HomeMy Public PortalAboutOctober 6 2011 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting '00., Wednesday, October 6, 2011 Present: President Dr. John Hennette, Secretary Russ Evans, member Tim Trigg, new member Beva Miller, Putnam County Library Liaison Wes Wilson Absent: Greencastle Community School Corporation Liaison Monica Fennell and City Council Liaison Phyllis Rokicki Also Present: Many families for the Brickmania and Gingerbread Challenges, Mayor Sue Murray, Ashley Isaaac with DePauw's WGRE, Heidi Tucker and Hannah Gilley with Jessica Jones fundraiser, Jennifer Wilson with Psi Lambda Xi Sorority, Eric Bernsee—Banner Graphic, Assistant Director Troy Scott, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President J. Hennette and held in the council room at Greencastle City Hall. Welcome New Member Beva Miller Mayor Sue Murray was present to welcome and"swear-in"new member Beva Miller to the Greencastle Board of Park Commissioners. Awards The following awards were distributed to our holiday program participants: 1. Gingerbread Challenge: Haunted House Contest: • Organization First Place: "Bloody Pond"by residents of Mill Pond Health Campus, Legacy Lane—Memory Care Unit • Family First Place: "Howard's Haunted Mansion"by Alice and Susanna Howard • Individual 1st Place: "The Old Byrd Manor"by Hailey Byrd 2nd Place: "101 Terror Avenue"by Brenye Sanders 2. Brickmania Challenge: Haunted House Contest • Individual 1st Place: "Your Trick,My Treat"by Rudy Hagen • Individual 2nd Place: "Death Dungeon"by Dylan Barcus • Honorable Mention: "Dracula's Fortress"by Scot Knipp "The Blood Trail"by Sebastian Cummings "Warlock's Doom Castle"by Connor Barcus "Alien Invasion"by Hunter Miller "The Forgotten Mansion"by Chad Stevens Public Input "Help Jessica Jones Fight Cancer" Benefit — Heidi Tucker and Hannah Gilley were present to make their request to use Shelter #1 and the Bob Flanagan Bandshell for a benefit to help Ms. Jones with her battle with cancer. They are planning on having two bands, a cornhole tournament, a bounce house, face painting, and food from Humble Pie. 10/06/2011 Minutes—page two They addressed insurance concerns stating they will be seeking Certificates of Liability from all vendors. On a motion from R.Evans, second by T.Trigg the request was approved. All Ayes. Minutes On a motion from R.Evans, second by T.Trigg, the minutes from the September 7, 2011 meeting were approved as presented. All Ayes. Claims Director R.Weinschenk explained the PNC Credit Card entry stating he paid the tax, since the City of Greencastle as a tax exempt organization cannot pay sales tax. The monthly claims were approved as presented on a motion from T.Trigg, second by R.Evans. All Ayes. Approval of New Program Fees: Director R.Weinschenk explained that following a conversation with a representative from the State Board of Accounts, all program fees must be approved by the park board and be entered into the minutes. The following programs and fees were discussed: 1. Ball Room Dance Classes—T.Scott presented a draft copy of the program flier stating we have the option of either charging$50 or$55 per person for an introductory 6 class set of lessons for Ball Room Dancing. After discussion,the board approved$55 per person on a motion from R.Evans, second by T.Trigg. All Ayes. 2. Brickmania: "It's a Harvest Time Lego Scarecrow!"—Director R.Weinschenk presented the flier for this Brickmania program, which will include building a scarecrow from Lego Building Bricks, Scarecrow shaped cookies, drink, and time building with the departments building bricks. Following discussion the program and its $10 per person fees were approved on a motion from T.Trigg, second by R.Evans. All Ayes. Special Park Use Request(s) 1. Kids Karnival—Scheduled for Shelter#1 on Sunday, October 9th from 12:00— 4:00 p.m., Ms. J.Wilson, Philanthropy Chair,Psi Lambda Xi, DePauw University was in attendance to present the details of their fundraising event. She stated, "This project is a great opportunity for Greek Life on campus to mesh with the Greencastle community". Following a motion from R.Evans, second by B.Miller, the request was approved. All Ayes. Ms. Wilson paid the$40 shelter use fee. 2. Tent or Treat—Unable to attend the meeting due to the evening change, Ms. Katrina Asher Service Unit Manager with the Girl Scouts of Northern Putnam County presented a written request to hold a"Tent or Treat" event in Robe-Ann Park on Sunday, October 30th from 4-6 p.m. After a review of her request,her request was approved on a motion from T.Trigg, second by R.Evans. All Ayes. Friends Of The Park, Special Projects, and Old Business 1. Greencastle Civic League's Spray Park Proposal — Director R.Weinschenk gave a short update on his meetings with a number of playground, spray park, engineering, and general contracting companies interested in the Greencastle Civic League's Spray Park Project. He also informed the board that �, 10/06/2011 Minutes—page three representatives of the Greencastle Civic League will be meeting with the three companies and then presenting a proposal at the November park board meeting. 2. Mary Rogers Field Park Maintenance Update — Director R.Weinschenk informed the board that the Friends of the Park have adopted Mary Rogers Field Park to give it a fall clean-up. The parks department has brought back Valerie Gruener who is a member of our summer seasonal crew, to help with the clean-up efforts of the many flower beds in the park. She will guide the group on the removal of unwanted plants, relocating some plants and advising toward the replacement of others. New Business Community and Urban Forestry Grant—Although mentioned during last month's meeting, Director R.Weinschenk requested permission to draft a request to be submitted to the Indiana DNR Division of Urban Forestry. The grant is a 50/50 Community and Urban Forestry Grant where communities may request from$2,500 to $20,000 for public tree inventories, urban forestry educational awareness, and tree planting projects. Director R.Weinschenk stated his tentative plans are to remove a few more Ash trees as well as a dead Sycamore located in Robe-Ann Park. The board agreed this would be a good opportunity and asked Director R.Weinschenk to draft a proposal, of which he hoped to be able to present at the November meeting. Director's Monthly Report �-� Director R.Weinschenk presented his monthly report and reviewed the events from this past month. These events included a discussion in regards to the Greencastle Youth Basketball Program, winterizing the Greencastle Aquatics Center, seeding following the replacement of the water line feeding Robe-Ann Park, and an update in regards to the Rokicki Foundation Coed Softball League. Next Meeting The next meeting of the Greencastle Board of Park Commissioners will be held Thursday evening,November 3, 2011 at 7:30 p.m. in Greencastle City Hall.
