1. Call to order, roll call, and determination of a quorum
Mr. Sanders called the meeting to order at 10:00 a.m. and asked Ms. Williams to call roll. A quorum
of ten voting members or their designee was present. Mr. Morasch arrived late, but was present for
voting, making the total number of voting members 11. Mr. Mehmert arrived late, but arrived prior
to new business.
2. Public comment

3. Adoption of the agenda as printed or amended
Mr. Morasch moved and Mr. Kliethermes seconded to approve the agenda as printed. The motion
passed unanimously.
4. Approval of the minutes from the meeting of August 4, 2022
Mr. Henderson moved and Mr. Smith seconded to approve the minutes from the meeting of August
4, 2022 as written. The motion passed unanimously.
5. Presentation
Randy Aulbur, Assistant District Engineer for MoDOT in Jefferson City, gave an update on the
Truman Blvd/US50 Interchange Scoping Study and US54/63 Lane Expansions North of Missouri
River Bridge.
*Mark Mehmert arrived during Mr. Aulbur’s presentation.

8. New Business
A. TIP Amendment #2 of 2023-2027 Transportation Improvement Program (TIP) –
Ms. Williams discussed an amendment to the 2023-2027 TIP involving six projects, four are for
Transportation Alternative Program (TAP) Projects that were awarded recently and two striping
upgrades submitted by MoDOT on Hwy 50 and Hwy 54:
• Greenway crosswalks at Southwest Boulevard and Lafayette Street
• Extension of the Wears Creek Greenway along Tree Valley Lane
• Extension of the S. Summit Drive sidewalks
• Extend the existing bike/ped path on Business 50 to Henwick Lane
• Striping upgrades on Hwy 50 in Moniteau, Cole, and Osage Counties
• Striping upgrades on Hwy 54 in Miller, Cole, and Callaway Counties
Mr. Morasch made a motion to open a seven-day public comment period and forward the proposed
amendment to the Board of Directors for approval. Mr. Prenger seconded the motion. The motion
passed unanimously.
9. Other Business
A. Capital Area Active Transportation Plan-
Ms. Williams advised CAMPO has received 571 surveys so far. The campaign kicked off in
August, stakeholder/public meetings will be held in the second week of September.
B. Status of Current Work Tasks--
• GIS Assistance – Staff continues to work on mapping projects for area communities.
• BRO Funding Rankings- Ms. Williams and Mr. Prenger attended a BRO Ranking
meeting August 30th. The awarded bridges will likely be announced in September.
• Title VI Program Update- CAMPO is required to update the Title VI Program every three
years. Staff will begin working on these updates in the fall, and hope to have it approved

in January 2023.
C. Member Updates-
MoDOT
--Mr. Henderson asked about the status of the Consolidated Planning Grant agreement.
Ms. Williams stated that it would go before City Council for approval in September. Mr.
Henderson also announced that there is a notice for comments on the proposed Greenhouse
Gas Measure. Comments are due October 15th.
--Mr. Roeger was not present.
--Mr. Engelbrecht had nothing to add.
--Mr. Aulbur advised they are excited about all the work and improvements that are
happening and will be happening in the future.
Cole County
--Mr. Kliethermes had nothing to add.
--Mr. Prenger advised the county chip seals are done, crews are still completing asphalt
work. Employees are out striping and mowing, and will be preparing for winter weather
soon.
Jefferson City
--Mr. Gates advised he is retiring from Parks and Recreation September 19.
--Mr. Mehmert had nothing to add.
--Mr. Bange advised Grant Street should be opening today, September 1, after striping is
complete. The Douglas/Davis Stormwater project is on-going. Discussions continue on the
High Street viaduct.
--Mr. Smith advised the asphalt project just began. Employees are doing routine
maintenance and will be preparing for snow season soon.
--Mr. Barron had nothing to add.
--Mr. Sanders had nothing to add.
--Mr. Morasch had nothing to add.
--Ms. Williams advised The Missouri Highway Safety & Traffic Conference is September
27-29 in Columbia.
Holt Summit
--Mr. Ruediger advised they are excited to get their sidewalk and roundabout projects
underway.
Private Interest
-- Mr. Scheppers was not present.
Bike/Ped Interest
--Mr. Schwarz was not present.
Heartland Port Authority
--Jason Branstetter had nothing to add.
