CALL TO ORDER
Mayor Carrie Tergin called the October 17, 2022 City Council “Pre-Meeting” to order at
5:46 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward
Absent: Wiseman
DISCUSSION OF AGENDA ITEMS
Councilmember Spencer will lead the prayer.
Adoption of the Agenda
- Councilmember Hensley will make a motion to amend the agenda, moving the Informal
Calendar to after the Consent Agenda.
Miscellaneous
- Mayor Tergin will present the “Do Not Disturb While Driving Day” and “Buckle Up Phone
Down Day” Proclamations.
Public Hearings
- City Staff presented their respective pending bills.
Appointments by the Mayor
- Steve Crowell, City Administrator, will present the recommended appointments.
Presentation from Staff, Consultants & Invited Guests
- Allstate Consultants LLC will present their Capitol Avenue Structural Assessments.
Announcements by Mayor, Council, and Staff
- Fire Chief Matt Schofield will present a Fire Prevention Week Recap.
- Nicholas Tietsort, Cole County Emergency Management Director, will announce the
Great American ShakeOut Earthquake Drill.
Lincoln University Student Representative
- Student Representative Octavia Ailsworth will be in attendance to announce upcoming
Lincoln University events.

Consent Agenda
- Councilmember Fitzwater would like to take up Item f. CDBG-Disaster Recovery Funds
Grant Acceptance, separately to give recognition to City Staff for their efforts in
obtaining the grant.
Councilmember Wiseman arrived to the meeting at 5:50 P.M.
Bills Introduced
- City Staff presented their introduced bills.
- Bill 2022-071 related to compost funding may be taken up immediately after Bill 2022-
052 on the Informal Calendar. Bill 2022-052 approved the FY2023 City Budget. Bill
2022-071 is a supplemental to the FY2023 City Budget.
Bills Pending
- City Staff presented their pending bill.
Resolutions
- City Staff presented their resolutions.
New Business
- City Council will discuss their intentions with the Capitol Avenue properties listed on the
agenda, which accompany the structural assessments that will be presented earlier on
the agenda.
