HomeMy Public PortalAbout06.11.10 Special Minutes ApprovedMINUTES McCall City Council SPECIAL MEETING June 11, 2010 at 10:00 a.m. McCall City Hall (Lower Level) Legion Hall Agenda Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Bailey called the special meeting of the McCall City Council to order at 10:00 a.m. Mayor Bailey, Council Member Kulesza, and Council Member Witte answered roll call. Council Member Delaney and Council Member Scott were absent. City staff present was Lindley Kirkpatrick, City Manager; and Linda Stokes, City Treasurer. BUDGET WORK SESSION Personnel The Council discussed the following three points as they pertain to personnel: • Opportunity for up to 3% merit increase in FY11 • Changes to evaluation and merit award process • Health/vision/dental Cost Assumptions Property Taxes The Council discussed the following three points as they pertain to Property Taxes: • Property Taxes from Growth & Development are not included in FY11 • The maximum allowable increase of 3% is allocated across all funds. • The 3% increase is $127,604 For future discussion the Council would like to consider not taking the 3% increase and would like an explanation of the assessed value versus the tax bill. Golf Fund The Council discussed including the $100,000 as an operating transfer to Golf in City Council Budget. McCall City Council Special Meeting Page I of 2 June 11, 2010 Valley Adams Regional Housing Authority Michael David, VARHA requested $20,000 for FY11. There was a general discussion as to the value of VARHA and some of the expectations the Council would have. McCall Transit Terri Lindenberg, Executive Director for Treasure Valley Transit requested $62,500 for FY11. Ms. Lindenberg and Joy Mentzer gave a brief overview of the budget for Treasure Valley Transit and their other means of income. Local Option Tax Steve Gleason, Chair of the Local Option Tax Commission (LOT), reviewed the recommendations for receipt of LOT funds for FY11. Council Discussion The Council had a brief discussion that included: • a Centennial Committee for the 100 years birthday of McCall, • the pursuit of laptops for Council, • an analysis of the phone system needs to be done to determine if there is true savings with the new system • VARHA and what funding Valley County plans to commit Council Budget Work Session with Department Heads Council walked through each line of the budget with each of the department heads giving some suggestions and asking questions for clarification.
