HomeMy Public PortalAbout07.23.10 Special Minutes ApprovedMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) July 23, 2010 Agenda Call to Order and Roll Call Work Session - Budget Adjournment CALL TO ORDER AND ROLL CALL Mayor Bailey called the special meeting of the McCall City Council to order at 10:00 a.m. Mayor Bailey, Council Member Kulesza, and Council Member Witte answered roll call. Council Member Delaney and Council Member Scott were absent. A quorum was present. City staff present was Lindley Kirkpatrick, City Manager; and Linda Stokes, City Treasurer. The city department heads participated at different times throughout the day. WORK SESSION — BUDGET Public Comment Mayor Bailey called for public comment at 10:05 a.m. Hearing none Mayor Bailey closed the public comment. Discussion with each department head Council worked through the proposed budget for FY11 with each department head. The Council asked questions and made suggestions throughout the process. Valley Adams Regional Housing Authority Mike David, Executive Director for VARHA, presented the VARHA budget request to Council. Mr. David stated that VARHA had requested $40,000 from Valley County and were approved for $30,000. He was concerned that VARHA had requested $20,000 from the City of McCall and were only being considered for $15,000. It was stated that Valley County was not as concerned with local presence and that VARHA was focused on the virtual office. It was Mr. David's intention to have the VARHA website fully functional by October 1, 2010. McCall City Council Special Meeting Page 1 of 3 July 23, 2010 MCPAW S Barb Hutchinson presented the MCPAWS budget request to Council. Ms. Hutchinson went through MCPAWS total budget and other possible funding sources. Local Option Tax Council received the Local Option Tax Commission recommendations for FY11 from LOT Commissioner, Bob Hunt. Public Comment At 2:15 p.m. Mayor Bailey called for comments from the public on the proposed Tentative Budget. Hearing none Mayor Bailey Closed the public comment. Council Discussion The Council discussed the following: > Local Option Tax allocations Mayor Bailey thought that the LOT Commission recommendations were ok. Council Member Kulesza recommended the following changes • Increase the funding for the Library shelve to $7100 • Reduce the Valley County Convention and Visitors Bureau to $0 • Reduce the Judo Club down to $1000 • Increase the Nordic Trail Maintenance to $10,000 • Reduce the Winter Carnival Logistics to $5000 All the Council Members were in agreement with Council member Kulesza's suggestions. > 3% Property Tax Increase The Council was not in favor of taking the 3% increase. There was discussion as to what would be cut from the budget by not taking the 3% increase. After much discussion the Council wanted to keep funding for the Downtown Master Plan and Economic Development support. > Golf Fund Operating Transfer The Council wanted to minimize the Golf Operating transfer. Adopt Tentative Budget Staff recommended that the Council adopt the FY11 Tentative Budget in the amount of $16,857,719.00. Mayor Bailey moved to adopt the FY11 tentative budget in the amount of $16,857,719. Council Member Witte seconded the motion. In a roll call vote, Mayor Bailey, Council Member Witte, and Council Member Kulesza all voted aye and the motion passed.
