APPROVING THE DESIGNATION OF REDEVELOPMENT AREA
BOUNDRIES - WASHINGTON AVENUE GREYFIELDS REDEVLOPMENT
AREA
WHEREAS, by Resolution #05-93 , adopted on March 3, 2005, the Mayor and Council
of the Borough of Carteret ("Borough Council") authorized and directed the Planning
Board of the Borough of Carteret (the "Planning Board") to undertake a preliminary
investigation to deternline whether those properties listed on Exhibit A hereto
("Delineated Area") meet the criteria set forth in the New Jersey Redevelopment and
Housing Law, NJ.S.A. 40A: l2A-l et seq. ("Redevelopment Law"), a for being
detcnnÎned to be an "area in need ofredeveloprnent" as therein defined; and
WHEREAS, after providing requisite notice, the Planning Board held a hearing on
November 30, 2005 to review the results of the preliminary investigation and to solicit
public comment on whether the Planning Board should recommend to the Borough
Council that the Delineated Area be determined to be an "area in need of redevelopment";
and
WHEREAS, at the public hearing, the Planning Board considered the testimony of and
exhibits fumished by Bmce 1. Rydel, a license professional planner ITom CME
Associates, the author of A Study to Detennine the Need Redevelopment ~ Washington
Avenue Study Area, dated November 30, 2005, ("Redevelopment Area Assessment
Report'), and afforded all interested members of the public an opportunity to make
inquire into and give testimony conceming the boundaries of the proposed Delineated
Area and whether said area should be detennined to be a redevelopment area; and
WHEREAS, the Planning Board, by a Resolution of Findings and Conclusions,
memorialized on December 21, 2005, has recommended to the Borough Council,
pursuant to Section 6 of the Redevelopment Law, that the Delineated Area'be determined
to be an "area in need of redevelopment", finding that fifty~one (51) of said properties
meet at least one (1) of the statutory criteria to be an area considered in need of
redevelopment and the remaining thirteen (13) parcels where necessary for an effective
redevelopment of the Delineated Area all as set forth in the Redevelopment Area
Assessment Report prepared by Bruce 1. Rydel; and
WHEREAS, the Borough Council has given due consideration to the recommendation of
the Planning Board and further finds that said recommendation is supported by
substantial evidence; and
WHEREAS, the Borough Council further concludes that there exits within the delineated
area sufficient criteria for the designation of a redevelopment area as set forth in N.J.S.A.
40A:12A·5, as more fully described and delineated in the Redevelopment Area
Assessment Report, and as found by the Carteret Planning Board.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey that the Washington Avenue
Greyfields Redevelopment Area as depicted on Figure #2, Tax Parcel Map, and as set
forth in the above~referenced Assessment Report, a copy of which is attached hereto and
made a part hereof, is a redevelopment area as so defined by NJ.S.A. 40A: 12A-3.
BE IT FUTHER RESOLVED, that a duly executed copy of this Resolution shall be
transmitted to the Commissioner of the New Jersey Department of Community Affairs.

BE IT FUTHER RESOLVED, that a copy of the Redevelopment Area Assessment
Report shall be kept on file in the Office of the Borough Clerk for public inspection.
BE IT FURTHER RESOLVED, that duly executed copies of this Resolution shall be
transmitted to the Planning Board and filed in the office of the Borough Clerk.
