AN ORDINANCE TO APPROPRIATE WITHIN THE WEIGHTS AND MEASURES
DEPARTMENT BUDGET THE SUM OF THREE HUNDRED THIRTY DOLLARS
($330�00) FROM GENERAL K-11 (3-36-361) OFFICIAL RECORDS, "SUPPLIES";
GENERAL K15 (7-72-725) OFFICE EQUIPMENT, "PROPERTIES"; AND
GENERAL K-16 (7-72-726) OTHER EQUIPMENT, "PROPERTIES, TO GENERAL
K-3 (2-21-.213) TRAVEL EXPENSES, "SERVICES CONTRACTUAL".
WHEREAS, a request has been made by the �ftl ghts and-A6,!sur,zs
Department of Richmond, Indiana, to transfer the sum of $330,00
from General K-11 (3-36-361 ) Official Records, 1°Supplies,
General K�15 (7-12-725) Office Equipment, "Properties" and
General Ka16 (7m72-726) Other Equipment, "Properties" to Genez•al
K-3 (2-21-213) Travel Expenses, "Services Contractual" and,
WHEREAS, the Board of Public Works and Safety of the City of
Richmond, Indiana, after careful study and consideration on the
28th day of May, 1970, approved that an ordinance be prepared
for Common Council's consideration to make the above transfer
of funds, and
WHEREAS, certain extraordinary emergencies have developed since
the adoption .of the existing annual budget so that it is now
necessary to appropriate more money for the various functions
of the City Government than was appropriated in the annual
budgetb
NOW THEREFORE, BE IT' ORDAINED by the Common Council of the City
of Richmond, Indiana.
SECTION lm That for the expenses of the City Government and its
institutions for the year ending December 31, 1970 the following
money is hereby appropriated and set apart out of the fund named
for the purpose specified. Said sum being subject to all laws
ggoverning the same. Such amount appropriated shall be held to
include all expenditures authorized to be made during the year4.,
unless expressly stipulated by law.
SECTION 2b. That for the fiscal period there is hereby appropri-
ated from the General Fund Cash Operating to meet the extra
ordinary emergency declared to existo'

SECTION 3. WHEREAS, it has been shown that certain existing
appropriations now have unobligated balances which will not be
used for the purpose appropriated..
IT IS THEREFORE ORDAINED by the Common Council of the City of
Richmond, Indiana, that such unnecessary existing appropriations
be now reduced in amount as follows; and the same is appropri-
ated to the above named item.

SECTION 4. An extraordinary emergency exists for the above
appropriation.
SECTION 5. This ordinance shall be in full force and effect
from and after its passage and approval by the Mayor and is
Subject to the laws of the State of Indiana governing emergency
appropriations.
