HomeMy Public PortalAbout2011.07.22 Special Council MinutesMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) July 22, 2011 Agenda Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Bailey called the special meeting of the McCall City Council to order at 10:05 p.m. Council Member Aymon, Mayor Bailey, Council Member Scott, and Council Member Witte answered roll call. Council Member Swanson was absent. City staff present were Lindley Kirkpatrick, City Manager; Eric McCormick, Golf Course Superintendent; Dennis Coyle, Parks and Recreation Director; Linda Stokes, City Treasurer; John Anderson, Airport Manager; Jerry Summers, Police Chief; Michelle Groenevelt, Community Development Director; BessieJo Wagner, City Clerk; and Cindy Blackman, Human Resources Manager BUDGET WORK SESSION FY12 Budget Work Session Lindley Kirkpatrick, City Manager, opened the meeting by stating that the purpose of the work session was to review and adopt the FY12 Tentative Budget. He also stated that the final budget could be smaller than the adopted Tentative Budget, but could not be larger. The Mayor called for public comments on the proposed Tentative Budget. Hearing none Mayor Bailey closed the public comment. The Council discussed the following assumptions for the FY12 Budget. • New Building Permits equal to FY11 estimates (15 EDUs) • Base Property Tax allocations across funds based on FY11 allocations • Personnel Costs ♦ No market adjustment to wages ♦ Up to 3% merit -based increase in wages ♦ MedicalNision/Dental increases for dependents passed on to employees McCall City Council Special Meeting Page 1 of 3 July 22, 2011 " 3% property tax increase and foregone amount dedicated entirely to capital projects Council had a brief discussion regarding the FY12 Revenue Forecasts. Council reviewed the following departments' General Fund Mayor and Council Information Systems City Manager Administrative Costs Finance City Clerk Community Development Police budget for FY12 with each Department Head. Grants Airport Fund Library Fund Golf Fund Recreation Fund Streets/Public Works Fund Water Fund Sewer Fund Council Member Swanson joined the meeting at 12:40 p.m. Council discussed the proposed Capital Improvement Plan. After a detailed review of the Local Option Tax Commission recommendations for FY12 the Council developed an amended list of projects to be funded. Council Member Witte moved to adopt the amended list of FY12 LOT projects to be funded. Council Aymon seconded the Motion. In a voice vote all members voted aye and the motion carried. The Mayor called for public comments on the proposed Tentative Budget. Hearing none Mayor Bailey closed the public comment. The Council continued their discussion of whether to consider the 3% Property Tax Increase and The Foregone Property Tax Increase for the FY12 budget. Mayor Bailey moved to adopt the FY12 Tentative Budget in the amount of $15,189,213. Council Member Witte seconded the motion. In a roll call vote, Mayor Bailey, Council Member Witte, Council Member Aymon, Council Member Scott and Council Member Swanson all voted aye and the motion passed. The Council agreed to use the already -scheduled July 29 work session to further discuss the Capital Improvement Plan and potential property tax increases, and to review fees charged by all departments. Mr. Kirkpatrick outlined the following as the next steps in the budget development for FY12: " City Council Work Session on July 29, " FY12 Budget Public Hearing on August 11, 6:00 pm " FY12 Budget Adoption on August 25, 6:00 pm (tentative time) McCall City Council Special Meeting Page 2 of 3 July 22, 2011 ADJOURNMENT Without further business, Mayor Bailey adjourned the meeting at 4:15 p.m. 1 Donal .
