RESOLUTION NO. 94 -3349
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY AMENDING THE PERSONNEL RULES AND REGULATIONS
FOR FISCAL YEAR 1994 -95.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. General Provisions
A. As listed in Table I, the schedule of classifications, pay ranges and steps constitutes the
compensation plan applicable to all full time employees. This compensation plan is
effective July 1, 1994.
B. As listed in Table II, the schedule of classifications, pay ranges and steps constitutes the
compensation plan applicable to all part time employees. This compensation plan is
effective July 1, 1994.
SECTION 2. Cost of Living Increase
A. A cost of living increase of 3% will be provided to full time and part time employees
effective July 1, 1994.
SECTION 3. Employee Benefits
All employee benefits will remain consistent with Council actions in Fiscal Year 1993 -94 and prior.
SECTION 6. Rule 21, "Salaries and Benefits," Section 4 -A of the Temple City Rules and
Regulations is hereby amended to read as follows:
SEC. 4 "Management and Supervisory Employees,"
A. Administrative Leave:
Full-time management and supervisory employees are considered exempt from overtime provisions
of the Fair Labor Standards Act (FLSA) by virtue of their duties and that the City satisfies those
aspects of the salary basis test required by the Department of Labor regulations implementing the
FLSA. In lieu of overtime compensation, employees covered herein shall receive the following.
1. Positions number 1 through 8 above covered hereunder shall be credited on July 1 of each
fiscal year with 40 hours of administrative leave. Positions number 9 through 14 above
covered hereunder shall be credited on July 1 of each fiscal year with 24 hours of
administrative leave. Credited leave days may be used at any time during the year with
approval of the City Manager and given due consideration to the needs of the department.
This policy recognizes that managerial employees may be required to periodically or
routinely work long or irregular hours to fulfill the responsibilities of their positions and
to attend various meetings and functions.
2. Administrative leave is not an entitlement, is not related to hours worked nor subject to
accrual. Administrative leave that is not used by the end of the fiscal year will be forfeited
and not accumulated to the next fiscal year.

3. Management and supervisory employees hired during the fiscal year shall be credited with
a prorata of administrative leave hours based on the number of months of the fiscal year
for which the individual is employed.
4. Upon resignation or termination, an employee shall not be entitled to any payouts
hereunder.
5. Final resolution of any disputes relating to administrative leave shall rest with the City
Manager.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
