HomeMy Public PortalAbout2011.06.17 Special Council MinutesMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) June 17, 2011 Agenda Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Bailey called the special meeting of the McCall City Council to order at 10:10 a.m. Council Member Aymon, Mayor Bailey, Council Member Swanson, and Council Member Witte answered roll call. Council Member Scott was absent. City staff present were Lindley Kirkpatrick, City Manager; Linda Stokes, City Treasurer; Jerry Summers, Police Chief; Anne Kantola, Library Director; David Simmonds, Information Systems Manager; Peter Borner, Public Works Director; Eric McCormick, Golf Course Superintendent; Dennis Coyle, Parks and Recreation Director; John Anderson, Airport Manager; Michelle Groenevelt, Community Development Director; BessieJo Wagner, City Clerk; and Cindy Blackman, Human Resources Manager BUDGET WORK SESSION FY12 & FY13 Budget Development Work Session Jay Mentzer, with McCall Transit, reviewed the McCall Transit budget and FY12 request for funding. Council Member Scott joined the meeting at 11:25 Steve Gleason, LOT Commission Chair, addressed the Council and presented the LOT Commission's recommendations for FY12. Council reviewed the following departments' budget for FY12 with each Department Head: Mayor and Council Parks Information Systems Recreation City Manager Library Finance Airport Administrative Costs Golf Course City Clerk Streets Community Development Water Police Sewer McCall City Council Special Meeting Page I of 2 June 17, 2011 Council discussed the potential merger of the Parks Department and the Recreation Fund and the pros and cons of such action. Council reviewed a draft Capital Improvement Plan which included a discussion a future bond or local option tax for facilities, including streets & pathways, equipment replacement, golf maintenance building, and City Hall/Library/Police Department campus plan. Council discussed the possible impact of a 3% property tax increase. Barb Hutchinson, with MCPAWS, discussed the services provided by MCPAWS and their budget request for FY12. Lindley Kirkpatrick, City Manager, wrapped up the meeting with a review of the following next steps to the budget development process: • Public Open House, conducted by staff, on July 20, 6:00 pm • City Council Work Session on July 22 (and July 25 if necessary) and Tentative Budget adoption, 10:00 am — 5:00 pm • FY12 Budget Public Hearing on August 11, 6:00 pm • FY12 Budget Adoption on August 25, 6:00 pm ADJOURNMENT Without further business, Mayor Bailey adjourned the meeting at 4:10 p.m. Spi cC Cl ''. sV =E\ 3* O E / * , D nald C.
