is that this story got taken out of the Google search results shortly after being published...To me this
shows that Epoch Times' story so strayed from the popular narrative; and got so close to the truth at
the same time -- that it was quickly de-legitimized and removed from search results...There are some
people out there who will not change their views no matter how much hard scientific evidence is
presented to them...
So it is really more about cognitive dissonance than anything else at this point; as many have been
brainwashed by the mainstream media that is at least partially owned by health care interests...NBC
in particular I tend to think...Bottom line: Covid-19 is one part AIDS; one part SARS; and another part
consisting of bat corona virus spike proteins...And we even have a female scientist talking about this
on the documentary! A FEMALE SCIENTIST! WHAT MORE DO YOU NEED LIBERAL MEDIA! (just

In a nutshell; Sunnyvale POS/DPS/SCPD refused to do anything about several active threats that
existed outside my residence for many years (some of them police-sponsored active threats) then
after submitting a claim form for the illegal ejection from a private business of public accommodations

that Sunnyvale POS/DPS refused to take action on (The Oasis Nightclub which is now closed) the
City of Sunnyvale retaliated with a non-issue by targeting my 94-year old Father for more
prosecutorial harassment; this time threatening prosecution for a government-sanctioned green
garbage can with a 19 MPH sign painted on it that I got permission from the City of Sunnyvale for
many years ago; and the City of Santa Clara; as all of the signage on my street is there due to my
valiant efforts...Adding to this; a safety cone that helps remind people to slow down on our street and
protects my cats from getting run over easily was sighted as being a problem by Sunnyvale Public
Works after me suggesting to other Public Works employees about making the street safer...
This Public Works employee wrote a letter telling me he can steal my safety cones any time he
wants...
In other words; the usual: tying my hands and leaving a festering problem in a grossly negligent
manner; as a bicyclist had been run over and killed on Dunford Way last summer (which brought a
million cop cars yet no obligatory obsessive media coverage -- why did the local TV nes media ignore
this story; helping to cover it up?) therefore attempting to get me to move the safety cone (as small
and insignificant as it seems to some who view themselves as being 'in control' of this Silicon Valley
mess) was actually a HUGE deal...
Not only due to the various aforementioned reasons; but also due to the fact that the City of
Sunnyvale has a history of messing with the elderly to get their way...For instance; one of the two
brothers who used to own the Corn Palace parcel said that the City of Sunnyvale was so intent on
developing his land (which they are finally developing right as the demand for housing is decreasing
exponentially) that the City of Sunnyvale allegedly gave him a heart attack (or almost did; I cannot
remember exactly) the main point being the City of Sunnyvale has no respect for their elderly
population; willing to abuse their prosecutorial harassment on frail stroke victims like my 94-year old
Dad just to retaliate against me...
And the Sunnyvale Department of Public Safety went against their core mission of "public safety" by
telling me to remove a government-sanctioned green garbage can with 19 MPH written on the side of
it (when Dunford Way is actually Santa Clara jurisdiction) and POS/DPS standing behind Sunnyvale
Public Works didn't help things...And these actions caused an immense amount of emotional distress
for the entire family at the time...So all it did was make things worse...But government in general is an
'Emotional Distress Machine' (EDM) of sorts; so good luck getting government to care about the
turmoil they cause within people's lives without the help of a good lawyer who knows how to twist
their insurance companies' arm the right way...
Like I said before; for many years police took zero action for active threats existing outside my
residence (causing my financial fall) and sometimes government/police-sponsored active threats ~
then turned around and wanted to talk about a safety cone and a green garbage can reminding
people to slow down to 19 MPH after many late-1990s meetings with the the City of Santa Clara's
Traffic Engineering Department...

local officials who have been allowing an out of control homeless situation that is turning out to be not

This was already going on; as the liberal democrats who generally run this region seem to think they
can endlessly cram more and more people into this overcrowded region to the point where almost
everyone is struggling; and especially those with increasingly expensive rental housing that steals
their pensions...
So this has already been the desperate trend in this region; to get too many tops spinning at once in
an unsustainable fashion to the point where they eventually all crash -- causing us all to start over...
It happened after the dot com bust in the late 1990s; which lasted until roughly 2008 when the region
was revved up again; only to crash once again after the Covid-19 situation...And the long-term effects
of the pre-2008 era are the regions' homeless population...So if that is what is left over from 2008;
imagine what we are facing now with so many people losing their businesses as Gavin Newsom
keeps his winery open?
In other words; Covid-19 just added countless more individuals to that list of desperate
individuals...But it's looking like at least some of the Covid-19 data was incorrect; so we may have
done all of this for nothing -- destroying countless lives in the process and making the State of
California (CA) etc liable for the losses...
(Ultimately China is actually responsible for the losses; but the actions of CA made it worse...)
We all probably need to be more careful during cold and flu season for our own health and the health
of others -- for the sake of the elderly and those who are vulnerable; and especially me because I
take care of my 94 year old Dad who had a stroke recently...I was doing that anyway before all of
this...
But I am afraid that most of us went a bit too far this year with our reaction; mainly out of fear and
ignorance regarding the true danger of the situation...And there is gonna be Hell to pay for this big
mess; but the US is out of money and has been for awhile now; and Hell doesn't take credit
cards...And China now owns our credit card debt along with many other things so right now China is
winning the this game of international chess...

making her angry -- asking the first person in the long line to be served first; which is actually what I

wanted because she was trying to make me look selfish...Then the first person in line saw that I only
had one item and let me go first; angering Amanda even further...Amanda then said very loudly for all
to hear: "Get out of my face" and went on for about a minute later with more verbally abusive
comments...
So I figured I would go back soon and tell the manager; so today I returned and instead spoke to
someone who had always been very nice; telling her essentially that I have had the same job for 35+
years at least partially because I am courteous to all people along the way no matter whether I like
them or not; and/or whether they are being mean to me or not...I am a wise elder who you need to
listen to because I know all about life is what I told her; because I am...I have dealt with enough
mean-spirited people in my life and been all over the world with a rock band so I know how to snap
back at idiots to shut them down...
I just wait until I am on my blog to snap back at corrupt cops due to the inherent duress involved...I
am not necessarily afraid; I am just not stupid and this is my way of outsmarting their shit...
ACLU apps take this all one step further; I should have used that app when dealing with Ochoa and
Smith and many other crooked cops I have dealt with along the way...
Anyway; I told the clerk maybe her and the girls at the other registers who heard these abusive
languages should sit her down and have a little talk with Amanda to set her straight (you now what I
mean)...
Just then; Nia and African-American lady from Big Lots walked up and said hello to me...She
obviously overheard our conversation and intervened with her usual beautiful self...She was always
very gracious when she worked at Big Lots; and I even gave her a Roberta Flack CD when I was on a
big Robert Flack kick awhile back...And I mentioned how gracious Nia always was when working at
Big Lots to the clerk I was speaking to...
Nia and I exchanged a few more kind words; showing the clerk I had spoken to through example the
"way to be"; and we went our separate ways...And it's like Nia was there at that moment for a
reason...Like she is some kind of protector spirit or something with the positive energy that was
needed to defuse the situation...
But if the abuse continues; I will record with it with my ACLU app on witness mode and take it from
there...Or maybe talk to her boss...We'll see...And the state of California attempting to stop people
from video recording their abuse is yet another form of abuse which essentially obstructs justice in the
process -- as those who are violating your rights effectively nullify their owns rights in the process...
Either way something must be done because the mainstream media's usual half-truthed perspective
is either ignoring my other side of this reality; or perhaps they are even causing it and exacerbating it
as well...
A bit of both actually...So let's start treating all people equally -- no matter what...Is that a deal?

"UPDATE / 31 MARCH 2019: Why would anyone think there was no matter and/or
energy in the known universe at one point in 'time' before space time even existed
within this dimensional realm or elsewhere? That is a ridiculous notion. As in the justice
system; evidence must first be discovered and presented for any allegation to become a
reality -- and the same goes for theoretical scientific observation. Maybe our obsession
with numbers and mile-long mathematical calculations to find answers is part of this
multi-dimensional problem -- perhaps wrongfully assuming there needs to be a zero
starting point for everything. But zero can also express the circle of infinity and/or
limitless, infinite, innumerable space as expressed in my simple Algebraic equation: x +
y = 0.
In other words; the center of the spatial universe is everywhere...
In light of this; it should seem obvious that the terms macro and micro are
entirely relative and based upon our own particular limited human perspectives
and/or relative size as humans. Therefore the macroscopic reality of Quantum
Entanglement merged with the microscopic reality of Quantum Mechanics can
finally be unified and/or consolidated as everything is just a scale model of
everything else. (explaining why 100 light years is really like and inch or less depending due to the sheer

If an elementary particle can be endlessly halved without disappearing ~ then conversely perhaps entire
universes can emanate from seemingly invisible elementary particles and/or 'nothing'...

garbage can with a 19 MPH sign painted on it that I got permission from the City of Sunnyvale for
many years ago; and the City of Santa Clara; as all of the signage on my street is there due to my
valiant efforts...Adding to this; a safety cone that helps remind people to slow down on our street and
protects my cats from getting run over easily was sighted as being a problem by Sunnyvale Public
Works after me suggesting to other Public Works employees about making the street safer...
This Public Works employee wrote a letter telling me he can steal my safety cones any time he
wants...
In other words; the usual: tying my hands and leaving a festering problem in a grossly negligent
manner; as a bicyclist had been run over and killed on Dunford Way last summer (which brought a
million cop cars yet no obligatory obsessive media coverage -- why did the local TV nes media ignore
this story; helping to cover it up?) therefore attempting to get me to move the safety cone (as small
and insignificant as it seems to some who view themselves as being 'in control' of this Silicon Valley
mess) was actually a HUGE deal...
Not only due to the various aforementioned reasons; but also due to the fact that the City of
Sunnyvale has a history of messing with the elderly to get their way...For instance; one of the two
brothers who used to own the Corn Palace parcel said that the City of Sunnyvale was so intent on
developing his land (which they are finally developing right as the demand for housing is decreasing
exponentially) that the City of Sunnyvale allegedly gave him a heart attack (or almost did; I cannot
remember exactly) the main point being the City of Sunnyvale has no respect for their elderly
population; willing to abuse their prosecutorial harassment on frail stroke victims like my 94-year old
Dad just to retaliate against me...
And the Sunnyvale Department of Public Safety went against their core mission of "public safety" by
telling me to remove a government-sanctioned green garbage can with 19 MPH written on the side of
it (when Dunford Way is actually Santa Clara jurisdiction) and POS/DPS standing behind Sunnyvale
Public Works didn't help things...And these actions caused an immense amount of emotional distress
for the entire family at the time...So all it did was make things worse...But government in general is an
'Emotional Distress Machine' (EDM) of sorts; so good luck getting government to care about the
turmoil they cause within people's lives without the help of a good lawyer who knows how to twist
their insurance companies' arm the right way...
Like I said before; for many years police took zero action for active threats existing outside my
residence (causing my financial fall) and sometimes government/police-sponsored active threats ~
then turned around and wanted to talk about a safety cone and a green garbage can reminding
people to slow down to 19 MPH after many late-1990s meetings with the the City of Santa Clara's

In other words; Covid-19 just added countless more individuals to that list of desperate
individuals...But it's looking like at least some of the Covid-19 data was incorrect; so we may have
done all of this for nothing -- destroying countless lives in the process and making the State of
California (CA) etc liable for the losses...
(Ultimately China is actually responsible for the losses; but the actions of CA made it worse...)
We all probably need to be more careful during cold and flu season for our own health and the health
of others -- for the sake of the elderly and those who are vulnerable; and especially me because I
take care of my 94 year old Dad who had a stroke recently...I was doing that anyway before all of
this...
But I am afraid that most of us went a bit too far this year with our reaction; mainly out of fear and

mean-spirited people in my life and been all over the world with a rock band so I know how to snap
back at idiots to shut them down...
I just wait until I am on my blog to snap back at corrupt cops due to the inherent duress involved...I
am not necessarily afraid; I am just not stupid and this is my way of outsmarting their shit...
ACLU apps take this all one step further; I should have used that app when dealing with Ochoa and

big Robert Flack kick awhile back...And I mentioned how gracious Nia always was when working at
Big Lots to the clerk I was speaking to...
Nia and I exchanged a few more kind words; showing the clerk I had spoken to through example the
"way to be"; and we went our separate ways...And it's like Nia was there at that moment for a
reason...Like she is some kind of protector spirit or something with the positive energy that was
needed to defuse the situation...
But if the abuse continues; I will record with it with my ACLU app on witness mode and take it from
there...Or maybe talk to her boss...We'll see...And the state of California attempting to stop people

I would like to register my extreme disappointment with the curfew and Mr Shikada’s transparency. I have been a
resident of College Terrace since 2013.
“Potential criminal activity stemming from recent protests” is a legally bogus and excessively vague predicate for
curtailing our rights with no discussion. As a justification for an unprecedented restriction of residents’ rights, it is an
extremely disingenuous turn of phrase.
I am astound by the speed with which Mr Shikada mimicked the fascist overreaches of our federal government’s
responses to the largely peaceful protests. His behavior is almost as though he got too excited watching CNN this
weekend and forgot basic principles of democratic governance.
Our police are paid mid‐six figure salaries. The Palo Alto police log shows fewer than 10 ‘violent crimes’ in the last
week. Why is it so hard for them to do their jobs without restricting our freedom of movement? Why can’t they
concentrate their numbers at the two locations specified for “potential criminal activity”?
There was little or no warning for community members that this would be up for discussion at the Town Hall meeting
yesterday at 1pm.
This is an absolutely excessive response to a vague threat, fueled by a blind panic.
It really is beyond unconscionable.

My family have been residents of Palo Alto for more than 6 decades. We reside in the Duveneck/St.
Francis neighborhood. Like most Palo Alto city residents, I have been sheltering in place and
telecommuting since March, as a result of the COVID-19 restrictions.
I am writing to ask you to consider a temporary adjustment to the hours for construction and gardening in
Palo Alto residential neighborhoods until the COVID-19 restrictions are fully lifted. I understand
construction/gardening hours are currently six days per week, Monday through Saturday, until 6
pm. Since construction and gardening have resumed a few weeks ago, the increased noise in the
neighborhood contributes to rising anxiety and decreased efficiency for telecommuting, during a time that
is already very challenging and stressful. I live next door to a house undergoing major construction, with
another lot under construction nearby as well. Loud construction noise is ongoing during the permissible
6-day per week schedule, with no relief in sight.
During this period when we are all required to spend more time at home, I ask you to order that all
construction and loud gardening (e.g., leaf blowing and tree branch chipping/shredding) at any one
residential site be limited to no more than 4 hour per day, with no work on Saturdays. Such an order
would still allow construction workers or gardeners to work full time, provided they alternate between
sites Monday through Friday. At the same time, it would offer partial relief to neighbors trying to work or
study from home, many with children at home as well.
I hope you will put this issue on the agenda for a prompt decision, taking into consideration the wellbeing

Phase 1 and 2: Build out an FTTN fiber network for utilities
Phase 4 and 5: Extend the existing utility network to support FTTP
However I think this seems like a backwards process. We should instead have Magellan design out an FTTP network and
look into how utilities can fit into it. FTTN could be an intermediate step in the process.
The way the proposal is currently structured, Magellan is tasked with designing an FTTN network and then optionally
extend this to a FTTP network, however there is a major risk with this approach. It might end up that for an FTTP
network the FTTN network itself might need to be re‐designed which would mean going back to the drawing board and
more costs.
The council and staff need to examine what the final goal of the fiber network is: is it modernizing utilities? or making
our homes ready for the future, by providing high speed reliable internet for all our residents. If the latter is the goal
then I think that the proposal Phases need to be restructured.

Before I ask the question, I would like to give you some background information, even though it's probably irrelevant. My
sisters have immigrated here(with green cards) two, three years ago and all of us share one house. One sister is a home
maker with California reseller license. Another sister used to work part time as a care giver before the covid-19
shutdown. We have four boys going to school.
After the lock down, one sister, the part time care giver, has lost the part time job. Through Chinese community, they
have found out they can distribute fresh produce(mainly vegetables) once a week at home from farmers to nearby
Chinese residents as it has been hard to go to the grocery stores. The profit margin is only 5-10% and they will report
this income on their tax return but I am sure that's irrelevant as well.:)
Can you please let me know if this is permitted and if any license they should obtain or any regulations they should
follow?

Fear and uncertainty seem to be the overriding factors in current public policy decisions. COVID 19 is a virus. Scientists
and medical professionals know very little about viruses and herd immunity is unlikely. Consider if you will, the flu.
Millions of Americans contract it annually, hundreds of thousands are hospitalized, and thousands die. A flu vaccination
is manufactured every year and which strain will be prevalent is nothing more than a guessing game. How is the
Coronavirus any different?
Dr. Sara Cody and the San Jose Board of Supervisors' policies are gravely impacting families and small
businesses. Guidelines and parameters for reopening continue to be moving targets as SCC residents' socioeconomic,
emotional, and spiritual well‐beings continue to deteriorate.
What is the end game? A cure and vaccine may never be attained. How long are we to tolerate the restrictions and
forgo our civil liberties? Would not allowing the vulnerable and fearful to stay isolated while the able bodied and willing
get back to work be a more reasonable resolution? How long will local officials be able to receive their salaries? Is not
the support of government agencies provided by the working populace?
Homeless encampments continue to grow in neighborhoods throughout the county. State policy dictates that working,
law abiding citizens accept filth and lawlessness as a daily reality. Law enforcement and city officials refuse to do their
jobs. My senior neighbors no longer feel safe taking daily walks; break ins, broken car windows, and shopping carts full
of rubbish litter our parks and streets. COVID 19 is now used as an excuse to delay any action.
What is the endgame? People rise or fall to our expectations. The homelessness statistics are disheartening but the
reality in my neighborhood is most are fit, white American males of sound mind whom are more than capable of
working and contributing. Why should law abiding, hardworking SCC residents continue to pay their state taxes when
public policy that we support ignores our plight and cries for help?
Perhaps, self‐interest could be put aside replaced with a collaborative effort to refurbish and build factories; begin mass
production of goods domestically and employ Americans in these new jobs of necessity.
I recognize the complexities of the issues and appreciate the difficulty of your job. I do not envy your position but should
not public officials acknowledge and support the needs and safety of those who elected them?

I am writing to urge you to request that the County Board of Supervisors move forward with re‐opening business and
the economy in Santa Clara County. Dr. Cody is being overly cautious, and is disregarding the science and facts that the
rest of the state, including Los Angeles County, are following. We meet the State requirements for Expanded Stage
2 which includes dine‐in and in‐store shopping, as well as religious services. Unless we take a firm stand as other

My family has been very lucky, but I know several local businesses that have closed forever and many more will close if
not allowed to open in a safe manner. My daughter is an RN who initially worked the COVID 19 ward in her hospital, and

sick, we must move forward while we still have local businesses to support. Why should Amazon, Target, Costco, and
Walmart be chosen to prosper while our local businesses go bankrupt.

Thank you for your leadership in this difficult time.
Like more and more of us, I am concerned about the Santa Clara County Health Department and its performance during
the covid crisis.
It has been two and half months since lockdown, and we are lagging behind other Bay Area Counties and target
benchmarks on both testing and contact tracing. The Department has managed to hire less than 100 tracers out of 1000
needed in all that time (initially, they were looking for "volunteers" with medical degrees to commit to 25+ hours per
week for 6 months! Now, several people I know have applied and have heard nothing for days). There is still no efficient,
coordinated testing network or clear communication about how the County is ramping up testing and who is eligible
(can my family get tested? Not clear). The Department has also not developed a coherent, data driven approach to the
relative risks of various activities. Director Sara Cody has publicly stated that the Dept. has no reliable data about how
the disease is spreading in County.
Further, Cody's strong reluctance to loosen lockdown measures goes against the positions of our State and most other
jurisdictions nation‐ and worldwide. In the months since jurisdictions started to loosen, almost all have seen decreasing
to flat case numbers, with only a few increasing slowly and none experiencing exponential growth. Nevertheless Cody
continues to insist publicly that "nothing has changed" since early March and that all jurisdictions going against her
protocols risk exponential growth. With all due respect, virtually everything has changed. On March 8, I was at a group
event with 150+ attendees; life was normal. Now, lockdown or not, attitudes and behaviors are totally different
everywhere, including our County.
We are continually urged by County leadership to "follow the science." Well, this must include all branches of science.
There is growing consensus among economists (such as World Bank president David Malpass) and doctors (such as
Anthony Fauci) that extended strict lockdown results in a greater toll than covid itself (deaths from other causes,
extreme poverty, domestic abuse, mental health, high unemployment, etc.) As you know, looming budget cuts already
threaten many City and State programs essential to public health and well‐being. Every week of lockdown further
decimates our economy including tax revenue and the capability of many businesses, large and especially small, to
recover.
The County Executive's office and the County Supervisors refuse to take action, and yet, we all need the Health Dept to
do a better job in testing, tracing, and risk evaluation. Also, Cody's maverick stance to continue to prioritize total covid
suppression at the expense of any other considerations must be questioned. We are thankful for her quick action in
March, but the situation has evolved. Like many others, I have emailed and the Health Department and County
Executives repeatedly on these issues to no avail.
Palo Alto can help. Please consider joining together with other Cities to get our County's leadership to listen and make
changes. Perhaps Governor Newsom and the State might provide support and assistance in bringing our County more in
line with State guidelines and recommendations. I believe there is sympathy to this cause among other Cities'

leadership. Furthermore, please consider defunding/declining enforcement of Santa Clara County Health Dept's special
rules in favor of the State Expanded Phase 2 rules.

Thank you for all you do to keep our county safe. I was born and raised in the Bay Area. And now I live nearby,
Sunnyvale, It's hard to watch Sara Cody ruin my home day by day.
I'm writing to you now to ask for you help to reduce Sara Cody's impact on Santa Clara County. Her lockdown is
destroying us. While the rest of CA is opening up, Santa Clara County lags behind. We clearly meet the state metrics for
expanded stage 2, and it would be great to start living, educate our kids, and give our local shops some real business.
All my communication to the Santa Clara County Board of Supervisors has fallen on deaf ears. Those who have
responded have told me that they are incapable of overruling Cody's restrictions.
Please use any power that you have to refuse to enforce or fund her restrictions. Placer, Modoc, and Yuba counties did
that, as well as several in southern California. Even today we found out that LA is opening. Since Cody is crushing our
economy and education, we really have no choice but to work past her. Let's use CA guidelines direct our reopening
process and pace.
Any chance you saw the article in the Chronicle this week? It's clear that the elderly and sick are the most vulnerable. We
knew that. We can protect them and get society running again, so that when this is over, there actually is a society to
return to.
Please help stop Sara Cody. There is no reason economic, educational, and social policy should be dictated by an
epidemiologist.

This morning, KCBS‐SF, AM 740, interviewed a doctor at USC, Dr. David Agus, professor of Medicine and
Engineering there. He said that remdesivir plus convalescent plasma was being used there for Covid19 pts. Here is the
interview on KCBS' "Ask an Expert" program which they do every AM around 9:20: This is a very interesting, timely
interview. Highly, highly recommended:

When you click on that, you see a blue circle with the date May 29, 2020. The first thing you see is an interview
of a psychotherapist named Dr. Mann. Interesting and useful, no doubt, but scroll down from that and click again on the
blue circle. You will hear the 10 min. interview today with Dr. Agus and you can read the text of the interview. WELL
worth hearing and reading.
Four paragraphs up from the bottom, he says that three things are causing a dramatic increase in the number of
pts. who get off ventilators and get out of the ICU:
1) Remdesivir. It has reduced hospital stays by 40% and reduced the death rate by 30%.
2) The injection of convalescent plasma.
3) Ways to help breathing.
He says that "the outcome is much better now than if you got sick several months ago" LH‐ At least at USC. Is
Kaiser ready with remdesivir and convalesent plasma?
Suggestion: The government should pay people significantly who have recovered from Covid19 to donate their
convalescent plasma. It would be cheaper than burying the dead. Let's have a federal program to do that!
Side note, and not so BTW: KCBS today reeled off the results of surveys showing that most Americans still favor
shelter in place, essential outings only, social distancing and the use of masks, working from home, essential travel only,
etc. 60%, 70% are for some or all of that. Certain folks at City Hall in Fresno, Ca. talked a week or so ago about how
people are scared, worried, angry, etc, because of the shut‐down. Certain of those folks are Jerry Dyer, Fresno's Mayor‐
elect. Jerry, look at the surveys. I'm not sure who you are hearing from, but the data show that most Americans are NOT
all chomping at the bit to get out there. The Republican business owners here and in most places are eager to open up,
but try to cite public opinion a little more accurately. There are guys wearing their baseball caps backwards, waiving Nazi
flags and packing automatic weapons yelling in front of State houses, but, as you know, that is not the bulk of the
American people.

In Sonona County, Calif., north of SF Bay, the Co. Sheriff has announced that he will not enforce the social
distancing, etc. requirements laid down by the Sonoma County Board of Supervisors. KCBS interviewed him. He said
that some of the dictates are inconsistent and confusing. So the Co. Board, on advice of its Co. medical director, issues
rules and the Co. Sheriff says he won't enforce them.
Last night PBS News Hour had a piece re. working from home. Maybe 20% of employees will continue to do so
after the pandemic. That is a big change! Tonight, the program will explore the impact that will have on the commercial
real estate industry. I'll email links to both programs tomorrow. It says that some studies show that employees are
more productive working from home. I'll just observe that a big increase in working from home would improve the
horrific housing crisis in the Bay Area and the horrific traffic problem there as well.

Dear City Council, I have followed every single directive during the pandemic, not just for my protection but also
because I don’t want to be responsible for making someone else sick. With that in mind, I walk with a friend every
morning. We walk at least 8 feet apart (she’s on the sidewalk, I’m in the bike lane) and WE BOTH WEAR MASKS. We do
our best not to walk near other people, crossing the street, turning corners, and waiting, but there are always surprises.
The people who are suddenly next to us, and others, NEVER HAVE A MASK ON. My friend and I may be safe, with our
masks, but what about everyone else, like the high schoolers jogging together, or the dog walkers chatting together, or
the pool cleaner standing in the middle of the sidewalk? Please, please, MAKE MASKS REQUIRED IN PUBLIC, EVEN

I have lived in and been a homeowner in Palo Alto for more than 50 years, and I have always
appreciated that Palo Alto, as a city, takes the health and well‐being of its residents into consideration as
it permits or restricts commercial activities. I would like to offer my input about the proposal you are
considering for 5G cell towers, as described in the guest opinion article in the Palo Alto Weekly on May
15, 2020.
I strongly urge that your Palo Alto Wireless Ordinance should include the following restrictions:
1. Wireless communication facilities must be set back 100 feet from residential
homes with no exceptions‐‐20 feet may be right on top of someone’s outdoor areas,
vegetable garden or parking structure;
2. Wireless communication facilities must be set back 1500 feet from schools and
daycare centers with no exceptions, protecting children has to be one of the city’s
highest priorities;
3. Wireless communication facilities must be at least at least 1,500 feet from each
other along residential streets; and
4. All wireless communication facilities must be subject to a maximum 45‐decibel
noise level limitation.
These are reasonable restrictions and it is very important for the health and wellbeing of all of Palo
Alto’s residents, especially its children, that wireless communications be permitted only after thoughtful
consideration, taking into account the hazards that such facilities will present, and rules that balance the
interests of the communications industry against the interests of the residents who want to be careful
about health issues.

Hello everyone, and thank you for all the work and thought that you have been putting into the budget
problem. We (at least I) know that it isn't easy to do. You always have people who will love the solution and
just as many who won't. Stay strong, and work together.We'll get through this.
Now to the reason for my note. I don't understand why we aren't doing more to develop the office area east
of 101 on Embarcadero into a a better revenue generating site. As we look at Mtn View, for example, one of
the things they did was develop the area away from their downtown into a thriving commercial area (many
companies were there before Google took it all over), where traffic could be directed away from residential
areas.
It's virtually the same situation around Embarcadero Rd. The buildings are only 2 stories at the highest, but
could support more. The roads could be improved to handle increased loads, and it wouldn't impact
residential areas. I'm sure a developer would love it.
Has anyone pitched this before? At a time when we need more revenue in the city, without turning downtown
PA into an office complex, it may be worthwhile looking into.

I write as a resident and as an economist involved with several public agencies in assessing the duration
of the downturn and reopening plans.
A very selective and experimental opening have triple benefits.
It helps small businesses that might not survive much long--WHICH IS WHY THE NOW PART IS CRITICAL.
We have seen a nation wait too long to address COVID. Let us be a leader in caring and speed.
It helps residents by making it easier to dine out and shop safely.
And it helps the workers who will be rehired.
I envision more safe seating space for restaurants and more space for retailers who can now use a wider
safe sidewalk/street area to serve customers.
As an economist I add
1) the recovery will be slow if we cannot find ways like shared streets to increase reopening capacity.
2) the slower recovery will harm the most vulnerable and lower paid workers the most as they staff the
small businesses we want to help
3) PA will fall behind other cities who see shared streets as a competitive advantage.
I listened to the SPUR San Jose policy board discuss San Jose's plans for shared streets.
They call them BUSINESS RECOVERY ZONES. I like that.
So let's put doubts aside (we can adjust in real time), put the PA process on hold so businesses will not
fail while we ponder

I am writing to urge you ‐ beg you ‐ not to discontinue the shuttles, in particular the C shuttle. At this time of great
uncertainty we do not know what service VTA will be able/willing to provide. It doesn't seem wise to cut the city
shuttles when we don't know if the current alternative to them will hold up.
It was upsetting to read that Mr. Kamhi, like staff at VTA, thinks that the central issue is ridership. The central issue is
providing something vital to people who need it and have no other resource, often the most vulnerable in our
community.
I am not sure if you know the current situation with VTA. The 21 that goes through Palo Alto runs once an hour and
takes a maximum of six riders, not stopping if it already has those six. In hot weather, some, unable to find cooling
centers in closed libraries, may board the air‐conditioned bus. It's frightening to users of public transit to think that they
might be stranded with their groceries for a long time, waiting for a bus that would take them. It's also the case that
many of the trips to grocery stores have to be repeated because there are still problems with supply chains.
I hope that these considerations will persuade you to keep the shuttle service.

I assume this is already under consideration by the council, but I wanted to express my support for instituting parking
fees in Palo Alto business districts to reduce some of the cuts being made to city services dues to covid‐19. The city has
invested many millions of tax‐payer dollars to build and maintain parking without charging anything to offset any of
those costs. Even during normal economic times, free parking is a dubious policy which serves to increase vehicular
traffic in the city. Many nearby municipalities with thriving retail business zones have instituted pay parking without any
reduction in retail activity. Parking payment and enforcement can now be implemented in convenient, low cost,
automated ways using technologies such as license plate readers and phone apps. And pricing can be variable based on
congestion. As a long time Palo Alto resident, I strongly urge the council to consider implementing parking fees for all
city garages and street parking in and near business districts. The council may be interested in viewing a recording of
the webinar which Patrick Siegman of Siegman & Associates gave today as part of the City of Sunnyvale Sustainability
Speaker Series. Mr. Siegman addressed many aspects of pay parking, and why it makes sense for cities and towns.

At this time, one of the favorite solutions for the Churchill Ave. grade separation is the so‐called Partial Underpass. It
was designed by and for Ventura and Southgate residents west of the tracks at Churchill. The proposed solution would
close off left turns at Alma for residents east of Alma, only right turns would be allowed. Also construction would tie up
Alma for several weeks. I suggest that the City Council allow our engineering consultant AECOM to study the grade
separation outlined in the attached file. We need a grade separation solution for residents on both sides of the tracks at
Churchill.

THE PARTIAL UNDERPASS
Would be a big problem for me.
I use Churchill to make left turns on to Alma going South.
The Partial Underpass blocks left turns.
Only right turns allowed when heading west on Churchill.
Right turns onto Alma are easy at any cross street.
Construction would halt traffic on Alma.
A 4TH IDEA
The U-Turn Bay concept works for Charleston and it’s 56 foot
width.
Then it could work for Churchill with changes made.
Churchill is now 36 feet wide and we would need to add 20 feet
in width.
That’s 10 feet on each side.
Property on each side would need to be acquired.
CONCEPT FEATURES FOR CARS
The round-about would be at Emerson.
The underpass for the tracks and Alma would be one lane each
way.
East of Alma there would be one lane each way next to the
underpass to handle cars going west and make either a left or
right turn onto Alma.
Cars going east coming off Alma can continue east or use the
roundabout to go west.
CONCEPT FEATURES FOR BIKES AND
PEDESTRIANS
Bikes and pedestrians would enter a tunnel near the sidewalk on
Churchill.
The bike and pedestrian path would then drop down and go
under the right lane for left and right turns onto Alma.
The path would then open next to but above the traffic going
under Alma and the tracks.

No viaduct next to homes.
People could turn both left and right onto Alma.
People could drive straight through
Churchill and under both Alma and the tracks at anytime of the day.
No more “left-turn only” on school

CONSTRUCTION
Traffic interruption should be minimal for Alma.
Box Jacking is a construction technique that allows minimal traffic
interruption on both roads and rail lines and can be used to build
the underpass for Churchill.
Alma would be shutdown for only one weekend.
Required modifications to the tracks would be completed at
night during off-hours.
Churchill would be closed for 6 months for underpass excavation
and building the permanent underpass.
NEIGHBORHOOD BENEFITS
The Ventura and Southgate neighborhoods or those living on the
west side of the tracks at Churchill see an upside with the Partial
Underpass.
They can turn left or right onto Alma and also enter Churchill with
ease from Alma.
Residents on the east side of Alma have limited movement as
only right turns are allowed.
The needed solution must benefit those living on both sides of the
tracks.
THE DECISION
Suggest that the final decision for the Churchill Ave. grade
separation be delayed while plan details are worked out.

Thank you for all your efforts during these challenging times!
Many of Santa Clara County's restrictions will be lifted starting Friday and I was wondering if the libraries can go back to
operation with curb‐side pick up.
Our children love books and being able exchange books would be very valuable to encourage their reading over the
summer.
As a note, we were considering exchanging books with friends and neighbors, but that is limited (less book options than
the library, obviously) and may be discouraged in terms of social distancing.
It would be great if the county and city would consider changing the regulations for libraries, in addition to
recreation and businesses.

The Palo Alto Police have done a terrific job Monday and Tuesday night patrolling the residential streets trying to keep
everyone safe from criminal activity during this time. There was suspicious activity on Crescent Drive Monday night and
automatic gun fire last night on top of all the fireworks. There are protests in East Palo Alto and University Ave today and
a large group is expected which the police will need to contain and keep everyone safe. I can't imagine the patience and
long hours that their job requires at this time.
As the city council is cutting government jobs during this time I really hope that it will not reduce any money going to the
PAPD which is already understaffed for the size of our community. My heart goes out to all the good and fair law
enforcement officers at this time and my family is very grateful for your service.

I am reaching out to ask that you strongly consider having a community zoom call with the Palo Alto Police Chief. There
is so much unrest in our nation at this time and we all need to focus on what we can do to make a difference with the
goal of peace, justice, and kindness. The violence and anger associated with the murder of George Floyd is clearly
bringing up the underbelly of organizations such as the police department. As you know, it just takes one bad apple to
spoil the entire batch.
I feel the community would benefit from understanding how the Palo Alto Police department is addressing the necessity
of continuous evaluation of the members of the police department to ensure they are not in any way deploying self‐
seeking strategies that negatively impact the lives of others.
I hope that you will use the Friday zoom call conducted by the mayor and city manager to unite the community to fully
support and endorse our Police Department. We must be united and know that accountability exists, even within
affluent Palo Alto.

I am writing to implore you to please consider amending your proposed ordinance related to flavored tobacco that
would shut down an 85 year old business in your community, Mac’s Smoke Shop.
I have spoken with the owners, Neal and Lori, and they both assure me that they have no problem immediately halting
the sale of vapes and vape products, which I believe is the main target of your legislation. Unfortunately the ordinance
would also halt the sale of pipe tobacco and some premium cigars, which Mac’s cannot survive without the ability to
sell.
Unlike vape which has been marketed to youth by large corporations, there is no epidemic of youth usage of pipe
tobacco and premium cigars. However, responsible adults looking to enjoy these products in their free time will be
impacted.
Additionally, on a totally separate point, Mac’s is the second largest sale point for local newspapers, only behind the San
Francisco Airport. Many of their customers don’t purchase tobacco products but stop in daily for their local news.
Unfortunately the day and age of a business being able to survive exclusively on newspaper sales is long past, by closing
Mac’s Smoke Shop you will be making it significantly harder for a large population (specifically an older population) to
obtain their local news. There are many studies showing the negative impacts on a community when it had no ability to
read local news.
Ultimately the legislation you are proposing takes a broad approach to a specific issue. No one is arguing with you when
it comes to vapes, but we’d humbly ask you to consider amending the legislation to either exempt Mac’s Smoke Shop in
the condition they stop selling vape products altogether OR address only vape products and leave other flavored
tobaccos alone.
I live in southern Illinois but even I am aware of Mac’s Smoke Shop and it’s rich history. Seeing the shop has been on my
personal bucket list for a while now. Please allow me to be able to do so and don’t deny this 85 year old business the
ability to survive, especially after having to deal with COVID‐19. Now is when we should be embracing small business,
not tearing them down.

In Principle, I fail to see why such a ban is necessary. As a former pipe smoker I can attest to the fact that flavored

I am writing to you as I have heard that the historic business Mac's is about to be forced out of business.
Mac's is a well known business, not only in Palo Alto but also far away. It's been around for well over 80 years
and is known far away from the city borders of Palo Alto. Many people who are traveling around choose to put
Palo Alto on the route just because of they want to visit this small but very genuine business with kind, service
minded staff that always know what they are talking about. Small but high quality places are always of interest
to visit, and the one we are talking about here is one of the most precious jewels out there. I don't know if you
understand how much this little place means to many people.
Visiting Mac's is one thing on my bucket list. I sincerely hope I won't be forced to take that point out!
Please feel free to ban vaping products ‐ they are directed to a young audience with candy like flavors just
to lure people into a bad habit. Please don't drag pipe tobacco and quality cigars with vapes in the fall. They
are quality products and neither of them is targeting a young audience.
I hope that the City Council of Palo Alto will reconcider the ban on flavored products. It's enough to limit it
to vaping products. I trust you are all clever men and women in the council that can see this.

I would like to express my disappointment in learning about the proposed shutdown on small business like Mac's in your
great city. I live in Memphis, TN and listened to a podcast that featured the owners of this great and favorite
establishment.
I will agree that there is an issue with teens and the vaping in our country and speaking from the aspect of being a youth
councilor, I have seen where teens have abused this toxic product. But as a cigar aficionado I can say without a
shadow of a doubt that the last thing a teen is trying to smoke is a cigar. The vape products that are advertised from
these companies hold no punches into exploiting vulnerable youth with hot words like fruity, sweet and candy like
flavors. But places like Mac's hold a special place since it is an historic institution and is one of the first places I tend to
visit when I come to your city. I implore you to please reconsider shutting down this essential business just because of a
political "roundup". I trust that I am writing to intelligent human beings that know how to decipher facts and fiction
verses getting on the bus without knowing the final destination. I know that as ambassadors of your city you will make

Dear City Council and City Manager,
I read in the Palo Alto Weekly this morning that the City hopes to close portions of California Ave and
University Ave to traffic as soon June 4 to allow for restaurants and other businesses along these streets to use
the sidewalks and perhaps parking lots for business operations.
I note in this article that the City Manager mentions a survey that was done of BUSINESSES that would be
affected and extensive outreach meetings to the business community. I read about possible other actions that
the businesses are concerned about such as trash collection, etc., with the idea that maybe these functions
could be moved to side streets.
What I did not see was ANY outreach to the RESIDENTS who live adjacent to these areas, nor have I read about
any efforts to mitigate the overflow of parking and traffic to residential streets. I find this outrageous.
The residents of Evergreen Park and other neighborhoods are constantly being told that they are one of many
'stakeholders' in the City that are consulted about planned actions that will affect them. Apparently we are no
longer even stakeholders?
I ask you to direct the City Manager to immediately begin outreach to the affected neighborhoods and to
inform them of the efforts that will be made to route traffic and parking away from residential streets. This
must be done BEFORE the street closures begin. In addition, we want to know more about the expected
duration of any planned closures as well as any measures that will be taken to determine whether or not the
"experiment" will be continued. Who will decide and who will be consulted?
As you well know, it is now summer and many Palo Alto residents ‐‐ including me ‐‐ do not have air
conditioning. Summer is a prime time when windows are open at night. I know from experience
with Stanford events what a lot of traffic and parking inflow does to the quality of life in my neighborhood as
well as to the quality of any sleep one can get. Cars park everywhere, people come and go carrying on loud
conversations with their friends or on their cell phones. They come and go for hours. If folks are dining out on
California Ave., they may be coming and going until the wee hours of the night, e.g., Antonio's Nut
House. When people return, they beep their cars multiple times to unlock their doors. They slam their doors
as they leave, after throwing their beer cans and takeout containers on the street or in the front yards of
homes. Then they zoom away to their QUIET neighborhood wondering why Palo Alto residents are so selfish.

Residents deserve to be consulted just as much as business, and their needs should be taken into account as
well as the needs of businesses. I support efforts to help our retail community, but not at the total expense of
residents.
