Scope of Services
Okaloosa County Fleet Operations will offer the City of Crestview a full array of fueling services
including:
1. Providing and Managing Fueling Cards
Fuelman cards provided by the County will allow the City to obtain fuel anywhere Fuelman is
accepted nationwide. This includes the County Yard on Goodwin Avenue in Crestview and
many Fuelman authorized stations in the Crestview area.
City employees will be given access to the County Yard pumps during non -business hours.
Replacement of lost or damaged Fuelman cards will be available at Fleet Operations office
located at 2798 Goodwin Avenue in Crestview.
2. Mobile Fuel Truck Services
Okaloosa County operates two large fuel and lube trucks delivering fuel, fluids and doing
preventive maintenance in remote locations countywide. The services these trucks provide will
be available to the City at any work location. Fuel truck stops can be scheduled on a routine
route or on demand. To obtain fuel truck service call 689-5775.
3. Hurricane Preparation
Fleet Operations fills all county fuel storage tanks, generators and emergency related equipment
upon news of an approaching hurricane. The same would be done at any remote locations the
City requests.
4. Fees and Costs
Fleet Operations is an internal service fund and does not operate for profit. Work is done for the
common benefit of all customers whether BCC departments or other agencies.
Each year Fleet Operations sells about 900,000 gallons of fuel. This volume allows very
favorable pricing. Prices charged to the City for fueling will be the same that is charged to BCC
departments and other agencies. The cost to the City will be:
A. Setup fee of $25 per original fuel card issued to cover software licensing costs. Once
operational replacement of lost or damaged cards will be made at no additional cost.
B. In-house fueling at any County site at Fleet Operations cost plus $0.06 per gallon and
an administrative fee charged by Fuelman that is currently set at $0.02 per gallon.
C. Outside fuel at commercial stations as a pass through at County cost.
D. Remote fuel truck services at three tenths (.3) of a shop labor hour per fuel fill. The
current shop labor rate is $62.00 per hour. The shop labor rate is subject to adjustment
at the beginning of each fiscal year.
The City will be billed monthly for all fuel sales. Invoices usually arrive before the 15th of each
month. Invoices will be grouped by the City Department number. Information will include the
equipment number, date, odometer reading, fuel quantity and fuel value.
5. Terms
The term of this agreement will be five (5) years. This agreement may be terminated in its
entirety with mutual agreement by both parties upon written agreement and upon ninety (90)
days notice.
6. Law & Venue
This agreement shall be construed pursuant to the laws of the state of Florida, and venue shall be
proper in Okaloosa County, Florida.
7. Sovereign Immunity
Nothing in this Agreement is intended to nor shall be construed to waive either party's rights and
immunities under the Florida Constitution, common law, or section 768.28, Fla. Stat.
