RE: Agenda Item—Proposed Loan Order
As you recall, I stated in the Fiscal Year 2021 Budget Message that it was my intention to bring
forward proposed loan orders for various capital equipment items contained in the Fiscal Year 2021
Capital Improvement Program.
The acquisition of these proposed items is consistent with one of the Town's priorities of not
deferring maintenance and/or recognition of costs of capital equipment, facilities and infrastructure to
future years.
As a follow-up, enclosed please find correspondence from Lori E. Kabel, Director of Public
Buildings regarding the need to add air conditioning (HVAC) in the Middle School cafeteria.
Therefore, given the above, I respectfully request the attached Proposed Loan Order be placed on the
February 9, 2021 Town Council Agenda as a First Reading.

RE: Draft Loan Order—Middle School Cafeteria Improvement Bonds
Dear Michael:
As requested, I suggest the following form of loan order to approve the borrowing of funds to pay costs of
installing an air conditioning system in the Middle School cafeteria:
ORDERED: That the sum of$548,000 is appropriated to pay costs of installing an air
conditioning system in the Middle School cafeteria, including all costs incidental and related
thereto;that to meet this appropriation,the Treasurer,with the approval of the Town Manager, is
authorized to borrow said amount under and pursuant to M.G.L. c.44, §7(1), or pursuant to any
other enabling authority,and to issue bonds or notes of the Town therefor; and that any premium
received upon the sale of any bonds or notes approved by this order, less any such premium
applied to the payment of the costs of issuance of such bonds or notes,may be applied to the
payment of costs approved by this order in accordance with M.G.L. c.44, §20,thereby reducing
the amount authorized to be borrowed to pay such costs by a like amount.
The order must be published at least five days prior to the holding of a public hearing with respect to the
order and its final passage and requires the affirmative vote of at least two-thirds of all members of the
Town Council,as in the case of any other loan order for bonds.

As you know we had requested $600K to add HVAC to the cafeteria at the Watertown Middle School
in the FY21 Budget/Capital Plan. This was slated to be borrowed funding. We had used funds from
previous years to pay for the design and the architect fees.
The Building for the Future projects plans to replace/renovate all three of the Elementary schools and
the High School. The Middle School will remain the oldest school building and our attention has been
to improve his school for our students until the unforeseeable future. One way to do this is to add air
conditioning.
The middle school only has air conditioning in a few areas of the school (e.g. main office and
auditorium) but not in the classrooms or other learning spaces. Often at the end and beginning of the
school year, these areas are very hot and uncomfortable for students. In addition, the middle school
is used for summer camp programs and without air conditioning, these programs have little
opportunities to refresh and relax without overheating. Window units are unable to be used in this
school due to the window configurations. Adding air condition to the cafeteria is the first part of a 4
phased approach to add air conditioning to the school. The cafeteria was chosen first as it will benefit
the most students throughout the school year and summer months.
We have gone out to bid and Northern Contracting Corp. has won the award for $498,100, Our
architect, Gienapp, has reviewed their company and they have been deemed a responsible and
responsive contractor. For this reason, we are ready to go to the Town Council for approval.
have attached some supporting documentation that includes:

3. The Bid Opening tabulation Sheet and bid documents from Northern Contracting Corp

Once approved we will have the Purchasing office finalize the bid and have the contractor order the
parts/equipment. There is a long lead time for this equipment but we hope to begin work in June 2021
and complete it before school opens in the fall.
Due to the extent of this project, we are requesting a 10% contingency on top of the overall
project. This brings the cost to $547,910; which is still is under our FY21 projected cost
In summary, we are requesting: $548K (498.1 K + -10% for contingencv) to add air conditioning to the
cafeteria at the Watertown Middle School.
I will be ready to brief the council as soon as possible.

Add air conditioning via VRF system to the cafeteria at the Middle School
11. REQUIREMENT
PROJECT:
Add air conditioning via a Variable Refrigerant Flow(VRF)system to the cafeteria. Construction should follow
design and construction oversight of Gienapp Architects,
System is to tie and/or link into current school controls system,Design/construction shall take into consideration
additional VRF adds in the future.
CURRENT SITUATION:
The Watertown Middle School is a 134,000SF facility that was originally constructed in 1922 with a major renovation
in 1922 and 1998. Based on the 2019 population,the school provides an adequate academic facility for 580 students in
grades 6-8 and an administrative staff of approximately 100 members,
Currently the school does not have air conditioning in the cafeteria which is used 12 months a year.During the warmer
months,reaching over 90 degrees,the cafeteria acts as not only a learning area but an area of rest and relaxation which
is critical to the learning environment. When temperatures are high,the educational and recreational environment is
uncomfortable and non-conducive to activities and learning to which the middle school is to provide.This building is
projected to not get a major renovation until 15+years so the need to increase comfort is highly needed.
Design and Construction oversight cost(not included in this estimate)was-$55,000
IMPACT IF NOT PROVIDED:
If this project is not funded,the cafeteria will continue to be uncomfortable for students and staff in the warmer months
decreasing the learning and recreational environment.

The undersigned agrees that if he Is selected as General Contractor, he will promptly confer with the
Awarding Authority on the question of sub-bidders; and that the Awarding Authority may substitute for any
sub-bid listed above a sub-bid filed with the Awarding Authority by another sub-bidder for the sub-trade
against whose standing and ability the undersigned makes no objections;and that the undersigned will
use all such finally selected sub-bidders at the amounts named in their respective sub-bids and be in
every way as responsible for them and their work as If they had been originally named in this general bid,

and regulations applicable to Awards made subject to Section Forty-Four A.
