City staff present were Lindley Kirkpatrick, City Manager; Bill Nichols, City Attorney; Linda Stokes, City Treasurer; Michelle Groenevelt, Community Development Director; John Anderson, Airport Manager; Dennis Coyle, Parks and Recreation Director; Peter Borner, Public Works Director; Carol Coyle, Grant Coordinator and Denise Tangen, Deputy City Clerk WORK SESSION AB 10-253 Energy Audits Final Report Work Session Michelle Groenevelt, Community Development Director, stated that the City of McCall was awarded Energy Efficiency Conservation Block Grant (EECBG) funding through the Office of Energy Resources (OER) and entered into a contract on March 11, 2010. Part of the grant was to perform energy audits on the following five McCall City Buildings: City Hall/Police Station, Annex Building, Public Works, Library, and the Airport/Recreation Offices. True North was selected as the company to perform the energy audits and generate the final report. Joel Chaudoir, True North, covered the following discussion topics with the Council: • Why energy efficiency? McCall City Council Regular Meeting November 18, 2010 Page 1 of 5 " Energy Efficiency and Conservation Block Grant " Audit reporting, format and material " McCall -Donnelly future energy efficiency The Council asked questions throughout the presentation. Ms. Groenevelt stated that a final audit report would come before Council at a future date for adoption. Mayor Bailey led the audience in the Pledge of Allegiance at 6:11 p.m. Mayor Bailey made a motion to approve amended agenda, to add an Executive Session for Litigation. Council Member Scott seconded the motion. In a voice vote all members voted aye and the motion passed. PUBLIC HEARING AB 10-250 - Title 3 Code Amendment - Accessory Dwelling Units Setbacks - Proposed Ordinance Michelle Groenevelt, Community Development Director reviewed the Code Amendment and stated there would be a special work session on December 1, 2010. Council Member Aymon commented on McCall City Code 3.8.11 accessory use building and structures, she asked if this was new or added to existing codes. Mayor Bailey explained that when the City revised the zoning code it was added so people with property large enough or suitable could add another dwelling. Discussion on property setbacks ensued, the main idea was to not lose the view of the lake. Mayor Bailey continued the public hearing for the Title 3 Code Amendment - Accessory Dwelling Units Setbacks at 6:12 p.m. Hearing no further comments, Mayor Bailey closed the Public Hearing for the Title 3 Code Amendment - Accessory Dwelling Units Setbacks. Bill Nichols advised Mayor Bailey to deny the Code Amendment since something new is going to come forward anyway, it will require a new publication. Mayor Bailey is not convinced that something new will be better and would like to table the code amendment to the future. Mayor Bailey moved to table the code amendment to a future date and request McCall Planning and Zoning to return with an alternate recommendation. Council Member Aymon seconded the motion. In a roll call vote Mayor Bailey, Council Member Aymon, Council Member Delaney, Council Member Scott, Council Member Witte all members voted aye and the motion carried. McCall City Council Regular Meeting Page 2 of 5 November 18, 2010 AB 10-252 CA-10-08 Business Park Code Amendment - Proposed Ordinance Michelle Groenevelt, Community Development Director, walked through the proposed code amendment with the Council. Mayor Bailey opened the public hearing for CA-10-08 Business Park Code Amendment at 6:20 p.m. Michelle Groenevelt, Community Development Director, walked through the ordinance with the Council. Discussion on all areas of the amendment with particular emphasis on the landscaping plan and noise limits in the Business Park District. Mayor Bailey stated that he would provide a sample noise ordinance for further discussion at the meeting on January 27, 2011. Staff was directed to make the recommended revisions and bring back the proposed ordinance on January 27, 2011. Hearing no comments from the Public Hearing for CA-10-08 Business Park Code Amendment, Mayor Bailey continued the Public Hearing to January 27, 2011. AB 10-251 New County Surveyor Fee, Resolution 10-24 Michelle Groenevelt, Community Development Director reviewed Resolution 10-24 and there was some discussion. Mayor Bailey opened the public hearing for New County Surveyor Fees at 7:05 p.m. Lindley Kirkpatrick, City Manager, brought to the Council's attention that procedurally the $70.00 fee added to the resolution had not been noticed. He stated that the Council could adopt the resolution with the $500.00 fee and add the $70.00 fee later or come back later with both. Mr. Kirkpatrick suggested the Council not act on the resolution tonight and re -notice with both fees, have another public hearing, and have the resolution to adopt at that time. Bill Nichols recommended continuing the resolution to the second meeting in December to give adequate time to research. Mayor Bailey moved to continue the public hearing for Resolution 10-24 to December 16, Council Member Delaney seconded. In a voice vote all members voted aye and the motion passed. PUBLIC COMMENT Mayor Bailey called for public comment at 7:15 p.m. Rhonda Sandmeyer spoke on holding cycling events and bringing cycling to McCall. The cycling company would ask for only police support. They would like to know if McCall would be interested in future events being held in McCall. McCall City Council Regular Meeting November 18, 2010 Page 3 of 5 Mayor Bailey stated that the Council was highly in favor of supporting cycling events. Hearing no further comments, Mayor Bailey closed the public comment period. BUSINESS AGENDA AB 10-256 Streets Capital Improvement Plan Peter Borner, Public Works Director, reviewed the current Streets Capital Improvement Plan. He stated that it was a working document and would flex based on need. Mayor Bailey moved to approve the Street Department 2011-2014 Capital Improvement Plan. Council Member Aymon seconded the motion. In a roll call vote Mayor Bailey, Council Member Aymon, Council Member Delaney, Council Member Scott, and Council Member Witte all voted aye and the motion passed. AB 10-257 Airport Advisory Committee Appointment John Anderson, Airport Manager, stated that the Airport Advisory Committee recommended City Council consider both Mr. Poston and Mr. Woodworth. Council Member Delaney would like to know more about applicants in the future to get to know them before they choose a candidate for a committee position. Mayor Bailey moved to appoint Mr. Poston to the Airport Advisory Committee. Council Member Scott seconded the motion. In a voice vote, all members voted aye and the motion carried. AB 10-258 ID Airport Aid Program (FAA8MYL) and Resolutionl0-23 John Anderson, Airport Manager, reviewed the Airport Aid Program. There was a brief discussion for clarification. Council Member Witte moved to read and adopt Resolution 10-23 to approve the FAA8MYL Grant Agreement, and authorize the Mayor to sign all necessary documents. Council Member Scott seconded the motion. In a roll call vote Council Member Aymon, Mayor Bailey, and Council Member Delaney all voted aye and the motion passed. Council Member Witte read Resolution 10-23 in its entirety.
