Minutes of the Regular Meeting
Wednesday, December 1, 2011
Present: President Dr. John Hennette, Secretary Russ Evans, members Tim Trigg
and Beva Miller, Putnam County Library Liaison Wes Wilson, and City
Council Liaison Phyllis Rokicki
Absent: Greencastle Community School Corporation Liaison Monica Fennell
Also Present: Emily Knuth with Greencastle Civic League, Eric Bernsee—Banner

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by President J. Hennette, which was held in the Greencastle City Hall council room.
Russ Evans Day
Mayor Sue Murray was in attendance and declared Wednesday, December 1, 2011 in the
City of Greencastle as "Russ Evans" Day! This was in honor of Russ Evans who has
served on the park board since January 2, 2008, but has decided to retire from the board.
He is currently serving in the position of Secretary. Cake was served.
Public Input-None
Minutes
On a motion from R.Evans, second by B.Miller, the minutes from the November 3, 2011
meeting were approved as presented. All Ayes.
Finances
1. Transfers — Director R.Weinschenk presented a list of transfers for the board's
review. These transfers will bring any line item in the general operating budget
that is in the negative back to black. On a motion from R.Evans, second by
B.Miller, the transfers wre approved and will be passed to the City Clerk
Treasurer Teresa Glenn. All Ayes.
2. Monthly Claims - The monthly claims were approved as presented on a motion
from B.Miller, second by R.Evans. All Ayes.
Greencastle Civic League's Spray Park Update
Emily Knuth gave a presentation in regards to the Civic League's proposal of a spray
park addition to the Greencastle Aquatics Center. They presented some facts and figures
received, which sounded attractive to the board members. The board stated that they
would like to move forward and invited Ms. Knuth and the Greencastle Civic League
representatives to attend a January work meeting to discuss the project further. The
board thanked Ms. Knuth for her presentation.

Calbert Way Utility Easement •
David Zeiner was in attendance and presented a request for a gas line utility easement
across Calbert Way Park, which will then serve the new warehouse building on the south
east corner of his property. Mr. Zeiner stated that Vectren Gas Company will be
completing the work. On a motion from T.Trigg, second by R.Evans, the transfers wre
approved and will be passed to City Clerk Treasurer Teresa Glenn. All Ayes.
Cyclocross Route
Tom Standers was in attendance and presented a request to establish a Cyclocross Route
in Robe-Ann and Big Walnut Sports Park. Cyclocross is a relatively new sport, which
takes place in the winter months and places the bicycle rider on a mountain bike equipped
with road racing tires and then competes in an all-terrain contest. He has been using
Robe-Ann and Big Walnut Sports Parks for three years as a training site, but has had
requests from seven other individuals who would like to practice as well. Because of the
higher numbers, he wanted to present his request to the park board, with reassurance that
they would be careful not to tear up the park. On a motion from R.Evans, second by
T.Trigg,the board approved his request. All Ayes.
Friends Of The Park, Special Projects, and Old Business
Friends of the Park Meeting — FOTP President Jan Firebaugh was present to give an
update in regards to their activities. She touched on Mary Rogers Field Park maintenance
project, monthly news letter, and Easter Egg Hunt.
Director's Monthly Report
Director R.Weinschenk presented his monthly report and reviewed the events from this
past month. These events included
1. Park Gates Closed — The two gates on the Tennessee and Wood Street sides of
Robe-Ann Park and the gate to Jaycee Park are now closed until April 1st. The
main gate at Robe-Ann Park will remain open until the roadways are covered by
snow or ice and then reopened as the snow or ice melts. At Robe-Ann Park, a"No
Outlet" sign has been posted at the main gate off of South Bloomington Street.
2. Jaycee Park Eagle Project — Keith Cooper, Life Scout with Greencastle BSA
Troop 99 completed his Eagle Scout Project at Jaycee Park by laying out nad
rejuvenating the trails located on the lower side of the dam. He repaired one bridge,
repositioned one, and created two others. His project also placed two new picnic
tables in the park and carve three directional signs, which were placed at the
entrances to the trail.
3. Assistant Director's Report—Assistant Director T.Scott gave a report on past and
upcoming programs. He requested the adoption of fees for the following programs:
a. Winter Wonderland — Although he suggested a $10 fee, the board lowered
the fee to $5.00 on a motion from T.Trigg, second by R.Evans. All Ayes.
b. Brickmania: Lego Christmas — The program will have participants
construct a Christmas tree or a set of Santa Clauses purchased from the Lego
store, eat Santa shaped cookies and then free build with the department's
collection of building blocks. T.Scott as the board to approve a $10.00 fee,
which was approved on a motion from T.Trigg, second by R.Evans. All Ayes.
c. Foreign Language Classes — T.Scott stated that he has been in contact with
Professor Laejandro Pugo from DePauw University about expanding this
spring's Family Spanish Language classes to include other foreign languages,
as well. We hope to announce the classes in January.

Next Meeting
The next meeting of the Greencastle Board of Park Commissioners will be held Thursday
evening, January 5, 2012 at 7:30 p.m. in Greencastle City Hall.
Adjournment
On a motion from R.Evans, second by T.Trigg, the park board meeting was adjourned at
8:53 p.m. All Ayes.
