The Council of Bal harbour Village met Saturday, February 27,
1971, at 9:30 A.M. in the Village Hall.
Present: Messrs. Beatty, printup, Taplin and White
Absent: Mr. Villenueve
Also present were Fred W. Maley, Village Manager; Mary T.
Wetterer, Village Clerk; and Thomas h. Anderson, Village Attorney.
On motion of Mr. printup, seconded by Mr. Taplin, and unani-
mously voted the minutes of the previous meeting of January 30, 1971
were approved as submitted.
Mr. Maley and Fire Chief Creelman discussed with the Council the
proposed merger of the Bal Barbour and Bay Harbor Islands Fire Depart-
ments with Metro and recommended that the merger take place October
1, 1971. After discussion with Mr. John Greene, Assistant to the
County Manager, it was moved by Mr. Taplin, seconded by Mr, printup,
and unanimously voted that Bal Harbour Village turn over our Fire
Department in conjunction with Bay Harbor Islands to Metro and that
Mr. Anderson would review the tentative Agreement for approval. In
the meantime Mr. Maley said he would start sending the firemen to
Miami-Dade'Jr. College for Rescue Training.
Mr. Maley said that Mr. Villeneuve had asked that the matter of
the sidewalk bids for the west side of Collins Avenue and Ninety-
sixth Street be reconsidered and that he had checked with the low bid-
der and he had agreed to honor his original bid price. On motion of
Mr. Taplin, seconded by Mr. printup, and unanimously voted the matter
was tabled until next month.
Mr. Maley reported that Mr. John McCue of the Dade County public
Works Department had studied and endorsed our Beach Restoration Pro-
ject and that we have written to the County Manager requesting an
appearance before the County Commission.
The Council discussed the requirement of the Federal Government
that there be public access to the beach every one-half mile in order
to qualify for Federal funds for beach restoration. possible access,
in addition to 96th Street, would be a strip at the north end of the
Harbour House forth property or at the Hal harbour Club property.
It was suggested that the Manager try to set up a meeting with the
Board of Governors of the Bal harbour Club during the coming week
for the Council to explain the project and the necessity of obtaining
access to the beach.
Mr. Maley told the Council that another non -conforming sign had
been erected on one of the oceanfront properties and that he had
been investigating prices for standard entrance signs and would have
a model ready for the next meeting.

Mr. Maley asked the Council to appropriate an additional
$3,400.00 to purchase a better value home for the maintenance
superintendent from Kingsberry Homes which would be a redi-cut home.
The Council on motion of Mr. Printup, seconded by Mr. White, and
unanimously voted authorized the purchase of this type home for
$24,000.00.
0n motion of Mr. Printup, seconded by Mr. Taplin and unani-
mously voted, Mrs. Mabel Exley was appointed to the Library Board
as a Trustee to replace Mrs. Beulah Butler who has moved from the
Village.
Mr. Maley informed the Council that the State house of Repre-
sentatives Select Committee on Revenue had been studying the feasi-
bility of unified municipal occupational licenses. He said that he
and Miss Wetterer had made a study of the effect of this proposal
on Bal harbour and asked the Council to pass a Resolution to be sent
to the proper authorities. 0n motion of Mr. White, seconded by Mr.
Beatty and unanimously voted

Mr. Taplin said he had been approached by a group from the
Camelot Hall and some oceanfront owners who were questioning the
District Plan of the Village for the election of Councilmen as they
felt they should have more repeesentatives on the Council. It was
agreed that Mr. Taplin should meet with them to discuss this matter.
There being no further business on motion of Mr. White,
seconded by Mr. Printup, and unanimously voted the meeting was ad-
journed at 11:25 A.M.
