HomeMy Public PortalAbout2008.02.28 Special Council MinutesMINUTES McCall City Council Regular Meeting February 28, 2008 Agenda Call to Order and Roll Call Executive Session Council Work Session Public Hearings Public Comment Consent Agenda Business Agenda Committee Minutes Adjournment CALL TO ORDER AND ROLL CALL Mayor Kulesza called the regular meeting of the McCall City Council to order at 4:30 p.m. Council Member Bailey, Council Member Briem, Mayor Kulesza, and Council Member Scott answered roll call. Council Member Kraemer was absent. A quorum was present. Also present were Lindley Kirkpatrick, City Manager; Walt Eisenstein, Deputy City Manager/Community Development & Infrastructure; Fred Quiel, Deputy City Manager/Administrative Services; City Attorney Bill Nichols and Kim Trout (via telephone). EXECUTIVE SESSION Council Member Scott moved to go into Executive Session for litigation pursuant to Idaho Code §67-2345(1)f to consider and advise its legal representatives in pending litigation or where there is a general public awareness of probable litigation. The motion was seconded by Council Member Briem. In a roll call vote, all members voted aye, and the motion carried. The Council discussed litigation pursuant to Idaho Code §67-2345(1)f. The Council moved into regular session at 5:35 p.m. Also present were David Simmonds, Information Systems Manager; Eric McCormick, Golf Course Superintendent; Allan Morrison, Golf Professional; Jerry Summers, Chief of Police; and Brenna Chaloupka, Administrative Assistant, City Manager. McCall City Council Regular Meeting Page 1 of 6 February 28, 2008 COUNCIL WORK SESSION Council Member Bailey asked about the police complaint from a citizen regarding a routine traffic stop and if that situation had been resolved. Mr. Kirkpatrick stated the situation has been addressed, but whether or not the citizen believes the situation has been resolved is another matter. Mr. Kirkpatrick stated the tape of the incident has been reviewed and that the situation was not as characterized by the complainant and that the officer was not aggressive in any way. Mr. Kirkpatrick stated Chief Summers is taking the matter very seriously and that the officer has been counseled. There was discussion regarding the importance of the Field Training program to new hires to learn the culture of this department and this community. Council Member Bailey asked about the plans for the Golf Course maintenance facility. Eric McCormick, Golf Course Superintendent, stated they have hired an architect and will present the plans to Council as soon as a drawing is available. Council Member Scott asked about the issue regarding the speed limit on Highway 55. Mr. Kirkpatrick stated that Chief Summers has had several conversations with the concerned citizen. There was discussion regarding changing the speed limit within the City limits. Mr. Kirkpatrick stated his understanding is that the City has influence but does not have absolute control. Council Member Scott asked Mr. Kirkpatrick to follow up with the Chief of Police and report back to Council. Council Member Bailey asked that the Community Development department address the various rezone issues and bring them into compliance with the Comprehensive Plan and the new zoning codes. Mr. Kirkpatrick stated several proposals are working through the process at this time. Mr. Kirkpatrick stated he would get copies of those proposals to Council. Council Member Bailey asked staff to look at the portion of the City Code that deals with the annexation of properties into the City and the requirement to hook up to City water. Council Member Bailey stated this section also talks about wastewater service but he does not feel that language is as strong as the language dealing with water service and he would like that language reviewed. Walt Eisenstein, Deputy City Manger/Community Development & Infrastructure, stated the City was about to receive a proposal from Whitetail for Phase III and that this would force the City to address this situation sooner than later. Mayor Kulesza led the audience in the Pledge of Allegiance. PUBLIC HEARING AB 08-39 SUB-07-10, PUD-07-6: Whitetail Lodge Conversion to 41 Condominiums, Preliminary and Final Plat and Plan McCall City Council Regular Meeting February 28, 2008 Page 2 of 6 Mayor Kulesza stated this application would be continued until the March 13, 2008 City Council meeting due to public noticing requirements that need to be fulfilled. Council Member Bailey stated he would like to see the Development Agreement included in the packet for the next meeting. Council Member Bailey moved to continue the public hearing to the March 13, 2008 meeting. Council Member Briem seconded the motion and in a voice vote, all members voted aye and the motion passed. PUBLIC COMMENT Mayor Kulesza called for public comment at 6:07 p.m. Hearing no further comments, Mayor Kulesza closed the public comment at 6:08 p.m. CONSENT AGENDA Staff recommended approval of the following items: • Minutes — February 8, 11, and 14, 2008 • Warrant Register printed on February 25, 2008 • Payroll Report for Period ending February 8, 2008 • AB 08-37 Alcohol Beverage Catering Permits • AB 08-38 Appointment to Historic Preservation Commission Council Member Scott moved to approve the Consent Agenda as amended. Council Member Bailey seconded the motion and in a voice vote, all members voted aye and the motion passed. BUSINESS AGENDA AB 08-40 Golf Advisory Committee Annual Report Bob Giles, Chairman of the Golf Advisory Committee, presented the annual report for the Golf Advisory Committee to the City Council. Mr. Giles began with a quote from longtime golfer Fred Stringfield: "The McCall golf course is in the best shape it has ever been." Mr. Giles stated feedback regarding the condition of the golf course has been very favorable and credited Eric McCormick and his staff, as well as Allan Morrison, Golf Professional, for the good conditions. Mr. Giles stated the relationship with Golf Professional Allan Morrison and his staff has been a very positive experience, adding that the restaurant business has improved greatly. Mr. Giles McCall City Council Regular Meeting February 28, 2008 Page 3 of 6 stated the management of the actual course has produced noticeable improvements to the course. Mr. Giles stated the relationship between the golf professional, the superintendent and the Golf Advisory Committee is very positive and productive and that the trust level is very high. Mr. Giles stated there was a site visit by Matt Nelson, an agronomist with the USGA, last summer and thanked Council for authorizing his visit. This site visit was very productive and helped to establish a baseline to gauge where improvements are needed and how to maintain a healthy course. Mr. Giles stated the LOT funding has been extremely helpful to the golf course and the Golf Advisory Committee was very appreciative of the funding provided by the LOT. Mr. Giles stated some LOT funds are being used to seed a grant with Idaho Power in order to improve the current irrigation system. Mr. Giles stated 2007 was the first year a mosquito abatement program was used. Mr. Giles stated Eric McCormick started early with an education process involving Council and the newspaper. Mr. Giles stated the focus of the program was preventative at first and chemicals were applied as the larvae developed. Mr. Giles stated the airborne spray was applied approximately ten times. Mr. Giles stated in general, neighbors were appreciative and that one home owners association has pledged funds towards the abatement program next year. Mr. Giles stated the Payette River Mountains Visitor Association has joined with neighboring golf courses to promote golf in Valley and Adams counties. Mr. Giles state the web site for the City golf course is up and running and the goal is to update the web site weekly. Regarding balancing the yearly budget, Mr. Giles stated Golf Course Superintendent Eric McCormick has been forced to cut back on labor and materials to stay within the budget. Mr. Giles estimates it would take an additional $40,000 — 50,000 to meet the budgetary needs to keep the labor force as long as is they are needed and to accomplish priority jobs/tasks. Mr. Giles stated it would cost approximately $136,000 to pay off the irrigation bond debt, adding that when that debt is paid off, the financial picture will look brighter. Mr. Giles stated they are focusing on increasing golf visits in late May and all of June. Council Member Briem asked if they have considered decreased rates for the shoulder season. Mr. Giles stated they are considering increasing the overall rates for the course. Mr. Giles stated the McCall golf course has seen an increase in the number of visits, approximately and additional 3,000 rounds. Mr. Giles stated the other courses in the area have also seen an increase in the number of visits. Council Member Scott asked Mr. Giles to address the issue of plowing or not plowing the cart paths during the winter months. Eric McCormick stated once the paths are cleared, they can gain earlier access to the greens in the spring, often as much as a month earlier. Mr. McCormick added that staff performs tree maintenance during the winter as well as checking the greens for ice McCall City Council Regular Meeting Page 4 of 6 February 28, 2008 ice damage. AB 08-42 Golf Rates Increase Eric McCormick, Golf Course Superintendent, stated they are considering increasing the rates this year due to the increasing costs of maintaining the golf course, mostly associated with the increase in fuel prices. Mr. McCormick stated that due to public hearing noticing requirements, the rate increase will come before Council for a decision March 27, 2008. Mr. McCormick stated that even with the rate increase this year, the City course will be less expensive than the other courses in the area. AB 08-41 Ordinance No. 849: Deleting the Snowmobile Safety Code Jerry Summers, Chief of Police, stated this Ordinance would delete the Snowmobile Safety Education Programe. Council Member Scott moved to suspend the rules and read Ordinance No. 849 by title only. Council Member Briem seconded the motion and in a roll call vote all members voted aye and the motion passed. Ordinance No. 849 was read by title only, one time only. Council Member Scott moved to adopt Ordinance No. 849.
