The Greencastle Parks and Recreation Board is committed to an annual review and update of the goals and objectives of this Master Plan. The community's demand on the current park facilities and programs has increased over the past few years. This demand will continue to grow as people become more aware of what a park department should provide along with a continuing increase in the city's population. In addition, with most families having working parents and the time and financial constraints these families experience, providing recreation sites in the city has become even more important. The input of the local community and it's leaders is the basis for this plan. With the community's support, cooperation and further input the implementation of this plan will have maximum benefit for the citizens of Greencastle. • 1111 4 vo 7 v.,,,„„(\. a' 0 Definition and Map of the Planning Area i r:),4) The department's planning area includes not only the incorporated boundaries of the City of Greencastle but also Greencastle Township. The four members of the Board of Park Commissioners are subject to appointment by the Mayor. The appointments are 4 year terms that are in staggered succession so two terms do not expire in the same year. There are no more than two members of one political party serving under appointment. The 4 board members are joined by 2 ex officio members-one member appointed by the School Board and one member appointed by the Library Board. There is also a member of the City Council that is appointed as a liaison between the Board and the Council. The public is welcome and encouraged to attend. The staff of the Parks and Recreation Department has the responsibility of providing recreational programming to its residents and also maintaining park sites and facilities in the community. The department currently has a general ,.� operating fund, a non-reverting capital fund, and 2 non-reverting operating funds. The Greencastle Park Board of Commissioners and the Greencastle Park and Recreation Department are members of the Indiana Park and Recreation Association (IPRA) and the National Recreation and Park Association (NRPA). 8 410 • Goals The Greencastle Park and Recreation Board and Department have developed the following goals for the next 5 years: 1. To serve the needs of the community by promoting public involvement and actively seek input from the community. 2. To acquire and develop additional parklands to meet the community's need for neighborhood parks/greenspaces. 3. To offer comprehensive quality recreational programming aimed at satisfying the needs of varying age levels, physical abilities and special interests. 4. To effectively coordinate the Parks and Recreation Department with other City departments, organizations, and schools to improve the overall service to the community. 5. To maintain and improve the appearance and safety of our parks and facilities at the highest level with available resources. 6. To provide efficient and effective administration, leadership, and coordination for quality recreational and leisure activities for the community. P."' 7. To continue to work effectively with People Pathways in order to link various components in the community together. 8. To acquire and further develop Big Walnut Sports Park, so the facility may continue to operate and provide the community with a place to "play ball". The overall goal of this Master Plan is to provide a guide for the Board and Department in order for them to meet the city of Greencastle's parks and recreation needs in a timely and economically feasible manner. r-1 9
