HomeMy Public PortalAboutJanuary 6 2010 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting .•� Wednesday,January 6,2010 Present: President Russ Evans, Vice President Dr. John Hennette, Secretary Kara Thomas, Tim Trigg, Putnam County Library Ex-Officio Member Wes Wilson, Greencastle Community Schools Ex-Officio Member Kelly Lewis Absent: None Also Present: Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:00 p.m. by Board President R.Evans and held in the City Council meeting room of Greencastle City Hall. Public Input The monthly meeting was started with a public input session soliciting ideas, concerns and comment for updating the Greencastle Parks & Recreation Department's 5-Year Master Plan. No additional comments were received Minutes _Director R.Weinschenk presented minutes from the regular meeting held on Wednesday, December 6, 2009. On a motion from T.Trigg, second by J.Hennette, the minutes were approved. All Ayes. Finances/Claims — Director R.Weinschenk presented a list of claims against the department for the board's approval. A motion was made by K.Thomas, second by J.Hennette, which passed 3 in favor, 0 against and 1 abstention (T.Trigg abstained due to a claim for t-shirts printed by his business Obsidian Screen Graphics). Bret Hurley Contract - Director R.Weinschenk presented materials from the Engineering Department for improvements to the Jaycee Park dam. The low bidder received was from Bret Hurley Construction to complete the improvements, which involves lowering the level of the pond, inserting a new pipe inside the old one, slip lining it with concrete, and then installing a new overflow riser. J.Hennette made a motion to allow President R.Evans to sign the required documents and Director R.Weinschenk to order the needed materials for the project. A second was received from T.Trigg,with the motion passing unanimously. Old Business 1. Holiday Lights — R.Weinschenk informed the board that we raised approximately $420 during the Light the Park fundraiser. 2. DePauw University's Bike Race at BWSP - Director R.Weinschenk stated that he was still awaiting an official note expressing interest in using Big Walnut Sports Park by the DePauw University Bike Club. Although Sunday, March 27, 2010 has been reserved for the event, R.Weinschenk hopes to have more information for the next meeting. 3. DNR / ALCOA Grant Project — The closeout paperwork has been started for the project, which will be submitted by the deadline of January 15th, 2010. We are expecting$15,416.80 in reimbursement from the State of Indiana. 01-06-2010 Minutes-page two 4. LWCF Grant — The closeout paperwork for the Land & Water Conservation Grant was submitted by the end of December deadline. We should expect $4,038.53 in reimbursements from the State of Indiana. New Business—None Director's Report Director R.Weinschenk gave a quick synopsis of his monthly Director's report which included highlighting ... 1. People Pathways RFP's - "Request for Proposals" for the professional inspection of the construction phase of the Albin Pond Trail project were evaluated by a committee of five, which include City Engineer Garth Hughes, Mayor Sue Murray, City Attorney Laurie Hardwick, Park Board President Russ Evans, and Director Rod Weinschenk. The recommendations were passed to INDOT. 2. Greencastle Youth Basketball—An update was given in regards to the department's Youth Basketball Program. Practices began the week following Thanksgiving and games progressed to the Christmas holiday break and have resumed now that school is back in session. Games will begin Saturday,January 16t. Board Retreat At this point, the board began their annual retreat sessions reviewing the accomplishments of 2009 as presented by Director R.Weinschenk. The board elected to -. discuss 1-5 year goals at the work session scheduled for Wednesday evening, January 20t. City Council/Board Retreat Director R.Weinschenk stated that the Parks & Recreation Department has been scheduled for Tuesday afternoon, January 26th. Anyone who wants to attend is welcome.
