NOTICE IS HEREBY GIVEN that the Town Commission of the Town of Gulf
Stream, Florida, at a public hearing to be held on Wednesday, September
21, 2010, at 5:01 P.M., in the Commission Chambers of the Town Hall, 100
Sea Road, Gulf Stream, Florida, will have on the agenda the adoption of
the following:
O ORDINANCE NO. 010/3; AN ORDINANCE OF
THE TOWN COMMISSION OF THE TOWN OF GULF
STREAM, PALM BEACH COUNTY, FLORIDA,
ADOPTING THE GENERAL FUND FINAL MILLAGE
RATE FOR THE TOWN OF GULF STREAM FOR
FISCAL YEAR COMMENCING OCTOBER 1, 2010
AND ENDING ON SEPTEMBER 30, 2011.

BEACH COUNTY, FLORIDA, ADOPTING THE WATER
FUND BUDGET FOR THE TOWN OF GULF STREAM FOR
THE FISCAL YEAR COMMENCING OCTOBER 1, 2010
AND ENDING ON SEPTEMBER 30, 2011.
The proposed ordinances noticed here are available to the public on
weekdays at the Town Hall, 100 Sea Road, Gulf Stream, Florida between
the hours of 9:00 A.M. and 4:00 P.M.
ALL PERSONS INTERESTED IN THESE MATTERS may appear before the Town
Commission at the time and place aforesaid and be heard.
SHOULD ANY INTERESTED PARTY SEEK TO APPEAL ANY DECISION MADE BY THE TOWN
COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT THE PUBLIC HEARING,
SAID PARTY WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE,
MAY NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE
WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL

Tentative Budgets for Fiscal Year 2010 -2011.
A. Explanation and discussion of Tentative Millage Rate as
compared to the rolled back rate.
Mr. Thrasher stated that the budget is unchanged since the last meeting
and it is a balanced budget with revenues equaling expenditures of
$2,546,115. He stated that the proposed millage rate with which this
budget has been calculated is 2.8655 and the rolled back rate for 2010-
2011 for the Town of Gulf Stream is 3.0374
B. Comment from the Commission and the Public.
There were no comments.
IV. Adoption of the General Fund FINAL Millage Rate for Fiscal
Year 2010 -2011.
Commissioner Wheeler moved and vice -Mayor Orthwein seconded to adopt the
General Fund final millage rate of 2.8655 for fiscal year 2010 -2011.
There were no comments. Roll Call: Vice -Mayor Orthwein, AYE; Comm.
Devitt, AYE; Comm. Wheeler, AYE; and Mayor Koch, AYE.
V. Adoption of the FINAL Budgets for Fiscal Year 2010 -2011.
A. General Fund
Commissioner Wheeler moved and vice -Mayor Orthwein seconded to adopt the
UFinal Budget in the General Fund for fiscal year 2010 -2011 in the amount
of $2,546,115. There were no comments. Roll Call: Vice -Mayor
Orthwein, AYE; Comm. Devitt, AYE; Comm. Wheeler, AYE; and Mayor Koch,
AYE.
B. Enterprise Fund (water)
Commissioner Wheeler moved and Commissioner Devitt seconded to adopt the
Final Budget in the Enterprise Fund for fiscal year 2010 -2011 in the
amount of $899,600. There were no comments. Roll Call: Vice -Mayor
Orthwein, AYE; Comm. Devitt, AYE; Comm. Wheeler, AYE; and Mayor Koch,
AYE.

VI. Ordinances for Second Reading and Adoption.
A. No. 010/3; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL
FUND FINAL MILLAGE RATE FOR THE TOWN OF GULF STREAM FOR
FISCAL YEAR COMMENCING ON OCTOBER 1, 2010 AND ENDING ON
SEPTEMBER 30, 2011.
Clerk Taylor read Ordinance No. 010/3 in its entirety, stating that the
�^l Town Commission hereby adopts its Final Millage Rate of 2.8655 mills,
v the final levy of 2.8655 mills is 5.6594% less than the rolled back rate
and the final millage rate of 2.8655 is for the calendar year 2011 to
fund expenses for the fiscal year commencing October 1, 2010 and ending
September 30, 2011. Vice -Mayor Orthwein moved and Commissioner Devitt
seconded to approve adoption of Ordinance No. 010/3. There were no
comments. Roll Call: Vice -Mayor Orthwein, AYE; Comm. Devitt, AYE;
Comm. Wheeler, AYE; and Mayor Koch, AYE.
B. No. 010/4; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL
FUND BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR
COMMENCING ON OCTOBER 1, 2010 AND ENDING ON SEPTEMBER 30,
2011.
Clerk Taylor read Ordinance No. 010/4 in its entirety, stating that the
proposed expenditures in the final budget, attached hereto as Exhibit A,
are $2,546,115, the budget is based upon taxable value of real property
of $663,950,795, personal property of $4,572,227 and anticipated non -ad
valorem revenue of $697,362. Vice -Mayor Orthwein moved and Commissioner
Devitt seconded to approve adoption of Ordinance No. 010/4. There were
no comments. Roll Call: Vice -Mayor Orthwein, AYE; Comm. Devitt, AYE;
Comm. Wheeler, AYE; and Mayor Koch, AYE.
C. No. 010/5; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER
FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR
COMMENCING ON OCTOBER 1, 2010 AND ENDING ON SEPTEMBER 30,
2011.
Clerk Taylor read Ordinance No. 010/5 in its entirety, stating that the
proposed expenditures in the final budget of the Water Fund, attached
hereto as Exhibit A, are $899,600 and the proposed revenues in the final
budget for the Water Fund is $899,600. Commissioner Wheeler moved and
Vice -Mayor Orthwein seconded to adopt Ordinance No. 010 /5. There were
no comments. Roll Call: Vice -Mayor Orthwein, AYE; Comm. Devitt, AYE;
Comm. Wheeler, AYE; and Mayor Koch, AYE.
J VII. Adjournment. Commissioner Wheeler moved and Commissioner Devitt
seconded to adjourn the meeting. The meeting was adjourned at
