Action Requested: Review, discussion, and recommendation to the CAMPO Board of Directors for
approval, and open a seven-day comment period.
Staff Report: The amendment includes the addition of awarded Recreational Trail Program grant
funds to the following project:
• TIP #2023-14 St. Martins – St. Martins Trail
$218,535 in Programmed Funds – Recreational Trails Program Award
The project includes the construction of a 7’ ADA trail extension from Niekamp Park to
Business 50. The project will occur in Project Years 2023 and 2024.

Mr. Sanders called the meeting to order at 10:00 a.m. and asked Ms. Williams to call roll. A quorum
of ten voting members or their designee was present. Mr. Morasch arrived late, but was present for

Mr. Morasch moved and Mr. Kliethermes seconded to approve the agenda as printed. The motion

Mr. Henderson moved and Mr. Smith seconded to approve the minutes from the meeting of August
4, 2022 as written. The motion passed unanimously.
5. Presentation
Randy Aulbur, Assistant District Engineer for MoDOT in Jefferson City, gave an update on the
Truman Blvd/US50 Interchange Scoping Study and US54/63 Lane Expansions North of Missouri
River Bridge.

A. TIP Amendment #2 of 2023-2027 Transportation Improvement Program (TIP) –
Ms. Williams discussed an amendment to the 2023-2027 TIP involving six projects, four are for
Transportation Alternative Program (TAP) Projects that were awarded recently and two striping
upgrades submitted by MoDOT on Hwy 50 and Hwy 54:
• Greenway crosswalks at Southwest Boulevard and Lafayette Street
• Extension of the Wears Creek Greenway along Tree Valley Lane
• Extension of the S. Summit Drive sidewalks
• Extend the existing bike/ped path on Business 50 to Henwick Lane
• Striping upgrades on Hwy 50 in Moniteau, Cole, and Osage Counties
• Striping upgrades on Hwy 54 in Miller, Cole, and Callaway Counties
Mr. Morasch made a motion to open a seven-day public comment period and forward the proposed
amendment to the Board of Directors for approval. Mr. Prenger seconded the motion. The motion
passed unanimously.
9. Other Business
A. Capital Area Active Transportation Plan-
Ms. Williams advised CAMPO has received 571 surveys so far. The campaign kicked off in
August, stakeholder/public meetings will be held in the second week of September.
B. Status of Current Work Tasks--
• GIS Assistance – Staff continues to work on mapping projects for area communities.
• BRO Funding Rankings- Ms. Williams and Mr. Prenger attended a BRO Ranking
meeting August 30th. The awarded bridges will likely be announced in September.
• Title VI Program Update- CAMPO is required to update the Title VI Program every three
years. Staff will begin working on these updates in the fall, and hope to have it approved
in January 2023.

C. Member Updates-
MoDOT
--Mr. Henderson asked about the status of the Consolidated Planning Grant agreement.
Ms. Williams stated that it would go before City Council for approval in September. Mr.
Henderson also announced that there is a notice for comments on the proposed Greenhouse
Gas Measure. Comments are due October 15th.
--Mr. Roeger was not present.
--Mr. Engelbrecht had nothing to add.
--Mr. Aulbur advised they are excited about all the work and improvements that are
happening and will be happening in the future.
Cole County
--Mr. Kliethermes had nothing to add.
--Mr. Prenger advised the county chip seals are done, crews are still completing asphalt
work. Employees are out striping and mowing, and will be preparing for winter weather
soon.
Jefferson City
--Mr. Gates advised he is retiring from Parks and Recreation September 19.
--Mr. Mehmert had nothing to add.
--Mr. Bange advised Grant Street should be opening today, September 1, after striping is
complete. The Douglas/Davis Stormwater project is on-going. Discussions continue on the
High Street viaduct.
--Mr. Smith advised the asphalt project just began. Employees are doing routine
maintenance and will be preparing for snow season soon.
--Mr. Barron had nothing to add.
--Mr. Sanders had nothing to add.
--Mr. Morasch had nothing to add.
--Ms. Williams advised The Missouri Highway Safety & Traffic Conference is September
27-29 in Columbia.
Holt Summit
--Mr. Ruediger advised they are excited to get their sidewalk and roundabout projects
underway.

Heartland Port Authority

CAMPO Technical Committee Staff Report
Proposed Amendment #3
2023-2027 Transportation Improvement Program
December 1, 2022
Summary
Staff is seeking a recommendation from the Technical Committee to the Board of Directors to approve an
amendment to the 2023-2027 Transportation Improvement Program (TIP). The amendment includes the addition
of an awarded Recreational Trail Program grant funds to the following project:
• TIP #2023-14 St. Martins – St. Martins Trail
$218,535 in Programmed Funds – Recreational Trails Program Award
The project includes the construction of a 7’ ADA trail extension from Kiekamp Park to Business 50.
The project will occur in Project Years 2023 and 2024.
Figure 1 depicts a map of where the project will occur. Figures 2 and 3 depict the updated tables from the 2023-
2027 TIP Financial Plan section.
Staff Recommendation
Staff recommends approval of this amendment. If approved by the Technical Committee, staff will initiate the
following:
1. Post the amendment notice on the website;
2. Initiate a minimum seven-day public comment period;
3. Send notices to the participating jurisdictions; and
4. Place the amendment on the December 21, 2022 Board of Directors meeting agenda with a
recommendation for approval.
Recommended Form of Motion:
Motion to open a seven-day public comment period and forward the proposed amendment to the Board of
Directors for approval.

CAMPO Technical Committee Staff Report
Capital Area Active Transportation Plan
September 1, 2022
Summary
Staff, along with consultants Crafton Tull and LaneShift, are continuing development of the Capital Area Active
Transportation Plan. The planning process will integrate the Capital Area Pedestrian & Bicycle Plan (2016),
Jefferson City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle,
and Transit Plan (2014). The Capital Area Active Transportation Plan covers all CAMPO communities and is
expected to be completed by early Fall 2023. The plan will generally include the following:
• comprehensive set of strategies to ensure better options for biking, walking, and transit
• recommendations for prioritizing infrastructure improvements
• outline recommendations for new policies, processes, and infrastructure
• base recommendations on a robust public and stakeholder involvement campaign
Funding for this project totals $125,000 and is provided via the CAMPO Consolidated Planning Grant ($100,000),
with the required 20% match provided by JC Parks ($25,000).
Public Survey
A public survey was disseminated in August and more than 770 responses were received. The survey was made
available in English and Spanish. An overview of the survey responses will be presented at the next Technical
Committee meeting.
Public Engagement
Three public meetings were held in September inviting the public to comment on the current bike/ped network and
what barriers and opportunities they see in the region. Staff also gave multiple presentations to various community
groups, committees, and commissions requesting comment. During the first round of public engagement, staff and
consultants engaged with the steering committee and several stakeholder groups, including the following; Public
Safety, Healthcare, Education, Small Communities, Advocates/Transit Providers, and Business Owners.
Round 2 – A second round of engagement is planned for December 1st and 2nd, including a steering committee
meeting, a public meeting, three walk-audits, and an outreach booth at Downtown #JCMO Living Windows. All are
invited to participate at any of the events listed below:

MoDOT Central District has compiled their draft unfunded needs list submittal for the 2023 Unfunded Needs
cycle. The next step in their process is to host a public meeting:

Attached is a full listing of the Draft Central District Unfunded Needs lists (Tier 1, 2, 3 Road/Bridge – and –
Multimodal).
The following is a synopsis for the CAMPO Projects.
ROAD/BRIDGE PROJECTS
For the six road and bridge projects submitted as priorities for the CAMPO Region, one is shown in the Tier 1
grouping and five in the Tier 2 grouping.
- Tier 1 - Intersection Improvements at Hwy 50 and Truman Blvd/Country Club Drive – this is tagged as
a partial cost entry ($7.4 million) which is the estimated cost of the first phase of intersection
improvements per the recent scoping study – a roundabout on Country Club Drive (just west of the
Country Club Truman Blvd stoplight) that would connect the outer road to Highway 50.
- Tier 2 – Hwy 50/Rex Whitton Expressway Improvements.
- Tier 2 – Improvements at Tri-Level Interchange.
- Tier 2 – Intersection Improvements at Hwy 54 and Ellis Blvd/Southwest Blvd.
- Tier 2 – Traffic Study for Missouri Boulevard Corridor.
- Tier 2 – Intersection Improvements at Hwy 50 and Dix Road.
MULTIMODAL
For the Multimodal projects submitted as priorities for the CAMPO Region:
Included:
- New Air Traffic Control Tower at Airport.
- Widen and extend runway 12/30 at Airport
- New Fire Fighting/Snow Removal facility at Airport
- Transit Bus facility replacement for Jefferson City (tagged as partial cost entry - $12.5 million of ~$30
million estimated cost)
- Heartland Port – 3 different entries on the list including utility, road, and property acquisition.
- Missouri Boulevard Sidewalks, including pedestrian route over Hwy 179.
- Sidewalks on portion of Summit Drive in Holts Summit
Not Included:
- Runway 9/27 extension and reconstruction at Airport
- Jefferson City Greenway projects
CAMPO priorities that are already funded:
- AMTRAK station – state funding in place for rehab of Union Hotel for use as Amtrak station.
- Transload Facility in Algoa Industrial Park – Funded through EDA, MoDOT and local sources.

CAMPO Technical Committee Staff Report
Status of Current Work Tasks
December 1, 2022
Summary
The following list includes work tasks that are currently in progress or have been completed since the
previous meeting:
• 2023-2027 Transportation Improvement Program (TIP) amendment. See staff report
• JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is under
review by Federal Transit Administration and Jefferson City Public Works Staff. An updated
presentation will be given to the Technical Committee at a future meeting.
• GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data
and mapping to member jurisdictions for various projects, including:
o Zoning Map – Wardsville
o Zoning Map – St. Martins
o Zoning Map – Taos (in progress)
o Zoning and Address Map – Holts Summit (in progress)
o Active Transportation Plan data (sidewalks, trails, and other analysis layers as requested by
consultants
• Capital Area Active Transportation Plan. See staff report.
• Title VI Program Update. Recipients of Federal Transit Administration (FTA) funding are
federally required to report certain general information to determine compliance with Title VI of the
Civil Rights Act of 1964. The Title VI Program also includes an update of the Public Participation
Plan and Language Assistance Plan.
As an FTA funding recipient, the City of Jefferson, via CAMPO staff, is required to update the Title
VI Program every three years. The Title VI Program update is also a requirement for JEFFTRAN.
As such, CAMPO staff will be creating an updated Title VI Program that outlines requirements for
both CAMPO and JEFFTRAN. This document would need approval by the CAMPO Board of
Directors and City of Jefferson.
A draft document will be presented to the CAMPO Technical Committee in January.
• FY 2023 Unified Planning Work Program (UPWP) Administrative Modification.
An administrative modification was made to the FY 2023 UPWP to accommodate the award of
Transportation Engineering Assistance Program grant to Cole County for the development of an
ADA Transition Plan. The modification appears on page 12 of the document. The modified FY
2023 UPWP is available on the CAMPO website at www.jeffersoncitymo.gov/campo
• Unfunded Needs. CAMPO Staff participated in MoDOT Central District Unfunded Needs
meetings with other Central District Planning Partners (Regional Planning Commissions and MPO)
on September 29 October 27. See staff report for draft Central District Unfunded Needs List.

Election of Officers
December 1, 2022
Summary
Election of Officers for the Technical Committee is set within the bylaws to occur every
December. Two positions are to be elected, the Chair and Vice Chair. Terms are for one year.
Current positions are filled by:
Chair – Sonny Sanders
Vice-Chair – David Bange
Excerpt of CAMPO Bylaws regarding election of officers:
Section 23 Officers, Terms of Office
23.1 The Technical Committee shall elect a Chairman and Vice Chairman at the end of the last
meeting of the calendar year. The terms of office shall be one year, to expire at the first meeting
of the calendar year following the first full year of the position. Officers shall be eligible for re-
election, but shall be elected by a majority vote of the voting members present.
23.2 The Chairman of the Technical Committee shall preside at all meetings. The Chairman
may call special meetings of the Technical Committee.
23.3 The Vice Chairman shall assume the responsibilities of the Chairman in his or her
absence.
23.4 Appointed positions on the Technical Committee shall commence and/or conclude at the
first meeting of the calendar year after the term expiration.
23.5 A modification of the Technical Committee members may occur mid-year if there are
changes in staff or resignations.
