Driscoll, Town Manager Date: January 21, 2021 RE: Agenda Item—Proposed Loan Order As you recall, I stated in the Fiscal Year 2021 Budget Message that it was my intention to bring forward proposed loan orders for various capital equipment items contained in the Fiscal Year 2021 Capital Improvement Program. The acquisition of these proposed items is consistent with one of the Town's priorities of not deferring maintenance and/or recognition of costs of capital equipment,facilities and infrastructure to future years. Enclosed please find an email correspondence from Lori E. Kabel,Director of Public Buildings regarding the need to replace two boilers at the Watertown Middle School. As stated in Ms. Kabel's correspondence, "These two boilers are 21 years old, inefficient, and beyond their shelf life. We applied for an MSBA grant to fund these but given the circumstances of the last year, combined with our other MSBA project, we were not granted this fund. We will be replacing these old boilers with five (5) smaller but highly effective and energy-efficient boilers." Therefore, given the above, I respectfully request the attached Proposed Loan Order be placed on the January 26, 2021Town Council Agenda as a First Reading. The order must be published at least five days prior to the holding of a public hearing with respect to the order and its final passage and requires the affirmative vote of at least two-thirds of all members of the Town Council, as in the case of any other loan order for bonds. Our architect, Gienapp, has reviewed their company and they have been deemed a responsible and responsive contractor. For this reason, we are ready to go to the Town Council for approval. I have attached some supporting documentation that includes: 1. Excerpt from our Capital Plan 2. The project planning documents I had prepared 3. The Bid Opening tabulation Sheet and bid documents from NB Kenney Once approved we will have the Purchasing office finalize the bid and have the contractor order the boilers. There is a long lead time for this equipment but we hope to begin work in June 2021 and have it completed within approx 5 weeks. This will allow us the time we need to have these up and running for next year's heating season. Due to the extent of this project, we are requesting a 10% contingency on top of the overall project. This brings the cost to $921,800; which is still is under our FY21 projected cost In summary, we are requesting: $921.800 ($838.000 + 10% for contingencv) to replace the old and failinq boilers at the Watertown Middle School. i I will be ready to brief the council as soon as possible. DESCRIPTION OF PROPOSED CONSTRUCTION: Replace the boilers with high efficient boilers to heat the middle school properly 11. REQUIREMENT PROJECT: Replace of both(two)boilers and its distribution system in the middle school with high-efficiency boilers to heat the entire facility based on Gienapp Design and oversight. Boilers will compatible and hooked into the school's current environmental control system.The distribution/lines shall be upgraded and/or replaced as needed to support the new heating system. Warranty information shall include service and maintenance manuals. CURRENT SITUATION: The Watertown Middle School is a 134,000SF facility that was originally constructed in 1922 with a major renovation in 1922 and 1998. Based on the 2019 population,the school provides an adequate academic facility for 580 students in grades 6-8 and an administrative staff of approximately 100 members. The current boilers are 21 years old and well beyond their shelf life.Maintenance is continuously done on it but it often has moments of failure. Replacement is needed prior to complete failure.In addition,there are more efficient boilers that can be used to better utilize energy savings that these old boilers should be replaced with. Design and Construction oversight cost(not included in this estimate)was-$115,000 IMPACT IF NOT PROVIDED: If this project is not funded,the heat in the middle school will be jeopardized as the boilers will could fail beyond repair.If this happens,the school will not have heat and this could cause us to have to cancel school. In addition pipes 1 could freeze and bust causing additional building problems. Even with reoccurring maintenance the boilers are often down for short periods of time and small or large issue will continue to disrupt the learning environment and the mission of the school during the cold/winter months. Already funded feasibility design and this would need to be "shelved"and updated if not done within a year.
