radically miniaturizing the size of "micro‐units.” Micro‐units are very seldom smaller than 300 square feet, but AB 3173  cuts the size to 80 square feet, not much more than a walk‐in closet.    Developers will be exempt from local review, parking and height rules. Micro‐units generate very high per‐square‐foot  profits, and research shows the units will rent for about $1,700. This bill won’t create true housing and will be abused Please OPPOSE AB 1279.    This radical bill by Assemblyman Richard Bloom of Santa Monica, a Scott Wiener ally, will allow up to 120‐unit apartment  buildings in your residentially zoned neighborhoods if your city failed to reach an arbitrary goal called the Regional  Housing Needs Assessment, or RHNA.    Never heard of it? Neither have most journalists, most academics and many legislators. Here’s why you should OPPOSE  Bloom’s AB 1279:    More than 400 California cities have failed to approve enough housing units at the “target” rate set by regional housing  officials, known as the Regional Housing Needs Assessment. This RHNA target was created as a helpful way for  Sacramento to help cities guess how much housing they’d need in the next several years.    Today, thanks to state Sen. Wiener and others, this tool has been weaponized. It now punishes cities who don’t grow  fast, even if developers don’t propose projects there and want to build elsewhere.    Under Bloom’s AB 1279, unsuspecting residents of lower‐middle‐class and middle‐class “Opportunity Areas” – yet to be  mapped by state bureaucrats — would see their communities upended.    AB 1279 allows 50‐units per ¼ acre and 120‐units per ½ acre, within all existing residential areas, from single‐family  homes to mixed‐use shopping districts. It’s unfair and punitive — and requires no affordable units. Developers can pay a Please oppose the neighborhood‐destroying SB 902 by Sen. Scott Wiener. This luxury housing bill upzones all single‐ family streets to 8‐plexes in cities of 50,000 or more — not 4‐plexes, as misreported by L.A. Times. This is due to new  state "granny flat" laws that would instantly double Sen. Wiener’s figures — a key fact not divulged in SB 902l.  Moreover, in cities smaller than 50K, and in unincorporated areas, SB 902 up‐zones all single‐family streets to luxury 6‐ plexes or 4‐plexes, not duplexes as this non‐transparent bill suggests.    Doubling down on its concept of building luxury housing by pushing out existing communities, SB 902 allows cities to  approve 15‐unit luxury buildings on single‐family streets anywhere near a regular bus route, or where residents are  found by the state to have good educations or good jobs. This unprecedented statewide experiment will harm to “2 to 35 housing units per acre.” What does that mean? We believe assembly members who kept AB 725 alive didn’t  realize that that acreage‐based definition means the takeover of single‐family, duplex & small apartment neighborhoods  — by luxury housing developers.    AB 725 creates unknowable consequences, ripping through our solid, affordable communities statewide. It will harm, And I am writing to urge you to work with our District 5, Board of Supervisors, Joe Simitian and our Public Health Officer, Dr. Sara Cody, to reopen our pool following the CDC guidelines. Palo Alto Swim& Sports has had such a successful program not only with lap swimmers, but also with PASA, Masters, and the children's camps. We get to observe that during our lap swims! Even though I am trying to walk more and bike more , it is not equivalent to lap swimming. At age 79, and Sheltering in Place since March 12th, I already can tell the difference in my arm and respiratory strength. Do I now also have reduced immunity?? I do not know,however, I am confident that my resistance to any exposure will be improved by lap swimming again along with that of our many healthy,lap swimming community. Be cautious of opening attachments and clicking on links.  Dear City of Palo Alto Council Members,  As a swimmer having enjoyed Rinconada Pool year long since I moved to Palo Alto in 2000, I am writing to ask you to do  everything in your power to reopen Rinconada Pool for lap swimming as soon as possible. Swimming is beneficial to our  health and being in good physical shape will help us having a strong immune system to resist Covid‐19. I used to swim 3‐ 4 times a week in the morning from about 7:30 AM to 8:30 AM, and most of the time I was alone in my lane. It is likely  that if the pool reopens before gyms reopen there will be more people (though it might be counterbalanced by the  people who are too afraid to swim until Covid‐19 has been completely eradicated or until there is a vaccine or a cure).  But even if there are more people who want to go swimming, I believe it is absolutely possible to allow lap swim in a  safe manner:  1) bleach kills the virus, so in the water it would likely be very safe  2) the pool manager could set up a lap reservation system by the hour, to make sure that there is never more than 1  swimmer at a time per lane (45 or 60 min sessions)  3) rules could be strict and enforced: mask for everyone around the pool and in the locker rooms (unless showering),  mandatory hand washing upon entering the facilities, Clorox wipes boxes made available so users can wipe surfaces they  will touch in the locker rooms (hooks to hang bags, bench surface, mirror shelf, toilet doors)  4) if the problem is the locker rooms, I think many lap swimmers would be willing to forfeit their use in order to be able  to enjoy the water.  Thank you very much for allowing reopening of Palo Alto Rinconada Pool as soon at the Santa Clara County allows pools  to reopen under strict conditions.  Kind regards,  Anne‐Charlotte Giovangrandi    Palo Alto, CA 94306    Redacted 4 Baumb, Nelly From:Susan Kemp <skemp650@gmail.com> Sent:Saturday, May 23, 2020 3:09 PM To:Council, City Subject:Re-Opening Rinconada Pool - Lap Swimmer's Perspective CAUTION: This email originated from outside of the organization. This was already going on; as the liberal democrats who generally run this region seem to think they can endlessly cram more and more people into this overcrowded region to the point where almost everyone is struggling; and especially those with increasingly expensive rental housing that steals their pensions... So this has already been the desperate trend in this region; to get too many tops spinning at once in an unsustainable fashion to the point where they eventually all crash -- causing us all to start over... Be cautious of opening attachments and clicking on links.  BTW: Changing the subject; I went to Grocery Outlet in Santa Clara yesterday and a tall cashier named Amanda (who I'm pretty sure is transsexual) was at a closed register right after the boss had left when there was 3's a crowd in line (there was actually about 15 people in line) I had come in earlier for some items and mentioned to the manager that some plants by the front door were wilting and needed watering; so maybe add a little B1 to some water to de-stress them... Then when I came back a few hours later for some Valerian Root to help me sleep; like I said there was a long line and Amanda was at a closed register...I suggested that Amanda open the line; making her angry -- asking the first person in the long line to be served first; which is actually what I wanted because she was trying to make me look selfish...Then the first person in line saw that I only had one item and let me go first; angering Amanda even further...Amanda then said very loudly for all to hear: "Get out of my face" and went on for about a minute later with more verbally abusive comments... So I figured I would go back soon and tell the manager; so today I returned and instead spoke to someone who had always been very nice; telling her essentially that I have had the same job for 35+ years at least partially because I am courteous to all people along the way no matter whether I like them or not; and/or whether they are being mean to me or not...I am a wise elder who you need to listen to because I know all about life is what I told her; because I am...I have dealt with enough mean-spirited people in my life and been all over the world with a rock band so I know how to snap back at idiots to shut them down...
