The Greencastle Board of Park Commissioners is committed to an annual review and update of the goals and objectives of this Five-Year Master Plan, as demonstrated by these amendments. Passed and signed this 25th day of February, Two Thousand and Four. \ Ci of Greencastle Board of Park Commissioners I Les Y an, r sident Tim Trigg, V,t)Presi ram/ ') %%ZC >�--,C'`"" Dr. John Hennette, Sec etary Becky Harl s • • Greencastle Parks & Recreation Department 2003-2007 Master Plan Update February 2004 In January 2004,the Greencastle Board of Park Commissioners held two retreats where the Implementation Schedule in the 2003-2007 Master Plan was reviewed and then revised. Due to budget constraints from the 2002 Property Tax Reassessment Issue (No cash draws from the Putnam County Assessor's Office were received in 2003 due to a delay in property reassessments),the Parks & Recreation Department, along with all other city departments did not have the cash available to implement several projects. Nevertheless,the Department was able to achieve some of its goals for 2003. Accomplishments include: hiring a full-time Assistant Director, increasing recreation programming, demolishing the old maintenance garage, purchasing the Maple-Berry Park property, acquiring the Rokicki Community Park property, and requiring LGI and CPO certification for the Aquatics Center Manager. Several items scheduled for 2003 were not accomplished and the board has included them in the attached new Implementation Schedule. Even though the department's activities were curtailed due to monetary restraints,the department was very active especially in the area of special interest projects. These projects are listed below: People Pathways: In 2003,the City of Greencastle and the Greencastle Parks and Recreation Department were awarded two grants. A Recreational Trails Project(RTP) Grant was received for People Pathways Phase V (formerly known as Phase 2B): Big Walnut Sports Park Loop. Construction of this phase will begin in the spring of 2004 and to be completed by fall of 2004. In December 2003, an ISTEA/TEA 21 grant was awarded to the city for People Pathways Phase IV: The Health Link Trail, which will connect the campuses of Depauw University and Putnam County Hospital. The Parks & Recreation Department and People Pathways Committee are working to secure the matching funds needed for this project. Maple-Berry Park: The Maple-Berry Park property was purchased by the Parks& Recreation Department in 2003 and public input sessions were held to assist in site planning the property. The Board decided that the property will consist of passive green space with a small playground on the eastern most section of property and a basketball court on the western end. A recycled-content purchasing grant through the Indiana Department of Commerce of$5,000 was obtained to assist in the purchase of the playground equipment, park benches, picnic tables and trash receptacles. A phase 2 environmental study was conducted and discovered a petroleum residual inside the perimeter of the eastern portion of the property. The Parks&Recreation Department, in conjunction with the city engineer,will be applying for a Brownfield Reclamation Grant through the Indiana Development Finance Authority to pay for clean-up of the property before development. Rokicki Community Park: In late 2003,the City Council gave permission to the Parks & Recreation Department to develop a park on 40 acres of city property currently zoned for light industrial use. The city, with permission from the family, has named the park, "Rokicki Community Park" in honor of Michael Rokicki, a councilman and community 1 leader who passed away in August 2003. The Parks&Recreation Department hired Gove Associates to site plan the facility and held a public input session as a first step in that process. Currently, the acreage is mostly trees and grassland. The department plans on developing foot trails throughout the natural landscape with a 10-foot asphalt People Pathways surrounding the edges of the property. An ADA accessible playground will be installed along with a community building, complete with a large banquet/meeting room, kitchenette, nature interpretive center, and restrooms. The property will also contain the "Yard Waste Site", which will serve as a drop off point for leaves," and 3 acres have been set aside for a future sub-station for the Greencastle Fire Department. The timeline for development of this park is 5 to 7 years. Big Walnut Sports Park: Late in the fall of 2003, the Board of Park Commissioners signed a maintenance agreement with Big Walnut Sports Park, allowing the Parks & Recreation Department to take over the day-to-day maintenance of the facility. The department will be responsible for mowing, weedeating, and the maintenance of the buildings and restroom facilities; with the leagues responsible for maintaining their own sports facilities. This agreement will serve as a first step in the eventual ownership of the facility by the City of Greencastle. The maintenance agreement took effect January 1, 2004. The Department plans on using the gift of the property as a match for future grant applications. The Department will be submitting a LWCF grant to the DNR as a first step in improving the facility. Improvements addressed in the grant include: an ADA accessible playground, a basketball court, a set of pathways which will provide an ADA accessible link between the existing soccer fields, MABA baseball field, concessions and restroom facility, a picnic shelter as well as the proposed playground, basketball court and restroom, asphalt paving for the existing driveway into the park from the eastern entrance to the west edge of the parking lot and to the existing gravel parking lot located next to the existing maintenance and storage building, a men's and women's ADA accessible restroom facility, asphalt bleacher pads,preservation of existing wetlands, and educational kiosks that will identify and describe tree and plant species in a woodlands area. Putnam County Courthouse Annex Greenspace: The City of Greencastle Parks& Recreation Department,through the City of Greencastle Board of Park Commissioners, will be entering into a contract with the Putnam County,through its Board of County Commissioners, to maintain a greenspace, approximately 290'x 150' in dimensions, located north of the Putnam County Courthouse Annex, formerly known as"Jones Elementary School", located at 209 West Liberty Street in Greencastle. The City believes this greenspace provides a valuable service to the neighborhood and wishes to maintain the grounds in order to ensure continued availability to the residents of the west side and citizens of Greencastle, Putnam County, as an open play space. This parcel shall be referred to as"Westside Park". Plans for the park will include installation of an ADA accessible playground and basketball court. Jaycee Park: The City of Greencastle Board of Park Commissioners has been approached by the Greencastle Jaycees who asked the park board to undertake the daily 2 maintenance of Jaycee Park. In the mid-70's, due to maintenance hardships,the City of Greencastle entered into a 40-year lease with the Jaycees to maintain the park. Recently due to a large decline in membership, the Jaycees have undergone a self-evaluation and have chosen to discontinue the lease. The City of Greencastle Parks & Recreation Department will begin maintaining the property on May 24, 2004, when the Jaycee's current insurance policy expires. Future improvements to Jaycee Park will be completed to enhance the man-made pond centrally located in the park. These may include renovations to the existing dam, roadway, picnic shelters, community building, and pit toilet structure. New amenities may include the purchase of additional picnic tables, construction of a more modem restroom facility, and the installation of an ADA accessible playground. These improvements will be completed through future departmental maintenance and operation budgets, as well as funding received through successful grant applications. Board Changes: In 2003, the Board of Park Commissioners also underwent change with the resignation of Mace Terry, Board President, and the appointment of Dr. John Hennette to complete his term.
