PURPOSE The purpose of a Five-Year Master Plan for Parks, Recreation and Open Spaces (referred to as Plan) describes how the Greencastle Parks & Recreation Department anticipates carrying out its Mission Statement. The Plan lays.out in a written document the procedures for providing recreation programs, municipal parks and facilities that are accessible to the entire community, which meet the needs of a growing population, and promotes their use and appreciation over the next five-years. The Plan will provide an efficient and logical system for the development of future parks & recreation opportunities for the citizens of the Greencastle community. As the community continues to grow, demand will continue to grow as people become more aware of what a park department should provide along with the continuing increase in the city's 411 population. In addition, with most families having working parents and the time and financial constraints these families experience, especially with the current economic crisis that the country is facing, providing quality and affordable recreation programs and municipal park sites throughout the city has become even more important. '' �4 `;r • • RESOLUTION • Resolution 2010 — 1 Adopting the Parks and Recreation 5-Year Master Plan WHEREAS, the City of Greencastle Board of Park Commissioners is aware of the parks and recreational needs of the residents of the City of Greencastle, and WHEREAS, the City of Greencastle Parks and Recreation Department is desirous of providing aesthetic and functional parks and recreational facilities and programs to the residents of the City of Greencastle to meet their needs, and • WHEREAS, the City of Greencastle Board of Park Commissioners realize the importance of sound planning in order to meet the needs of its residents, and WHEREAS, the City of Greencastle Board of Park Commissioners is continually aware of the value and importance of leisure opportunities and recreational programs and facilities to the future of the Greencastle Parks and Recreation Department and to the residents of the City of Greencastle, NOW AND THEREFORE BE IT RESOLVED THAT TIE CITY OF GREENCASTLE BOARD OF PARK COMMISSIONERS, by unanimous declaration, does adopt the 2O10-2014 City of Greencastle Parks and Recreation Departmental Master Plan as its official plan for the growth and development of parks and recreation opportunities in the City of Greencastle, Indiana over the next five years. W4Pr. -_ Location of Greencastle,Indiana The City of Greencastle is located in south-central Putnam County, Indiana,just an hour west of Indianapolis and an hour east of the Indiana/Illinois State border or the City of Terre Haute, Indiana. Greencastle is easily accessible via North US Highway 231 from • the heavily traveled I-70 corridor, a major national thoroughfare (see Figure 2). The US Highway 40 corridor yields an active east/west highway route through the City, which provides a connection to surrounding communities. The movement of people and goods within these corridors has led to a moderate degree of growth in the community, predominately in the area of light industry and institutional development. The city's planning area extends approximately 2-miles outside the Greencastle municipal limits. The four members of the Board of Park Commissioners are subject to appointment by the Mayor, with no more than two members of one political party serving under the appointment. The board members serve for 4-year terms that are staggered in succession, so no two 1 terms expire in the same year. The four board members are joined by two (2) ex-officio members—one member appointed by the Greencastle Community School Board and one member appointed by the Putnam County Library Board. There is also a member of the City Council that is appointed as a liaison between the Board and Council. The ex- officio and City Council members are appointed on one-year terms by their respective boards. Members of the public are welcome and are encouraged to attend. Greencastle Parks & Recreation Department - The Parks & Recreation Department staff has the responsibility of providing recreational programming to the residents of the Greater Greencastle area and also maintaining municipal parks and facilities throughout the community. (6) Gym/Program Supervisors for Youth Basketball Program Financing - The Department draws from two primary revenue sources in order to sustain its programs and facilities. These sources include property taxes and programming fees. The department's programming fees are generated from several areas, including the Greencastle Aquatics Center, picnic shelter rentals, and a variety of recreation programs. The department currently has a general operating fund, a non-reverting capital fund and two non-reverting sports operating funds - Greencastle Youth Basketball Program and Men's, Women's and Coed Softball Programs. . Affiliate Memberships - The Greencastle Board of Park Commissioners and the Greencastle Parks & Recreation Department are members of the Indiana Parks & Recreation Association (I.P.R.A.), the National Recreation and Parks Association (N.R.P.A.), and the Midwest Regional Turf Foundation(M.R.T.F.). • • • •Oaks • • • GOALS • The Greencastle Board of Park Commissioners and the Greencastle Parks & Recreation .Department has developed the following administrative.goals for the next 5-years: 1. To serve the needs of the community by promoting public involvement and actively seeking input from the community. 2. To acquire and develop additional parklands to meet the community's need for neighborhood parks and greenspaces. 3. To offer comprehensive quality recreational programming aimed at satisfying the needs of the varying age levels, physical abilities and special needs of the community. 4. To effectively coordinate the Parks & Recreation Department with other City departments, organizations, and schools to improve overall services to the community. 5. To continue the high standards of day-to-day maintenance of all facilities, parks and greenscape areas at the highest level allowed by the available funding resources. 6. To provide efficient and effective administration, leadership, and coordination for quality recreational and leisure activities for the community. 7. To continue to work on enhancing the relationship with the Friends of the Park Association of Putnam County by partnering with the group to continue improving the municipal park facilities and recreational opportunities for the citizens of the Greater Greencastle area. a. People Pathways—Continue goals to link various components in the community together by pedestrian and bicycle pathways. b. Eggfest- Continue goals to offer this very popular holiday program in Robe-Ann Park and using funds to make improvements to the Greencastle municipal park system. c. Shelter Improvement Projects—Continue goals to improve the picnic facilities within the community d.
