CALL TO ORDER AND ROLL CALL
Mayor Kulesza called the special meeting of the McCall City Council to order at 10:05 a.m.
Council Member Bailey, Council Member Delaney, Mayor Kulesza, Council Member Scott
(via phone) and Council Member Witte answered roll call.
City staff present was Lindley Kirkpatrick, City Manager; and Bill Nichols, City Attorney (via
phone).
OPEN SESSION
The agenda was amended to add an Executive Session for personnel after the work session, and
Resolution 09-06 Ballot for the August 4, 2009 Special Election.
There was a brief discussion on the language to be used on the ballot for the Special Election.
The question on the ballot will be: Shall the City of McCall, Idaho retain its organization under
the "council-manager plan?"
EXECUTIVE SESSION
At 10:35 a.m. Mayor Kulesza made a motion to go into executive session for Litigation —
Pursuant to Idaho Code §67-2345(1)(f) To communicate with legal counsel for the public
agency to discuss the legal ramifications of and legal options for pending litigation, or
controversies not yet being litigated but imminently likely to be litigated. Council Member
Bailey seconded the motion. In a roll call vote Mayor Kulesza, Council Member Bailey,
Council Member Delaney, Council Member Scott, and Council Member Witte all voted yes
and the motion carried.

GENERAL WORK SESSION
At 1:00 the Council returned to Open Session and took a brief recess. The Council reconvened at
1:05.
Work session on Airport taxiway relocation
The Council discussed what the current separation of the Airport Taxiway and the different
alternatives to how much to expand the taxiway.
Discussions with WH Pacific and the FAA
Discussions continued with Paul Norquist of WH Pacific. It was stated that the Environmental
Assessment for the Airport was scheduled for completion by the end of the year.
Resolution 09-06
Council Member Delaney moved to approve Resolution 09-06, designating the Ballot for a
Special Election on August 4, 2009 pertaining to the referendum on the current form of
City government. Council Member Bailey seconded the motion. In a roll call vote Council
Member Delaney, Council Member Bailey, Mayor Kulesza, Council Member Scott, and
Council Member Witte all voted yes and the motion carried.
EXECUTIVE SESSION
At 4:08 p.m. Council Member Delaney made a motion to go into executive session for
Litigation — Pursuant to Idaho Code §67-2345(1)(b) To consider the evaluation, dismissal
or disciplining of, or to hear complaints or charges brought against, a public officer,
employee, staff member or individual agent, or public school student. Council Member
Bailey seconded the motion. In a roll call vote Council Member Delaney, Council Member
Bailey, Mayor Kulesza, Council Member Scott, and Council Member Witte all voted yes
and the motion carried.
ADJOURNMENT
Without furthei ,I mess, the Mayor Kulesza adjourned the meeting at 4:23 p.m.
