CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 11:04 a.m.
Mayor Bailey, Council Member Kulesza, and Council Member Witte answered roll call.
Council Member Delaney and Council Member Scott were absent.
City staff present was Lindley Kirkpatrick, City Manager; and BessieJo Wagner, City Clerk.
GENERAL WORK SESSION
Discussion of ideas for a new Ordinance to renew the Local Option Tax (LOT)
Mayor Bailey introduced that it is time to renew the LOT Ordinance
The Local Option Tax Commission made the following recommendations for the new ordinance:
• Meeting space 4% - with 3% going into the general LOT funds and 1 % to marketing
• Restaurant food 2% all dedicated to Marketing
• Liquor by the drink 2% all dedicated to Marketing
• Room Sales 4% - with 3% going into the general LOT funds and 1 % to marketing
• Motor vehicles 3% - with 1.5% going into the general LOT funds and 1.5% to marketing
• Voluntary - Lift tickets 2% - with 1 % going into the general LOT funds and 1 % to
marketing
Brundage would like to see the whole two percent for marketing
The question was brought up whether it was legal to do a voluntary tax.
The Council discussed the idea of a general sales tax but due to the result of the last effort is was
decided not to pursue the idea.
The Council requested document that shows where the LOT funds have gone to date.

The Council had general discussion on different ideas for the LOT and on the idea of whether to
maintain the LOT Commission.
Bob Hunt, LOT Commission Member, requested a Copy of the Comp Plan.
The Council expressed concerns with marketing and exactly what would be marketed.
There was significant discussion as to have the LOT funds go to designated purposes and the
amount of funds that go to McPaws
The Council would like public education and involvement in the development of the new LOT
ordinance to be a priority.
Discussion of plans for street paving priorities
