Ms. Deetz called the meeting to order at 7:00 p.m.

Paul Bruhn Historic Revitalization Grant Applications
In 2021 the City of Jefferson was awarded the Paul Bruhn Revitalization Grant from the National
Park Service. We were one of the 11 applicants to receive the grant. We based our application
off of the structural assessment that was completed in 2020. That structural assessment surveyed
100 properties within the Missouri State Capitol Historic District and the Old Munichburg
Commercial District. Both districts are listed on the National Register of Historic Places. The
purpose of the grant is to take contributing buildings within those historic districts and offer
revitalization incentives to local property owners. It is one of the only brick and mortar type
grants that the National Park Service offers. The City of Jefferson was awarded a total of
$675,000. The total amount of funding that is available for the actual projects is $640,830. The
City of Jefferson received a total of 6 applications. Once the applications have been scored and

selected the next process is to get formal designs wh ich can be taken out of their grant award.
We will share those designs with the National Park Service to make sure the project standards
are complying with the Secretary of Interior Standards for the treatment of Historic Properties.
Once that process has taken place, there will be an environmental review process to ensure that
the projects are compliant with the National Environmental Policy Act, as well as, the National
Historic Preservation Act. There will be a formal procurement process, as well. Staff will hold an
administrative workshop for the recipients of this grant. Ms. Senzee explained that if the property
was identified as red, yellow or green there were points assigned. Out of the 100 buildings
surveyed for the structural assessment 59 percent came back as red or yellow. The Commission’s
role tonight is to go through the applications case by case and as a group come up with assigned
points. The property owners in attendance will be allowed to speak about their application at the
beginning of the scoring process. The total amount requested was $698,424. This is
approximately $57,594 over what is budgeted towards these projects. The Commission has the
option to ask the property owner if they would be willing to accept a lesser amount. That is where
you could have some latitude with your scoring.
Mr. Berendzen stated that he was looking a pro-rated scoring. All six applications merit funding
of some degree.
Ms. Boston suggested that since property owners are present we can get feedback from them
tonight about taking a prorated or lesser amount.
Ms. Karen Bretz, Cole County Historical Society, 109-111 Madison Street, spoke on behalf of their
application. Their project consists primarily of labor so they are not faced with the rising cost of
materials. Ms. Bretz stated that they are open to taking a prorated amount. The application for
the Cole County Historical Society, 109-111 Madison Street, received a total of 58 points. The
total award requested is $162,684. The total prorated award is $149,270, which is a difference
of $13,414.
Mr. Jeff Howell, Executive Vice President of the Missouri State Medical Association, 113-115
Madison Street spoke on behalf of their application. He explained that the roof was fully replaced
last year. This project includes what we feel will enhance the buildings exterior and its historical
presence in the City. Mr. Howell stated that he is fine with taking a lesser amount. The application
for the Missouri State Medical Association, 113-115 Madison Street, received a total of 59 points.
The total award requested is $100,000. The total prorated award is $91,755, which is a difference
of $8,245.
Mr. Larry Kolb and Mr. Steve Rollins, owners of 114-122 E Dunklin Street, were present. Mr. Kolb
spoke on behalf of their application. He explained that the main project is a three -story building
at 120-122 E. Dunklin Street. The entire block was redone in 2010. The main project consists of
replacing the back staircase. A good portion of the staircase is a wood structure with steel support
and is falling apart. The building will also need tuckpointing. Three Story Coffee recently moved
out so we want to redo the face of the building so that it matches wh at it looked in 1930. Mr.
Kolb stated that they are willing to take a prorated amount. The application for the 114-122 East
Dunklin Street Preservation, 114-122 E. Dunklin Street, received a total of 57 points. The total
award requested is $40,000. The total prorated award is $36,700, which is a difference of 3,300.

E&G Investments, property owner for the Dallmeyer/JCPenny Building, 206-210 E. High Street,
were not present. The application for the Dallmeyer/JCPenny Building, 206-210 E. High Street,
received a total of 68 points. The total award requested is $200,000. The prorated award is
$183,505, which is a difference of $16,495.
Jubilee Village, LLC, owner of 114-A E. High Street, were not present. The application for 114-A
E. High Street received a total of 60 points. The total award requested is $97,800. The prorated
award amount is $89,735, which is a difference of $8,065.
Mr. Rick Prather, spoke on behalf of the application at 300 E. High Street/301 Monroe Street. He
stated that this is the Cole County Democrat Building. Fred Vogel Insurance is the current
occupant. The project would consist of replacing the roof, tuckpointing and updating the
windows. Mr. Prather stated they are willing to take a prorated amount. The application for the
Cole County Democrat Building, 301 E. High Street/301 Monroe Street, received 56 points. The
total award requested is $97,940. The prorated award amount is $89,865, which is a difference
of $8,075.
Mr. Berendzen moved and Mr. Wheat seconded to allocate prorated award amounts for each
application as shown on the spreadsheet. The motion passed unanimously.

motion passed unanimously.
