1. Introductions:
Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was
present.
2. Adoption of the agenda:
Mr. Shorthose moved and Mr. Propes seconded to adopt the agenda, motion
carried.
3. Approval of the minutes:
Mr. Dereck Thomas made a motion for the acceptance of the September 9,
2022 minutes. Mr. Terry Rackers seconded the motion; all members were in
favor of motion.

6. Scheduled Reports:
a) Airport Manager’s Report
Mr. Eric Bowers advised the commissioners to attend the Veterans United
Event on September 24, 2022 gave information on when it will start and
end. He also mentioned that there will be reserved in the parking area,
and the restaurant will be open with normal hours and will not be blocked
off so individuals could still go in. Mr. Shorthose complimented that Mr.
Bowers has been a very well job on making sure that the restaurant is not
going to be blocked for these events. And that he can maintain having two
open businesses going on in one location.
b) FBO Report
Mr. Grant Shorthose advised that our Jefferson City Flying Service is
going very well, and he is glad that they were able to host a big event and
setting aside COVID or flooding’s and being able to bring the community
back together. They are also seeing good amounts of fuel sales that are
getting turned into the City. There currently have five flight instructors as
the flight school avionics and maintenance is pretty status quo.
Staff Liaison Report
Mr. Smith advised that our expansion right now is there is smaller projects
that they could do on the south hanger. We currently have a maintenance
operation in the roadway protection zone which needs to be relocated,
which is a storage building. Mr. Smith is hoping to build a new
maintenance and storage combined in the open green area by the airport
the reason for that location is so that they would be able have easy land
and field access. Mr. Smith also advised that the tower project is under
contract with our planning consultant to do the environmental and the
Land Acquisitions committee. He also mentioned that Central Bank is
looking into doing another hanger extension in the grassy area, it will not
be a big expansion just a lower level expansion with a different garage
entry, which could result in some issues with the gating system, but we
are working on a solution. Mr. Smith also advised to attend the MODOT
public comment meeting to help express that they are against the route W
off ramp changes. The public comment meeting is going to be held in the
next month or two.

c) City Council Report
Councilman Fitzwater mentioned a few items that will be discussed at the
City Council Meeting on the second meeting of October to give time for
the budget committee to finalize an agenda involving budget, public safety
budget, and trying to pull a conclusion for general funding.
