To whom it may concern, I would be thrilled if Palo Alto were to follow the trend of Menlo Park and Mountain View to include Parklets as a part of the downtown experience. Honestly, I know for my family and myself, we actively seek out communities where we feel safe walking around, get to enjoy our incredible weather as well as get some great food. We go to other communities to achieve this. It would be wonderful for us to be able to walk / bike downtown and dine outdoors. Given the Covid 19 restrictions, I would be far more encouraged to dine outdoors and would hope that Palo Alto would make this possible for both the businesses as well as customers looking to get out. Palo Alto City Council: I urge you accept the proposal from the Palo Alto city staff to exempt stores like Mac's Smoke Shop from the proposed flavored tobacco ban. Small retail stores are all suffering from the Covid-19 pandemic. Why would you want to drive Mac's Smoke Shop out of business? Or any other store out of business? Moreover, Mac's Smoke Shop is a Palo Alto icon. Shutting down Mac's Smoke Shop would be a terrible mistake. I hope you can find a way to keep Mac's Smoke Shop open. Dear Members of the Palo Alto City Council, I am writing this to appeal to you to reconsider your ban on vaping as regards Mac’s Smoke Shop, and to request that you exempt that shop from the ban. Mac’s is, after all, more than just a smoke shop. It’s a newsstand, too. And they sell lottery tickets. My husband has been buying a copy of the Saturday New York Times and a lottery ticket from Mac’s every Saturday, without fail, for the past 30 years. Mac’s is an institution in Palo Alto. Part of Palo Alto’s commercial history. I’d hate for our city to lose this resource. My husband would join me in this appeal, but for the fact that he now has dementia, and while he still wants his Saturday New York Times and the lottery ticket, doesn’t quite understand why Mac’s would be closing. Let me assure you, the blatant racism is dripping out from between the lines. Curfews are about protecting the Apple Store and Stanford Shopping Center, based on baseless racist fearmongering, not about protecting everyday people like myself. Mayor Fine, am I more important, or is the latest Macbook Pro more important? How do I know for a fact that you value that latest Macbook Pro more than you value me? 1. You couldn’t stop people standing in the line waiting to get into Ramen Nagi, standing shoulder to shoulder, under shelter in place officially came down, at the height of COVID spreading. 2. Not even in the face of the COVID and white nationalists showing up to the state house with military-grade weapons, did you institute a curfew, which would have legitimately protected many of the vulnerable population in this town, and gasp: maybe even the latest Macbook Pro. And yet, a few people gather in support of black lives, and all of a sudden, you’re telling us we should all be afraid lest you see a black man walking down the streets after 8:30pm. 3. How about when people were biking around, terrorizing Asian-looking people when COVID panic was settling? These were credible, actual, real, events that happened. They actually happened. Even then, there was no curfew in the name of protecting people who look like me. Before looting actually happens—because it hasn’t happened, you decided that it was necessary to have a curfew. What is it about supporting black rights that inspires so much panic before anything has even happened, that we take such extreme measures as a curfew for 10 days? You reiterate that it’s about safety concerns. Please examine how your perception of what is unsafe is deeply shaped by racism. In one of the richest and most privileged neighborhoods in the entire country, with ADT alarm signs littering the front lawns of every single household, we are willing to give up fundamental liberties and rights because white people are afraid? Not me, but it seems clear that my opinion or my safety doesn’t matter because I’m not white. The racist reactions of my neighbors, and this entire city council, disgust and anger me. I hope you appreciate that all you have done is validate irrational, racist perceptions of black people. I feel more unsafe than ever. Imagine living in a community that hoards wealth and resources through exclusive zoning and building no new housing, and the only concern you have is that someone might come and take some, after the government killed a man in broad daylight for no other reason than that he is black. You imposing a curfew because of the threat of riots, before anything has actually happened, is just like justifying the use of a chokehold against the “threat" that a black man imposes when he is already on the ground, hands cuffed behind his back. Via Email May 31, 2020 Palo Alto City Council Honorable Mayor Fine and City Council members, The Palo Alto Chamber of Commerce enthusiastically supports creating pedestrian/bike­only, pilot street closure projects on University and California Avenues to allow for outdoor retail and restaurant use. To gauge business sentiment and willingness to experiment with street closures, we conducted surveys with businesses in the two commercial zones over the past two weeks. The results show an extraordinarily high percentage of support for partial street closures on both streets, by both restaurants and other business owners, and for all weekdays. The response from University Avenue businesses 83% in favor The response from California Avenue 93% in favor In addition, 63% of University Ave respondents and 79% of Cal Ave respondents agreed that, to avoid confusion, the street closures should be all days of the week to better judge the success of the pilot encourage longer shopping periods and accommodate pedestrian walk­time, [the City should] extend weekday parking hours We believe concerns about adequate parking nearby, access for trash pickup and delivery trucks, and ability to locate businesses can be met with simple solutions, such as signage and shopping time restrictions. The Chamber proposes that the City consider the following strategies, some being longer term: ­time, change 1 to 2 floors of underutilized permit parking garage spaces to regular parking, made more feasible given the predicted reduction in on­site office workers going forward, change permit to regular parking on the west side of Alma Street from Everett to Palo Alto Avenue, create specially designated, short­term parking zones at side streets for pickup/delivery, car share/taxi services and bike racks, and evaluate the program monthly for modifications as needed, and conduct an in depth review of 5­6 months. These changes alone would add nearby, accessible parking spaces in both commercial zones, dozens more than the ones being lost by street closures or parklets, within a short walk of the businesses while mitigating any increase in adjacent neighborhood parking. We reviewed the survey results with City Manager Ed Shikada on Friday and are gratified that he then reached out to businesses in these two areas to begin working with them on plans for sharing the streets. Palo Alto City Council Page Two Restauranteurs have warned that when reopening is permitted, safe table distancing rules will render them financially unable to succeed with only inside dining unless they are may add outdoor seating. Acknowledging this situation, Gov. Newsom has stated that restaurants should "prioritize" outdoor seating when their local jurisdictions meet the criteria for reopening. Palo Alto already has experience with successful pedestrian­only shopping, such as the California Avenue Farmers Market, the Palo Alto Art Festival and Stanford Shopping Center. Pedestrian/bike­only shopping areas in commercial zones are currently being considered or already being created in other Bay Area cities, such as Redwood City, San Carlos, Burlingame and Berkeley, and highly successful pedestrian only commercial zones exist in such cities as Boulder and Santa Monica. Pedestrian and bike­ only street malls are popular throughout Europe, and parklets using street parking spaces are already allowed in such local cities as Menlo Park and Santa Cruz. We believe the survey results strongly reinforce the calls by both residents and businesses for the City to help commercial districts recover from the Covid­19 closures by partially closing these two commercial streets to cars and allowing businesses to safely serve customers outdoors. With the decrease in car usage and parking demand, and the need for restaurants, the linchpins of our commercial districts, to be able to reopen in a financially sustainable way, the timing is perfect to conduct these pilot programs and see if it works for our community and our businesses. There must be a balance between the needs of cell service and the safety and other public welfare needs of all of our residents.
