HomeMy Public PortalAboutNovember 3 2011 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, November 3, 2011 Present: President Dr. John Hennette, members Tim Trigg and Beva Miller, Putnam County Library Liaison Wes Wilson, Greencastle Community School Corporation Liaison Monica Fennell and City Council Liaison Phyllis Rokicki Absent: Secretary Russ Evans Also Present: Suzanne Maston with Greencastle Civic League, Eric Bernsee—Banner Graphic, Assistant Director Troy Scott, and Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President J. Hennette and held in the council room at Greencastle City Hall. Public Input-None Minutes On a motion from T.Trigg, second by B.Miller, the minutes from the October 6th, 2011 meeting were approved as presented. All Ayes. Claims In review of the claims and at the request of T.Trigg, Director R.Weinschenk explained the AA Huber& Sons deck hydrant repair claim as a repair to the hose bibs located in the concrete deck around the pool basin. The monthly claims were then approved as presented on a motion from T.Trigg, second by B.Miller. All Ayes. Special Park Use Request(s) Family Connection Walk & 5K Run - Director R.Weinschenk stated that he had received a request from Gina Ames in regards to a request to use the Albin Pond Pathway for the 2"d Annual Family Connection 5K Walk/Run scheduled for Saturday, December 31st. Weinschenk explained this is the same run that was offered on New Year's Day last winter. On a motion from T.Trigg, second by B.Miller,the motion passed. All Ayes. Friends Of The Park, Special Projects, and Old Business 1. Greencastle Civic League's Spray Park Update— Suzanne Maston gave an update in regards to the Civic League's research in to a proposed spray park addition to the Greencastle Aquatics Center. They have secured a number of proposals and will be discussing these at their next meeting scheduled for 6:30 p.m. Monday, November 7. She has asked that representatives from the park board be present, and will be requesting a meeting with City Attorney Laurie Hardwick and Mayor Sue Murray. 2. Friends of the Park Meeting — Director R.Weinschenk informed and invited members of the board to the quarterly meeting of the Friends of the Park Association of Putnam County Foundation, which is to be held on Monday, November 7 at 12:00 Noon at Greencastle City Hall. 1 ( �. b s • • • • 3. Community and Urban Forestry Grant — Director R.Weinschenk informed the board that he was drafting a proposal and awaiting some quotes on trees. He made the inquiry of approving the grant proposal at a special meeting in late November. The board stated they would be open to a meeting to approve the proposal. Director's Monthly Report Director R.Weinschenk presented his monthly report and reviewed the events from this past month. These events included 1. Park Gates Closed — The two gates on the Tennessee and Wood Street sides of Robe-Ann Park and the gate to Jaycee Park are now closed until April 1st. The main gate at Robe-Ann Park will remain open until the roadways are covered by snow or ice and then reopened as the snow or ice melts. At Robe-Ann Park, a"No Outlet" sign has been posted at the main gate off of South Bloomington Street. 2. Jaycee Park Eagle Project — Keith Cooper, Life Scout with Greencastle BSA Troop 99 will be completing his Eagle Scout Project at Jaycee Park rejuvenating some of the trails located in the park. He worked last weekend and repaired one bridge, created another and repositioned a third. This weekend he hopes to construct a fourth bridge from two light poles and 2 x 4 cross members. Next week, he hopes to construct a picnic table for a remote picnic area and carve three directional signs for to be placed at the entrances to the trail. 3. Emerald Palace — This past week and with the help of the Area 30 Law Enforcement class and GRASP Program, we gave the Emerald Palace Playground its annual "sand & seal". 4. Leaf Removal — We have started picking up leaves that have fallen in Robe-Ann Park, which the Public Works Department has picked up on Fridays. We will continue to vacuum and pile them, so the PWD can pick them up throughout the month of November. 5. Assistant Director's Report — Assistant Director T.Scott gave a report on the programs offered in October, which included Ballroom Dance Lessons, Brickmania: Harvest Time Scarecrow, Halloween Fun Run, Gingerbread House and Brickmania: Lego Haunted House Challenges, and the Great Pumpkin Decorating Contests. Some of the upcoming programs, include Toddler Turkey Time, Brickmania Santa's Workshop Challenge, Brickmania: Lego Christmas!, Gingerbread House Contest, Mommy & Me Holiday Edition, Phone Calls From Santa, and the 2011 Light up the Park Fundraiser. 6. Adoption of Fees a. Brickmania: It's a Thanksgiving Gobbler! — The program will have participants construct a Thanksgiving Turkey from Legos, enjoy some pilgrim shaped sugar cookies and drinks, and close the night by free building with the department's collection of building blocks. Since this is a new program that wasn't discussed in the spring, so the board approved $9.00 per person fee on a motion from B.Miller, second by T.Trigg. All Ayes. b. Greencastle Youth Basketball - Registration forms have been released twice through the Greencastle schools with two special mass registration dates being held in October. Since numbers aren't what they were last year at this time and to encourage more, Director R.Weinschenk asked the park board to the wiave the $5 late fee and extended the deadline through Tuesday, November 15th; the night we are to draw up teams. On a motion from T.Trigg, second by J.Hennette,the board approved the request. All Ayes. 2 r �. Next Meeting The next meeting of the Greencastle Board of Park Commissioners will be held Thursday evening, December 1, 2011 at 7:30 p.m. in Greencastle City Hall.
