It's heartbreaking to see so many businesses that cannot afford to stay in business like this.     I'm writing in support of the effort to close parts of University Ave and California Ave to cars. I love the vision of a promenade similar to that of Santana Row where children, and all, can enjoy the outdoors without the fear of and pollution from cars. We envision an outdoor dining space, similar to what you see in Menlo Park that creates additional seating that would make social distancing possible, while allowing all restaurants to continue operating at greater capacity.     Increased business would bring in more tax revenue, help keep the restaurants and stores we all love, and finally start the first steps of "normalcy" at this time. All the research has shown that people are more likely to contract the virus indoors and are safer outdoors. Personally, I don't think I would feel comfortable eating inside a restaurant anytime soon, but if we never had to go inside and there was more space between the tables, that is a game-changer. Be cautious of opening attachments and clicking on links.  Dear City Council,      My name is Michele Wang and I addressed the City Council at the meeting yesterday, Tuesday,  May 26th.  I spoke to you about the importance of the Palo Alto CHildren’s Theatre to our  community.     I am also on the Board of the Friends of the Palo Alto Children’s Theatre (FOPACT).  In my  statement, I let you know that FOPACT is in support of the proposal to restore core  programs.  However, the funding in the current proposal ONLY addresses the Teen Arts Council.  It  does not restore the Children’s Theatre with sufficient staffing to carry out their current programs  or productions (when able to happen safely).  Given that what is currently proposed is a 50%  reduction of the Children’s Theatre overall budget and staffing, FOPACT requested that the  restoration of Children’s Theatre staffing be placed on the list of parking lot items currently under  consideration.      I was very disheartened when the council did not raise a motion to consider our proposal.  I would  again urge you to look at the FOPACT proposal as I think we have a solution that could work for  all.      Please let me know if there is someone we can work with to make this happen.     Thank you, in advance, for your help.     Warmly,     Michele Wang  20‐year resident of Palo Alto      4 Baumb, Nelly From:Kimberly Thacker <kdawnkali@yahoo.com> Sent:Tuesday, May 26, 2020 10:27 PM To:Council, City Subject:Please, please reconsider the funding cuts to the Children's Theatre CAUTION: This email originated from outside of the organization. Be cautious of opening attachments and clicking on links.  Dear City Council, I just watched your entire meeting waiting and hoping for you to bring up a reconsideration of the cuts to the Palo Alto Children's Theatre budget. I, and others, do deeply appreciate that you are allowing for performances and we thank you for that change. However, I am not sure how this will be possible when staff will be cut so gravely. At one point the City Manager brought up that there are staff right now who will lose their jobs. This is the heart of the issue. These people need support as artists in our community and may not be around to resume jobs when this terrible situation is behind us. Also, the new programs they are developing online and future programs need staff support. September may be too late. I understand much better how much work you are putting into all this and the difficulty of all the decisions you are making. I realize it seems counter-intuitive to fund staff when there are no performances, but I beg you to look at the longer view. I do not understand all the details of the budget but it seems that there may be re-allocations or emergency funds available. I just wanted to write one more time to encourage you to reconsider these crippling cuts in your next meeting before this budget is finally adopted. I've volunteered at the theatre for the past 7 years and do not see how the theatre can survive this level of cuts to its amazing staff and be able to put on anything near the productions and programs that make them of such value to the community. I really, really hope that you discuss and reconsider these cuts. I also hope for more discussion with theatre staff to work together for the best solution for all, knowing that many parents are happy to donate and participate in fundraising. Please take all of the emails and comments to heart and look once more at re-instating more of the theatre's budget, especially for staff. It was disappointing that this was not raised again and I sincerely hope it will be. Placone On May 18th’s City Council meeting, City Manager Ed Shikada, “said that he plans to take a 20% pay cut,” and also announced that “managers at City Hall will give back 15% of their salaries” (these quotes are from the 5/22/20 Palo Alto Weekly). Would that this were true. What Mr. Shikada has in fact proposed bears no resemblance to an actual pay cut, nor does it represent a meaningful reduction in the City’s expenses—the type of reduction required to help Palo Alto offset the loss of sales and hotel tax revenue caused by the pandemic. Please consider these three components of the City Manager’s proposal—three components which together account for 19.5% of the 20% “pay cut” Mr. Shikada announced a week ago.: 1. Mr. Shikada says that the freeze on his salary represents a “contribution” he is making “toward addressing the City’s fiscal challenge” (this quote is from the Staff Report prepared for Council’s 5/26/20 meeting). This is not a pay cut. City Council has frozen salaries, and that freeze is reflected in the 2021 Budget. In other words, Mr. Shikada is counting a raise he was never offered, much less received. More specifically, Mr. Shikada apparently expected a 4.5% raise in 2021, “based on historical adjustments of City Manager pay.” But he was never given the raise; in fact, he was told he wasn’t going to get any raise. So how can he possibly count that 4.5% as a pay cut? And yet he does. 2. Mr. Shikada plans to take 26 days of unpaid leave (i.e., “furlough”), which he values at the equivalent of a 10% reduction in his compensation. But taking time off and not getting paid for it is not what anyone means by a pay cut. Redacted 11 The President of Stanford as well as the Provost have each just taken a 20 percent pay cut. Does anyone imagine they’ll each be taking weeks and weeks of time off as a result? Of course not. They’re professionals, not hourly workers. They do their job. Shouldn’t Mr. Shikada as well? 3. Mr. Shikada says he will donate 100 hours of his paid leave—hours that he values as 5% of his salary—to other employees who do not have any paid leave hours. This is a generous gesture to his fellow workers on Mr. Shikada’s part, but it is not a pay cut. Palo Alto will still be paying for those 100 hours, just not to Mr. Shikada. In short, while Mr. Shikada claims to be proposing to take a 20% pay cut, in fact he is proposing a pay cut of one-half of one percent, namely, the $1,250 contribution he says he plans to make to his own “management flexible spending account,” the rest of which will continue to be funded by the City. I hope you will reject what Mr. Shikada has proposed for himself and for other City management and professional employees (his proposal for “cutting” their compensation is comparable to his proposal for cutting his own). Palo Alto is faced with a dire shortfall in tax revenue, and cutting the salaries of senior City Staff by less than one percent is scarcely a solution. Instead, I urge you to consider a temporary, across-the-board pay cut of 15-20% for municipal employees—a real 15-20% cut and not a fake one. This is consistent with what other large organizations in our area have done, and it would constitute a meaningful step toward resolving Palo Alto’s budget imbalance. When my children were small, they attended most of the performances. This gave them an appreciation for the dramatic arts. These performances sparked an interest in my children and as the got older, they took classes and camps at the theater. My oldest daughter has gone on to college and is studying both theater arts and film in Los Angeles, and intends to pursue a career in entertainment and film. My younger daughter, who is in middle school, loves musical theater. She has participated in numerous shows over the past several years at the children’s theater. Being in a cast and performing is her most enjoyable activity. It is where she finally moved beyond her shyness and established a group of close friends. As a parent, I have become very familiar with theater arts programs in the area. While there are other youth theater programs, Palo Alto Children’s Theater is the only one that draws a large audience from the community. The audience at other programs is mostly family and friends of participants. This is one of the reasons my daughters love the Palo Alto Children’s Theater so much. The large and diverse audience makes such a big difference to the performers. The theater also emulates the professional level experience more closely than other programs with the long show runs and professional style auditions, callbacks, and rehearsal schedules. It would be unfortunate to close the Palo Alto Children’s Theater even for a short while. As the oldest children’s theater, the Palo Alto Children’s Theater is a source of pride for the city and provides a valuable experience for the children in our community. My daughter knows and acted with the kids in that video. That's her "tribe" - her people that she continues to talk to, years after having to give up acting (sports and acting don't play well together). The PACT gave my 8 year old daughter (at the time): confidence, speaking skills, social skills and interations with adults that are LIFE SKILLS. Her confidence in doing a school presentation or talking with an adult is a direct result. The people that work at the PACT are the most amazing people you will find - generous, loving, creative, enthusiastic, confidence-building, teachers and more. They create magic with kids learning amazing skills and making life-long friends. Plus, the PACT goes out and touches THOUSANDS of kids in and outside of Palo Alto, that may have never seen a play or realized that they can do this too. The elementary school program brought in a group of kids from my son's friends. He didn't participate, but the "theatre kids" are the most inclusive group at high school and middle school - welcoming anyone. These are his life-long friends. Now home from college, he is online with these kids constantly and can't wait to hang out. I never took my kids to a Playhouse, but now that I give my time as a photographer, I can't believe I never did (they were always sold out is why). The joy on the toddlers and parents' faces is unimaginable. I laugh until I cry every show because the teen actors have to improvise with what the kids in the audience say or do. My daughter has not acted in 3 years, yet I still volunteer my time as a photographer for the Playhouse and Outreach programs - hoping that my photos can help inspire more people to attend. This is the 2nd oldest children's theatre in the US. Please keep this jewel of Palo Alto. Don't become another boring suburb. Are we only tech workers? It sure feels that way. Do you know that Marissa Meyer of Yahoo was a regular attendee with her kids? They sat and laughed and enjoyed with everyone else. Issue #2: Opening Cal Ave to pedestrians Please help save Cal Ave merchants. We have been trying to do takeout as much as we can often picking places on Cal Ave to help these small business stay afloat. I feel like University Ave is lost to the tech world and outsiders with chains and lines (yes I'm a tech worker too). Cal Ave is local families - families that my kids go to school with. Let's give it a try for a few months and see what happens? Maybe it's a good thing and works. I have samples of both of their hand writings and it’s not even close it’s definitely Shelsy Bass’s hand writing. The details are mostly chronicled in the letter from John A. List titled Letter to Smith attached. Take a look on page 8 where Mr. List claims that they can’t shut off the alarms do to the Fire Code and The Building Plans. The 80 Decibel alarm of 4 quick blasts that went of 20 to 80 times a day then shut off, offering no identification of a threat to safety. Then on page 9 he writes that he has just been informed by EAH staff that they did turn off the alarms do to my and other residents complaints. Which is bull it’s because my grievance said that the alarms did 4 nothing to help protect the tenants but did interrupt their right to quiet peaceful enjoyment of their home and that it kept tenants from getting uninterrupted sleep and that thiruas type of alarms were used in third world countries to break down prisoners of wars wills and to brain wash them. Sometimes they approve a Reasonable Accommodation Request for an apartment change like the one in file 7-27-2016 - cost 500 dollars... but the approval comes with a tenant cost of $500 this is what happened to Rhonda Engle who came to me because she could not afford the $500 and shortly after died on 4-24-2018 because Lester the property supervisor called and offsite meeting and took all staff and 911 was called at 9 am for Rhonda and the EMT’s and Police showed up shortly after but there being no staff on site they looked and waited over an hour before a maintenance guy was sent back and he gave them the key but when they opened her apartment it was too later Rhonda Engle was dead due to gross negligence by Lester Fontecha the property supervisor and though I complained to HUD, San Jose Housing Department and DFEH nothing was ever done and Lester still supervises the 19 properties in San Jose owner by Core Developments and managed by EAH Inc. I have on good authority that Robert Moss’s Reasonable Accommodation to move to the first floor for health reasons was approved just like Rhonda Engle that is approved but at a Tenant cost of $500 shortly before he died in apartment #409 right before Rhonda Engle moves into apartment #409 and the same thing happens to her. Yes they violate every possible law and regulation and the City of San Jose and the County of Santa Clara deny the tenants their 14th amendment right to equal access under the law by not enforcing any law or protection for the tenants including the San Jose Tenant Protection Ordinance and HUD regulations or state affordable housing laws. Markham plaza is not affordable at a flat rent price of $729 and has never been affordable as the original rent in 2003 was a flat $500 this is corruption and this project was founded on corruption the law states that it is all a false claim from day one and al subsidies are to be paid back in full.
