HomeMy Public PortalAboutMay 5 2010 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, May 5, 2010 Present: Vice President Dr. John Hennette, Secretary Kara Thomas, Tim Trigg, Putnam County Library Ex-Officio Member Wes Wilson, Greencastle Community Schools Ex-Officio Member Kelly Lewis, and City Council Liaison Phyllis Rokicki Absent: President Russ Evans Also Present: Francis Cancilla— Cancer Run/Walk, Jan Firebaugh— Friends of the Park Association of Putnam County, Assistant Director Troy Scott, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:39 p.m. by Vice President J.Hennette and held in the City Council meeting room of Greencastle City Hall. Public Input-None Minutes On a motion, from T.Trigg, second by K.Thomas, the minutes from the April 7, 2010 meeting were approved as presented. All Ayes. Claims On a motion from K.Thomas, second by T.Trigg, the claims were approved as presented. All Ayes. Special Park Request Walk/Ride For Cancer—F.Cancilla was present to request permission to hold a gathering in Robe-Ann Park and to play music as part of a fundraiser to raise money for Cancer victims. Following a brief description of the activities, the board approved the request on a motion from T.Trigg, second by K.Thomas. All Ayes. Land & Water Conservation Grant Director R.Weinschenk led a discussion with the park board as to future development of Big Walnut Sports Park. This discussion was in preparation for a Land& Water Conservation Fund Grant proposal, which will need to be completed by June 1st, 2010. The board felt that a new lit softball field, paved parking lot, and ADA accessible pathways was the way to go. If possible, include field and dugout improvements to the existing three softball fields, as well. Personnel Seasonal Maintenance - Director R.Weinschenk presented and requested that the board n approved the hire of a list of seasonal maintenance and aquatics personnel for the summer. Following a review, the request was granted on a motion from T.Trigg, second by K.Thomas. All Ayes. Old Business 1. Phase III: Albin Pond & SRTS Trail Projects — Director R.Weinschenk gave a •✓' very enthusiastic review of current happenings, clearing of trees with survey markers have been completed and construction of the trails should begin at any time. 2. Friends of the Park a. Butter Braid Fundraiser — J.Firebaugh was present and informed the board that the FOTP conducting a fundraiser selling 100 Butter Braid pastries, which cleared$400.00. Lynn Wilson was project chair. b. Mulch Fundraiser — FOTP is conducting a fundraiser, which includes the selling of landscaping mulch at $25.00 per yard. The mulch was dumped at the aquatics center parking lot. To date $300 has been raised, with 3 customers waiting to purchase. c. National Parks & Recreation Month — The month of July has been designated "National Parks & Recreation Month" by the National Recreation and Parks Association. In recognition of the fact, FOTP will be ... 1. Popsicles — Will be handing out popsicles at the Greencastle Aquatics Center on a day designated.by their president 2. Pancakes for Parks & Pathways — will be held following the annual Mike Rokicki Memorial 5K Road Run/Walk. Pancake flippers are needed. 3. Teen Music Series — On July 15th, the FOTP would like to hold a Teen Music Series night at Robe-Ann Park, to offer the younger music enthusiast a stage to perform. Local high school bands made up of teens are the targeted audience, with 1/2 hour sets scheduled from 7:00-10:00 p.m. Suggestion for program title is "Robe-Ann Rocks!" T.Trigg showed his support with the following comment that he wasn't worried about the event, because anything J.Firebaugh works with has been welled organized. New Business 1. Additional for drainage and paving repairs at Robe-Ann Park — Director R.Weinschenk informed the board that repairs are needed at Robe-Ann Park to fix a drainage tile which drains the softball field at Robe-Ann Park. The tile appears to be broken and leaks when we receive heavy rains. The water is bubbling up under the pavement located just north of shelter #2. The asphalt is broken and the ground is sinking, which has caused greater puddling. At the same time, since we will need to tear up the roads in this vicinity, R.Weinschenk would like to have the contractor pave the north side of the drive and paint parking stalls to define parking spaces for the users of shelter #2 and the skatepark. The drainage and pavement repairs will total an estimated$31, 600.00. Because there is only$10,000 in the parks operational maintenance budget, the park board will need to request an additional of$21,600.00 from the City Clerk / Treasurer and Greencastle City Council. On a motion from T.Trigg, second by K.Thomas the board directed R.Weinschenk to draft the request for additional funding for the drainage and pavement repairs, and authorized board president R.Evans to sign the request. All Ayes. 2. Earth Day/Arbor Day Celebration—T.Trigg made the suggestion to hold an annual celebration in regards to a combined Earth Day/Arbor Day Celebration and to make it a community-wide festival atmosphere. The event could include selling vendor space /-"'N to local artists, soil & water conservation agencies, makers of"green" furniture and other products. He suggested contacting Jim Lugar. Director's Report RWeinschenk informed the board that 5,100 of 6,000 copies of the departmental program brochure have been distributed through the four area schools, 8th grade on down at the North Putnam, South Putnam, Cloverdale and Greencastle schools. A discussion of other upcoming recreation programs was held. Adjournment On a motion from T.Trigg, second by K.Thomas, the park board meeting was adjourned at 9:00 p.m. All Ayes.
