HomeMy Public PortalAboutMarch 3 2010 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, March 3, 2010 Present: President Russ Evans, Secretary Kara Thomas, Tim Trigg, Putnam County Library Ex-Officio Member Wes Wilson, and City Council Liaison Phyllis Rokicki Absent: Vice President Dr. John Hennette and Greencastle Community Schools Ex-Officio Member Kelly Lewis Also Present: Nathan Lewis — Greencastle Youth Baseball, Catherine Ensley — Greencastle Civic League, Mayor Sue Murray, Bob Burton — Greencastle Golden Knights, Athena Cooper - Cystic Fibrosis, Jared Jernigan - Banner Graphic, Assistant Director Troy Scott and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by Board President R.Evans and held in the City Council meeting room of Greencastle City Hall. Public Input-None Contest Awards Snow Sculpture Contest — Assistant Director T.Scott announced and presented the first place award to Taylor Neumann and Christy Schrader for their snow creation of Payton Manning#18. Brickmania Contest—Following the judging, which took place earlier, President R.Evans announced the winners in each category, each of whom were awarded a Lego trophy. All Ayes. Claims Director R.Weinschenk presented a list of claims against the department for the board's approval. A question was presented in regards to Butler's L.P. & Fertilizer for$2,688.00 for L.P. tank rental. Director R.Weinschenk stated it was a "cut & paste" error and that he would send a clarification to the board members. On a motion from the T.Trigg, second by K.Thomas, the board approved the claims with a clarification of the Butler's bill. The motion passed,"All Ayes". (Note: Later in the meeting Director R.Weinschenk clarified that the bill from Butler's L.P. &Fertilizer was for softball diamond care products totaling $2,688.00, which will be taken from the "Park Non-Reverting Softball"budget.) Special Park Request 1. Parkfest—Catherine Ensley,with the Greencastle Civic League,was present to discuss this year's Parkfest schedule. This year's proposed schedule will begin on Tuesday,June 15 and run through Tuesday evening,August 24 ,with the exception of the week of the 4-H Fair and July 4t. On a motion from T.Trigg, second by K.Thomas,the request was granted. All 010 Ayes. 2. Arbor Day Trees-Catherine Ensley,with the Greencastle Civic League,requested permission to purchase two trees for Big Walnut Sports Park to be planted on Arbor Day. The offer was graciously accepted and will be lined up through the parks&recreation department. 3. Farmer's Market-Catherine Ensley with the Greencastle Civic League also presented a request to hold an extra session of the downtown Farmer's Market during the evenings of the Parkfest schedule. Set up would be at approximately 5:00 to 8:00 p.m. On a motion from K.Thomas, second by T.Trigg,the request was granted. All Ayes. 4. Greencastle Golden Knights—Bob Burton with the Greencastle Golden Knights was present to request use of the city's portion of Big Walnut Sports Park for an adult football team practices and games. After some discussion,permission was granted to the organization on a motion from T.Trigg, second by K.Thomas. All Ayes. 5. Egg Stock—Athena Cooper,representing Cystic Fibrosis,attended to request the use of Robe-Ann Park for an evening Easter egg hunt for adults with proceeds going to Cystic Fibrosis research. She reported that last year the event raised$1,200 for the organization. On a motion from K.Thomas, second by T.Trigg, permission was granted. All Ayes. Big Walnut Sports Park Maintenance Contract Director R.Weinschenk presented copies of the Big Walnut Sports Park Maintenance Contract that was presented and signed the by BWSP Board of Director at their meeting on Sunday evening,February 28t. The contract will include maintenance through December 31, 2012. On 011) a motion from T.Trigg, second by K.Thomas,the contract was approved. All Ayes. ly 3-3-2010 Minutes—page three Old Business 1. Phase III: Albin Pond & SRTS Trail Projects — Director R.Weinschenk gave a very enthusiastic review of current happenings with these two projects. a. Construction Inspection — Following INDOT guidelines we are in the process of negotiating a contract with DLZ to complete the needed inspections of the Albin Pond and SafeRoutes to School trail projects. We hope to have the contract signed soon, so we can begin construction. 2. DNR/ALCOA Grant Project—We have received notification that our close-out paperwork for this project has been accepted and reimbursement for 50%of the project costs or$4,038.53 should be received soon. 3. Land & Water Conservation Fund Grant — The final payment of$15,416.81 was received on or around Thursday, February 4th which closes out the 2005 Big Walnut Sports Park project. New Business 1. 2010 Program Fees/Program Brochure a. Recreation program fees - At this time, Director R.Weinschenk and Assistant Director T.Scott covered the annual fees charged for the department's programming as they reviewed the layout for a proposed annual brochure. As they reviewed it, questions and comments were raised in regards to ... i. Gardening Club — it was suggested that we could change color of t- shirts as the season progresses. ii. Boot Camp Program — Since all details for the program haven't been ironed out yet, the fees were not set. iii. Youth Basketball Program — All details for the program weren't available, so the fees were not set. iv. Murder Mystery Program—All details for the program haven't been set yet, so the fees were not set. v. Women's Self Defense Classes - All details for the program weren't available, so the fees were not set. On a motion from K.Thomas, second by T.Trigg, the fees were set for all proposed programs with the exception of those noted, the Greencastle Aquatics Center fees and the 2011 park shelter usage fees. The motion passed, "All Ayes". b. Greencastle Aquatics Center Fees — The park board reviewed the proposed fees structure the aquatics center. Comments were received in regards to ... i. Pool Rental Fees - Following discussion the park board approved the following fees for rentals: 1 —75 people $150.00 76-150 people $220.00 151 + $300.00 ii. Learn-To-Swim Lessons — in review of the program and fees, the park board set the fees at ... iii. LTS Program $35.00 per person i a • • A. 3-3-2010 Minutes—page four iv. Water Babies (pre-school) $35.00 per person v. Semi-Private Lessons (2 or 3 at a time) $60.00 per person vi. Private Swimming Lessons ( 1-on-1) $80.00 per person On a motion from T.Trigg, second by K.Thomas, the fees were set for all proposed aquatics programs as discussed. All Ayes. Swim Safely Program Instructor The board discussed a request that was introduced during the program fees discussion. Assistant Director T.Scott informed the board that the instructor who will be teaching the "Swim Safely" Class is a certified American Red Cross instructor and has requested a season pass to the pool in payment. With a family of four the pass would be $140.00, which was close to the wage he would receive if hired as a LTS instructor. The board agreed as long as the instructor agrees to teach two sets of SS programs. The request was approved on a motion by K.Thomas, secondy by T.Trigg. All Ayes. Youth Summitt Update Mayor Sue Murray made an inquiry to the board in response to questions that she received during a youth summit meeting held recently. Her inquiry was whether the park board would be open to adding a youth member who would help our area youth be engaged in organizing activities for citizens, ages 16-22 years. Questions surfaced as to the Board of Park Commissioners rules as set by the State of Indiana. The board stated that they would be open to allowing a young person to sit in the audience at the meetings and to serve as a liaison to an established youth board.
