HomeMy Public PortalAbout03.05.10 Special Minutes ApprovedMINUTES McCall City Council Special Meeting Hotel McCall March 5, 2010 Agenda Call to Order and Roll Call Council Retreat Executive Session Adjournment CALL TO ORDER AND ROLL GALL Mayor Bailey called the special meeting of the McCall City Council to order at 9:00 a.m. Mayor Bailey, Council Member Delaney, Council Member Kulesza, Council Member Scott, and Council Member Witte answered roll call. City staff present was Lindley Kirkpatrick, City Manager. Community members present were: Jerry Summers, Chief of Police, Rhonda Sandmeyer and Rob Lyons. GENERAL WORK SESSION Council Retreat General Discussion Mayor Bailey and Council Member Delaney will be attending the Valley County Commissioners meeting on March 15, 2010, regarding the impact area. Mayor Bailey will be interviewed by John Hess with BSU Radio on Tuesday, March 9, 2010, at noon. Discussion ensued about Council Member Scott or Council Member Kulesza participating as well. Comments have been received via the City website regarding the form of government and concerns citizens may have. A separate meeting will be scheduled to discuss that input. Council Member Witte, with assistance from Council Member Delaney, will lead the efforts regarding McCall's 100t birthday celebration. It was noted that the vision statement on the website is not the same as the statement in the Comprehensive Plan. All agreed that it should be changed to match the Comprehensive Plan. McCall City Council Special Meeting Page 1 of 3 March 5, 2010 Mayor Bailey asked for information on what the Chamber of Commerce does. Council is in favor of Friday work sessions. They will be regularly scheduled on Fridays after the Council meetings from 11 AM — 1 PM. Council Meetings Council worked through various procedural ideas for Council meetings and what Council's role was. Council Member Delaney indicated that differing opinions among Council Members has a positive impact on decisions. Council Member Kulesza emphasized how important it is for Council to be available to the public. Council is considering establishing time limits for agenda items, in an attempt to end meetings by 10 PM. Council Member Kulesza proposed "working guidelines," and will distribute a draft to everyone. Staff Issues It was Council Member Delaney's opinion that staff does not feel empowered to express differing opinions from management or Council. Council Member Kulesza stated that Council needs to be aware that their role is to oversee policies and not manage day-to-day activities. Council discussed the need for on -going and thorough communication between Council, staff and the community. Mayor Bailey indicated a desire to know if staff disagrees with Planning and Zoning on any issue. Council wants staff recommendations and alternative options included in Council packets. Council stressed the need for accuracy and completeness in materials presented to Council. Council Member Delaney praised staff for the information provided in Council packets regarding continuous billing. She feels it is imperative that the issue be fully explained to the public, possibly options include a bill stuffer, the web or a letter in the paper. Mayor Bailey feels staff should have more professional development opportunities. Council asked that the staff training plan be shared with them. Mayor Bailey and Council Member Kulesza requested an organizational chart. Council may consider re -organization during a future Council discussion. Priorities Council established priorities for future meetings and discussions: • Communication (between Council, staff and the community) • Wastewater • Budget Management • Staff Development • Economic Development EXCt TIVF; SESSION At 12:25 p.m. Council Member Delaney moved to go into Executive Session for Personnel — Pursuant to Idaho Code §67-2345(1)(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or McCall City Council Special Meeting March 5, 2010 Page 2 of 3 individual agent, or public school student. Council Member Scott seconded the motion. In a roll call vote Council Member Delaney, Council Member Scott, Mayor Bailey, Council Member Kulesza, and Council Member Witte all voted aye and the motion passed. Council discussed the performance of a City employee.
