Call to Order
Ms. Deetz called the meeting to order at 6:00 p.m.
Adoption of Agenda
Ms. Patterson moved and Mr. Wheat seconded to adopt the agenda as printed. The motion
passed unanimously.
Approval of Regular Meeting Minutes
Mr. Wheat moved and Ms. Patterson seconded to approve the minutes from July 12, 2022,
regular meeting as written. The motion passed unanimously.
Communications Received
A. National Register Nomination-Missouri State Penitentiary Historic District
Ms. Senzee explained that the City received a piece of correspondence from the State Historic
Preservation Office regarding the National Register Nomination for the Missouri State
Penitentiary Historic District. The deadline for the City of Jefferson to address comments from
the State Historic Preservation Office was August 15, 2022. We wanted to make October 14,
2022, Missouri Advisory Council on Historic Preservation. Due to the amount of information

requested we are going to try for the January 2023 meeting. The SHPO wanted additional photos
and figures added to the register nomination. Ms. Senzee asked commissioners to review and
provide comments.
Demolition Clearance (Over 100 Years Old)
A. 317 Stadium Boulevard
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a single-family residence at 317 Stadium Boulevard. According to MidMOGIS, the structure was
constructed in 1925. Upon further research, the property’s original address was 408 Russell
Avenue. This property first appeared in City Directories in 1921. This property is owned by Capital
Region Medical Center. Ms. Senzee explained that the staff recommendation is the approval of
the demolition review application of 317 Stadium Boulevard.
No one spoke in favor or opposition to this request.
Mr. Berendzen moved and Dr. Greene seconded to approve the demolition clearance
application for 317 Stadium Boulevard. The motion passed unanimously.
B. 1732 Vieth Drive
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a single-family residence at 1732 Vieth Drive. According to MidMOGIS the structure located at
1732 Vieth Drive was constructed in 1900. The property is owned by Jefferson City Manor Inc.
Ms. Senzee explained that the staff recommendation is the approval of the demolition review
application of 1732 Vieth Drive.
Mr. Ben Scheulen, the owner of 1732 Vieth Drive, spoke regarding this request. They
acquired the property a couple of years ago with the intent to expand our facility. That has been
put on hold however we have had issues with trespassers and would like to clear off the property
to prevent further issues.
No one spoke in opposition to this request.
Mr. Berendzen moved and Mr. Schaefer seconded to approve the demolition clearance
application for 1732 Vieth Drive.
Demolition Review (Under 100 Years Old)
A. 315 Stadium Boulevard
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a single-family residence at 315 Stadium Boulevard. According to MidMOGIS the structure
located at 315 Stadium Boulevard was constructed in 1925. Upon further research, the original
address of 315 Stadium was 412 Russell Avenue. This property first appeared in City Directories
in 1929. The property is owned by Capital Region Medical Center. The Historic Southside/Old
Munichburg District & Neighborhood Plan identifies this area to be redeveloped for institutional
land use. Ms. Senzee explained that the staff recommendation is the approval of the demolition
review application of 315 Stadium Boulevard.

Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application
for 315 Stadium Boulevard. The motion passed unanimously.
B. 325 Stadium Boulevard
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a single-family residence at 325 Stadium Boulevard. According to MidMOGIS the structure
located at 325 Stadium Boulevard was constructed in 1930. Upon further research, this
property’s original address was 400 Russell Avenue. This property first appeared in City
Directories in 1929. This property is owned by Capital Region Medical Center. The Historic
Southside/Old Munichburg District & Neighborhood Plan identifies this area to be redeveloped

C. 1736 Vieth Drive
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a single-family residence at 1736 Vieth Drive. According to MidMOGIS the structure located at
1736 Vieth Drive was constructed in 1939. The property is owned by Jefferson City Manor Inc.
Ms. Senzee explained that the staff recommendation is the ap proval of the demolition review
application of 1736 Vieth Drive.
Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application
for 1736 Vieth Drive. The motion passed unanimously.
D. 223 Capitol Court
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a rental duplex at 223 Capitol Court. According to MidMOGIS the structure located at 223 Capitol
Court was constructed in 1928. Ms. Senzee explained that the staff recommendation is the
approval of the demolition review application of 223 Capitol Court.
Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application
for 223 Capitol Court. The motion passed unanimously.
E. 411 W. Dunklin Street
Ms. Senzee gave an overview of the staff report and explained that the request is to demolish
a single-family residence at 411 W. Dunklin Street. According to MidMOGIS the structure located
at 411 W. Dunklin Street was constructed in 1935. Ms. Senzee explained that the staff
recommendation is the approval of the demolition review application of 411 W. Dunklin Street.
Mr. Berendzen moved and Dr. Greene seconded to approve the demolition review application
for 411 W. Dunklin Street. The motion passed unanimously.

New Business
A. Section 106-202 E. Atchison Street
Ms. Stratman explained that 202 E. Atchison Street is potentially receiving Community
Development Block Grant funds to replace the existing gutters and downspouts. Ms. Stratman
stated that a Section 106 Review is necessary because of the use of federal funds.
Ms. Patterson moved and Mr. Schaefer seconded that adequate documentation has been provided
and there will be no historic properties affected by the current project and is approved by this commission.
The motion passed unanimously.
B. Lohman House Doors
Ms. Deetz explained that when the Lohman House was torn down years ago, Frank and Carol
Burkhead took possession of the doors. The doors were being used in the Dallmeyer House on
Capitol Avenue at the time of the tornado and were removed at that time. The Burkhead’s
designated the doors for Historic Preservation Commission ownership. At this point Mr.
Burkhead wants to dispose of the doors because they belong to the Historic Preservation
Commission, we have to vote on how to dispose of the doors. Ms. Deetz asked if Mr. Burkhead
would consider donating them to the Historic City of Jefferson Salvage Shop with the condition
that they go to somebody that is rehabbing a house that the doors are appropriate for. Mr.
Burkhead would consider that if the Commission approved the disposition of the doors.
Ms. Senzee stated that she needs to consult with the City’s Law Department because anytime
there is property owned by the City, there is a process for how you dispose of it. Since the doors
are owned by the Historic Preservation Commission, I do not know the process.
Ms. Deetz suggested tabling this item to the next regularly scheduled meeting.
Mr. Wheat moved and Ms. Patterson seconded to table this item for the next regularly
scheduled meeting. The motion passed unanimously.
Other Business
A. Historic Legacy Code Update
Ms. Senzee explained that the City Council passed the Historic Legacy District by ordinance at
their last meeting. The staff is currently drafting an application that can be utilized when
someone is proposing to form this district.
B. Code Revision Committee Update
Ms. Deetz stated that the code revision committee is making great progress in the last
months. Ms. Deetz explained that the committee is looking at setting application fees.
Ms. Senzee explained that the committee is focusing on the enforcement portion of the code.
She explained that the draft code will need to go before several review bodies before it can be
passed on to Council.

C. Historic East Re-Survey and W. Main Street Phase II Survey Update
Mr. David Taylor the Consultant, for these surveys, failed to meet the milestones. The City
was asked to return the grant. The State Historic Preservation Office was aware of the issues the
City was having during the entire process. The City also received a Historic Preservation Fund
Grant for Phase III of the W. Main Street Survey. The SHPO is allowing us to use those grant funds
to redo Phase II.
