CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 11:05 a.m.
Mayor Bailey, Council Member Delaney, Council Member Kulesza, and Council Member
Witte answered roll call. Council Member Scott was absent
City staff present was Lindley Kirkpatrick, City Manager;
GENERAL WORK SESSION
Discuss new lease for McCall Avenue homes
Bill Nichols, City Attorney, had prepared a new ground lease for the McCall Avenue Homes.
Mr. Nichols worked with Nick Partin at USDA to incorporate the lease rider into the lease. The
purpose of the new lease was to make it easier to purchase one of the homes. Council wanted to
ensure that Mike Maciaszek (local realtor) and Graham Hubner (local loan officer) had had the
opportunity to review the lease as well.
Council Member Scott joined the meeting at 11:12 a.m.
Discuss water quality issues
The Council discussed various issues that may affect the City's water quality. There was
mention that the homes around the lake that are not connected to sewer service, may have leach
lines that run into the lake.
The Council requested that staff look into the possibility of funding for additional water quality
testing.
There was discussion regarding the docks on the lake and having the docks inspected. Council
requested that staff pursue ways to work with Idaho Department of Lands to ensure rules and
inspections are being followed.

Discuss air tanker base wash down water treatment
Council discussed the possible affects air tanker wash down. There were concerns that it could
increase the concentration of phosphorus and cadmium in the effluent. Council wanted to know
what the flow extremes are from the Forest Service and why they would need to wash out their
tanks. They also wanted to know if there were any other options.
Without further business, Mayor Bailey adjourned the meeting at 1:05 p.m.
