CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 3:00 p.m.
Mayor Bailey, Council Member Delaney, Council Member Scott, and Council Member
Witte answered roll call.
City staff present was Lindley Kirkpatrick, City Manager; Linda Stokes, Treasurer; Betsy
Roberts, City Engineer CH2M Hill; Tim Swanson, Interim Public Works Director; and Jennifer
Beddoes, City Engineer CH2M Hill.
GENERAL WORK SESSION
Water and Sewer Rate Model
Council and staff worked through the Water and Sewer Rate Model, looking at required projects
and funding sources. The discussion included:
• Historical rate decreases (2006 and 2008)
• How to handle non-payment
• What to do if a seasonal resident doesn't pay
• Capacity prior to 2006 rule
• Fire flow requirements exceeding ability to pump at Aspens fire
• Per capita water consumption and how it compares to Idaho and national averages
• Considering annual rate increases
• How the buy -in fee is calculated
• Scenario 3: annual increases, buy -in fee increase, requested information regarding
options for minimizing debt or increasing debt
All agreed to consider establishing turn-on/turn-off fees, implementation of continuous billing
and reviewing the sewer model at the regular Council meeting on February 11, 2010.
