AUTHORIZING AN EXTRAORDINARY, UNSPECIFIABLE SERVICES
CONTRACT WITH PRINCETON HYDRO - FISH REMOVAL
WHEREAS, the Borough of Carteret, ("Borough"), requires extraordinary, unspecifiable
services with regard to the removal of fish from the Carteret Park Pond; and
WHEREAS, Princeton Hydro, L.L.c., located at Old York Road, Ringoes, N.J., 08551
possesses the requisite skil1 and expertise to provide said services; and
WHEREAS, the Borough has received a proposal from Princeton Hydro, L.L.c., to
provide said services at a cost not to exceed $8,100.00; and
\VHEREAS, the Mayor and Council have reviewed said proposal and the Borough's
Consulting Engineer for the project, T & M Associates has recommended the approval of
the same; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for the same.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Conncil of the Borough
of Carteret as follows:
1. The proposal from Princeton Hydro, L.L.C.,located at Old York
Road, Ringoes, N.J., 08551 to provide extraordinary, unspecifiable
services in connection with the removal of fish from the Carteret
Park Pond at an amount not to exceed $8,100.00 is hereby
approved.
2. This action is approved without competitive bids as an award of an
extraordinary, unspecifiable services contract.
3. A copy of this resolution shall be forwarded to the Borough's
Purchasing department and to the T & M Associates for
distribution to Princeton Hydro, L.L.c.

Dear ML Krzyston:
Princeton Hydro, LLC (Princeton Hydro) is pleased to submit this proposal I to provide fish
removal services for the Borough of Carteret at Carteret Park Pond (the Pond), Carteret,
Middlesex County, New Jersey. The 3.5 acre pond is scheduled for dredging in the spring of
2006. Funding for the dredging project was largely obtained through the Garden State
Preservation Trust.
The pond is recognized as being an important focal point for both the park and the community.
This is exemplified by the 2005 NJDEP and Police Benevolent Association's Children's' Fishing
Derby and the vital role that the pond plays in the day-to-day activities of the park. It is also
reflected in the fact that the pond is touted by both the New Jersey Bass Anglers and the NJDEP
Division of Fish & Wildlife as a bass fishing lake with a good representation of pan fish. The
pond is however also recognized to be in need of restoration. The pond's biggest problem is the
accumulation of sediments that contribute to a shallower than optimal water depth, turbidity and
a history of algae blooms. The proposed dredging of the pond will increase its depth, remove the
sediments responsible for the turbidity problems and improve the overall recreational, aesthetic
and ecological attributes of this waterbody. The preliminary step in the dredging of the lake
involves the removal and transfer of game and pan fish. This proposal, prepared by Princeton
Hydro, provides the technical details for such an effort, along with the cost to implement such a
project. Please note that Princeton Hydro maintains in-house all the equipment needed to
conduct the fish removal effort detailed below. We are also fully insured and will be pleased to
provide copies of our insurance certificates to the Borough should we be awarded this project.
The work plan presented below, is in keeping with previously pennitted and successfully
implemented fish removal efforts conducted by Princeton Hydro. Due to the nature of this type
of work, our work plan and fee is predicated on a number of assumptions that are clearly
identified herein. Our first assumption is that the Borough will create for our use a stable,
temporary boat launch area. As you are aware, the pond has neither a car top boat nor trailered

boat launching facility. We will need a defined area from which to launch our 15' Boston
Whaler. This is a relatively light boat with a very shallow draft. As such, the placement of one
or two loads of rip-rap or trap rock, graded to create a relatively even and firm transition at the
pond's edge is typically sufficient to meet our purposes. Our second assumption, as detailed in
Task I, is that the Borough will make provisions for the transfer of harvested game fish and the
disposal of NJDEP identified invasive, exotic or non-desirable fish. We will also need to be
supplied with a relatively accurate bathymetric map of the pond. The map will enable us to
locate deeper holes or areas in the pond where larger fish are likely to congregate. Finally, all
permit fees are the responsibility of the Borough and are not reflected in our fee.
Task 1 - Permit Acquisition
In order to receive a permit from the NJDEP Division of Fish & Wildlife for the removal of fish
from Carteret Pond we will need to identify a suitable receiving pond, lake or stream to which
any game fish harvested by Princeton Hydro will be transferred. We will therefore need to
confer with, and obtain guidance from, the Borough on this matter in advance of completing the
fish removal permit application. It will also be the responsibility of the Borough, or T&M as the
representative of the Borough, to verify the existence of no easements or obligations which
would prevent our transfer of harvested game fish to the identified receiving waterbody. Once
we have received from the Borough or your office the location of the receiving waterbody, and
noted assurances, Princeton Hydro will apply for the permits (a fish removal permit and a fish-
stocking permit) necessary for the removal of fish from Carteret Pond and the stocking/transfer
of said fish into the target receiving waterbody. In addition, it must be noted if carp are collected
during the fish removal process it is highly likely that NJDEP, owing to the invasive and
disruptive nature of these fish, will prohibit the transfer of the carp to the receiving waterbody.
As such, the Borough must make arrangements well in advance of the fish removal effort to
provide Princeton Hydro personnel with suitable containers or a defined location where the
harvested carp can be disposed.
Task 2 - Fish Removal Services
One week in advance of the scheduled drawdown of the pond Princeton Hydro personnel will
conduct the first round of fish removal activities. This work will be conducted while the pond is
still at near full pool elevation. This will enable us to access the majority of the pond, especially
the near shore areas where many of the young of year fish tend to congregate. Game, pan and
bait fish (with the exception of any carp will be netted and placed into aerated holding
containers. The fish will be transported to the designated receiving water body and released. For
a pond the size of Carteret Pond this initial effort will be conducted over a contiguous three day
time period. Princeton Hydro will provide all the labor, equipment and vehicles needed to
implement this phase of the effort.
Once pond lowering commences, Princeton Hydro personnel will make daily inspections of the
pond. Once the pond is lowered to approximately 1/3 to Y.. of the full pool area we will
commence with the second round of fish remova1 activities. These activities will likely require
the use of seine nets and dip nets. The use of the electro fishing equipment will be dictated by
such factors as accessibility and overall water depth. All collected fish will be placed in aerated

transport containers and transferred to the designated receiving water body for release. Again,
based on our experience with other like sized waterbodies, we expect this second phase of the
fish removal effort to take two days to complete. Princeton Hydro will provide all the labor,
equipment and vehicles needed to implement this phase of the effort.
Task 3 - Reporting
Upon the completion of the fish transfer effort, as per the requirements of the NJDEP pennit,
Princeton hydro will prepare a summary report. The report will review the fish removal effort
and provide an overview of the types, sizes and numbers of fish removed. Two copies of the
report will be prepared, one of which will be forwarded to the Borough and the other to the
NJDEP.
Princeton Hydro's fee to conduct the above detailed scope of work is $8,100.
If this proposal is acceptable, please noti fy me at your earliest convenience so I can draft a
contractual agreement. A signed receipt of one copy of the contractual agreement will serve as
