with Greencastle Project
Ignition's mission to "To provide resources for new and expanding businesses in
order to advance economic growth in the greater Greencastle area." On a motion
from T.Trigg, second by R.Evans, the request was granted with a mid-July date to
be scheduled with the Greencastle Aquatics Center. All Ayes.
5. Live Music Concert at Robe-Ann Park—Josh Anderson with Grace Tabernacle
Church requested permission to hold a live music concert in the Bob Flanigan
Bandshell at Robe-Ann Park on Friday evening, June 3, from 6:30-8:30 p.m. On
a motion from R.Evans, second by K.Thomas the motion passed. All Ayes.
Minutes
On a motion from K.Thomas and with a second by T.Trigg, the minutes from Monday,
May 4, 2011 and Tuesday, May 31, 2011 were approved as presented. All Ayes.
Claims
The monthly claims were approved as presented on a motion from R.Evans, second by
T.Trigg. All Ayes.
Special Park Usage Requests
1. Summer P.E. Classes use of Greencastle Aquatics Center—Physical Education
instructor Matt McCommish sent a letter of request to use the Greencastle
Aquatics Center on Tuesdays and Thursday during the month of June from 11:00-
11:30 a.m. for lap swim for the students in his Summer P.E. Class with a $1.00
admission per student. On a motion from K.Thomas and second by R.Evans, the
request was approved. All Ayes.
2. PCCS Season Pass Request — Chuck Schroeder with Putnam County
Comprehensive Services presented a request to purchase two Family Season
Passes to the Greencastle Aquatics Center. They would like to rotate four clients
and one personnel member per pass at a time — times two. On a motion from
TTrigg, second by R.Evans,this annual request was granted. All Ayes.
Land & Water Conservation Fund Grant Discussion
Director R.Weinschenk presented the formal request for Land & Water Conservation
Funding for further improvements at Big Walnut Sports Park. He described the project,
which included nine additional holes of disc golf course, a dog park, playground addition
and a parking lot for the Greencastle Youth Baseball fields. With land acquisition,
current land improvements, and proposed construction the project totals $908,905.10
with a request of$200,000 in Land and Water Conservation Fund grant monies. Director
R.Weinschenk stated that the project was mailed to the Indiana Department of Natural
Resources that afternoon with the required postmark of June 1, 2011.

Jan Firebaugh with the Friends of the Park Association of Putnam County, Inc. gave
updates in regards to ...

Personnel
Director R.Weinschenk presented a finalized list of part-time seasonal employees for the
park board's approval. On a motion from R.Evans, second by K.Thomas the list of hires
was approved. All Ayes.
Junior Pacers Program
Director R.Weinschenk presented a request from Jason McGuiness with the Indiana
Pacers about our participation in this year's Junior Pacers Program through the
Greencastle Youth Basketball Program. After discussion and on a motion from T.Trigg,
second by K.Thomas, the board approved the "gold" level proposal. All Ayes.
Director's Monthly Report
�—, 1. Greencastle Aquatics Center Issues
a. Drain Cover Recall — Director R.Weinschenk presented a copy of the
recall notice, recommendations received from Bob Davis from Spear
Corporation, and the notice posted at the Greencastle Aquatics Center.
When asked when will the covers be replaced, R.Weinschenk informed
the board that no replacement parts were available. He will provide
updates as the summer goes on.
b. "ADA Pool Access" Information —Director R.Weinschenk informed the
board that information acquired during his recent Certified Pool
Operator's Classes stated that the Greencastle Aquatics Center must have
ADA improvements and provide two forms of entry for wheel chair users
by March 15, 2012. He gave a quote for one form of improvement which
was approximately $10,000.00. He has asked Spear Corporation to meet
with later this summer to discuss different options.
2. Assistant Director's Recreation Report — Assistant T.Scott gave a quick
synopsis of the recent and upcoming programs offered by the Greencastle Parks &
Recreation Department.
Other Business
1. Public Address System for Greencastle Aquatics Center—R.Evans gave a
quick update on the proposed upgrades to the public address system at the
Greencastle Aquatics Center.
2. Clock—R.Evans requested installation of a clock that can be seen from the pool
deck located above the guard house window. R.Weinschenk will have it taken
care of.

Next Meeting
The next meeting of the Greencastle Board of Park Commissioners will be held
Wednesday evening, July 6, 2011 at 7:30 p.m. in Greencastle City Hall.

On a motion from T.Trigg, second by K.Thomas, the park board meeting was adjourned
at 8:51 p.m. All Ayes.
