BE IT ORDAINED AND ADOPTED BY THE COMMON COUNCIL OF THE
CITY OF GREENCASTLE, INDIANA:
SECTION I.
Chapter 600 of the City of Greencastle Code, is hereby
amended to read as follows:
CHAPTER 600
DEPARTMENT OF PARKS AND RECREATION
600-5. Establishment
Under the provisions of I.C. 36-10-3 there is hereby
created a Greencastle Department of Parks and Recreation.
600-10. Membership
The Parks and Recreation Board shall be composed of four
(4) members appointed by the Mayor on the basis of their
interest in and knowledge of parks and recreation. No more
than two (2) members shall be affiliated with the same
political party.
Additional members shall include:
One (1) ex-officio member from the Putnam County Library
Board.
One (1) ex-officio member from the Greencastle Community
School Board.
600-15. Terms
Upon establishment of the Board, the terms initially
appointed shall be:
A. One (1) member for a term of one (1) year
B. One (1) member for a term of two (2) years
C. one (1) member for a term of three (3) years
D. one (1) member for a term of four (4) years
As a term expires, each new appointment shall be made by
the Mayor for a term of four years. All terms expire on the
/"."N first Monday in January, but a member shall continue in office
until his successor is appointed. If an appointment for a new

term is not made by the Mayor by the first Monday in April,
the incumbent shall serve another term. If a vacancy occurs,
the Mayor shall appoint ppoint a new member for the remainder of the
unexpired term.
600-20. organization and Procedures
At its first regular meeting in each year, the Board
shall elect a president and vice-president. The vice-
president shall have authority to act as the president of the
board during the absence or disability of the president. The
Board may select a secretary from within or outside its own
membership.
600-25. Powers
The Board shall have the power to perform all acts
necessary to acquire and develop sites and facilities and to
conduct such programs as are generally understood to be park
and recreation functions. In addition, the Board shall have
all the powers listed in I.C. 36-10-3 et seq.
600-30. Budget; Gifts
The Board shall prepare and submit an annual budget in
the same manner as other departments of city government as
prescribed by the State Board of Accounts. The Board may
accept gifts, donations, and subsidies for park and recreation
purposes.
SECTION 2. REPEALS
All other ordinances, resolutions, or parts thereof in
conflict with the provisions and intent of this ordinance are
hereby repealed.
SECTION 3. Effective Date
This ordinance shall take effect immediately upon
passage.

A RESOLUTION ADOPTING THE
GREENCASTLE PARK AND RECREATION MASTER PLAN
WHEREAS, the Greencastle Park and Recreation Board is
aware of the parks and recreation needs of the residents of
Greencastle, Indiana, and
WHEREAS, the Board realizes the importance of sound
planning in order to meet the needs of its citizens,
NOW, THEREFORE, BE IT RESOLVED THAT THE GREENCASTLE PARK
AND RECREATION BOARD, by unanimous declaration, does adopt the
Greencastle Park and Recreation Master Plan as its official
plan for the next five years, for the growth and development
of parks and recreational opportunities in Greencastle.

INTRODUCTION
The purpose of this plan is to establish an efficient, logical system
for the development of parks and recreational areas in the City of Greencastle.
The citizens of Greencastle demand on the current park facilities and recreation
areas has increased and will continue to increase with the addition of new jobs
and with the annexation plans of the Greencastle Common Council. When coupled
with the higher inflation rate and time constraints placed on single parent
households, and households with 2 working parents, providing recreation sites
in the city has become even more important. This plan was also prepared with
an awareness of man's role in the preservation of the environment.
The input of the local community is the basis for this plan. With the
community's support and further input the implementation of the plan will have
maximum benefit to the city of Greencastle.
This plan was prepared by the Greencastle Park and Recreation Board with
the assistance of the West Central Indiana Economic Development District and
Mr. Stanton Lambert.

PLANNING AREA
The city of Greencastle is located in the center of Putnam County on a hill
near the edge of the Crawford Uplands, approximately 40 miles west of Indianapolis.
It is 835 feet above sea level and the city is approximately 2 square miles in
area. About 86% of this area is zoned as residential, 8% as business, 5% as
industrial, and 1% as recreational. The map of Greencastle on the following page
also includes five areas that the City Planning Commission and the Greencastle
Common Council are considering annexing during 1989.

PUBLIC PARTICIPATION
The Greencastle Park and Recreation Board conducts a public meeting
the first Wednesday of every month at City Hall. The public is always welcome
at these meetings and their input is very important to the Board. In the past
few months during the preparation of Greencastle's Master Park Plan more
community members have been attending the meetings to voice their concerns
about the park system.
In addition to the monthly meetings, a survey was circulated throughout
the community in February and March of 1989. The surveys were passed out to
elementary schools (to be filled out by the parents), to preschools, day care
centers and to organizations in town. They were also made available at the
public library, at various businesses and at several restaurants throughout
the city. The survey was also published in the Greencastle Banner-Graphic on
Friday, February 24, 1989. To draw attention to the survey on Friday, March
3, 1989, a park board member along with a city councilman was on a local
radio talk show on WJNZ, one of Greencastle's radio stations.
800 surveys were circulated throughout the city. 42% were returned and
also 31 surveys from the newspaper were mailed in. We had all age groups
responding with ages ranging from 5 years old to 84 years young. The highest
percentage of input came from the 18-35 year range (44%). There was also a
broad range of responses from families of all sizes.
The three park facilities that are used most often by the respondents are
the playground areas, the picnic areas and swimming pool. The three areas
where they would most like to see improvement are the swimming pool, playground
areas and general beautification. These three areas have currently been targeted
by the Park Board and a donation was recently accepted from a Civic Organization
to provide trees or shrubbery to help improve the appearance of the park. On
the question of the recreation director, 71% believed that Greencastle should
have a recreation director. Currently we have a full-time park supervisor and
a part-time recreation director. One question dealt with a "Friends of the
Park" Organization. Some time ago Greencastle had such an organization and the
Park Board included this question to see if their was sufficient community
interest to establish a new organization. 56% answered yes to the question with
14% checking no and 30% unsure. There is probably sufficient interest at this
n time to start another "Friends of the Park" Organization. Another question
dealt with new services the park could provide in the future. Of the 13 items
listed the top three are: a water slide, weekly teenage entertainment in the
summer and live entertainment for all ages. Lastly, 88% felt that Robe Ann Park

and the city park system is in need of program improvements. This is also
important to the Park Board especially since only 27% of the respondents utilize
other park programs more than 5 times a year.
Twenty-eight individuals commented on the back of the survey. The majority
of comments centered on the conditions of the playground, pool areas, and rest-
rooms. The pool was described as being in poor condition and not always clean.
Also, many people stressed the fact that the pool rules are not strictly
enforced. The playground areas and restrooms were both described as being
run-down.
The data gleaned from these surveys supported comments made at recent
Park Board meetings. Concern at the meetings centered on obtaining new play-
ground equipment, possible renovation of the pool and on expanding the programs
offered by the city Park Department.
