Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by President R.Evans and held in the City Council meeting room of Greencastle City
Hall.
Public Input
1. National Night Out! — L.Merkel & P.Harmless representing the National Night Out!
program set for Tuesday evening, August 3 (Raindate: Thursday evening, August 5)
6:00-9:00 p.m. gave a presentation and made the request that the event be "Tobacco
Free". They anticipate 1,500 people this year with over 40 agencies participating.
Basic packets of school supplies will be handed out to elementary and middle school-
aged students. This event will be held in Robe-Ann Park.
2. Family Movie Night— L.Merkel presented the board with the request to hold the 2nd
Annual Family Movie Night on Saturday evening, September 18, which will be held
on the softball field at Robe-Ann Park. She requested that this be a "Tobacco Free"
event, as well.
On a motion made by T.Trigg, second by J.Hennette, the board will honor the request to
make these two youth-oriented programs"Tobacco/Smoke Free". All Ayes.
Minutes
On a motion from K.Thomas, second by J.Hennette, the minutes from the June 2, 2010
meeting were approved as presented. All Ayes.
Claims
On a motion from T.Trigg, second by K.Thomas, the monthly claims were approved as
presented. All Ayes.
Special Park Request
1. Spinal Muscular Atrophy—Paul Hoskins, stood in for Melissa Ames representing the
Spinal Muscular Atrophy group, presented a letter of request to hold the SMA Benefit
2010 5K Run/Walk at Big Walnut Sports Park on August 21, 2010. This benefit will be
held to help the family of Zion Ellis Hoskins, a 20-month old child how has been

diagnosed with Spinal Muscular Atrophy, a disease within the spectrum of Muscular
Dystrophy. 100% of the proceeds will be used to help pay Zion's medical bills, new
equipment, and on-going treatments.
On a motion, from J.Hennette, second by K.Thomas, the group approved the use of
BWSP and the central shelter, with the proper reservation, for the SMA 5K Fundraiser.
Director R.Weinschenk added that with the presentation of a 501c3 certificate,the group
could gain use of the shelter at a discounted rate.
2. KIDS Pool Request— Sharla Arnold with the Kids Ideal Discovery Summer(KIDS)
Program made the request for a special morning 1.5-hour pool rental for Tuesday, July
27th at a discounted rate of$100 instead of$150.00. After discussion and on a motion
from J.Hennette, second by K.Thomas, the board approved the request. All Ayes.
3. "A Year's Worth of Fun at Greencastle Parks & Recreation!" Purse- Shelly
Tahtinen with the Putnam County Purdue Extension Homemaker's Club made the
request for some GPRD gift certificates to create a"picnic basket" entry for the
4-H Fair Purse Auction. Her idea was to include a year's worth of GPRD
activities, one per month. Assistant Director T.Scott stated that the activities
chosen add up the cost of family season pass to the pool. On a motion from
J.Hennette, second by K.Thomas,the board approved this unique idea. All Ayes.
4. Festival of Life& Church Service—Roger Trippett from Calvary Fellowship
Church made the request to hold their annual Festival of Life in Robe-Ann Park
on Saturday and Sunday, July 24th&25th using the Bob Flannigan Band Shell and
Shelter#1 in Robe-Ann Park. On a motion from T.Trigg, second by K.Thomas
the board approved the request. All Ayes.
5. Rock Robe-Ann! - J.Firebaugh from the Friends of the Park Association of
Putnam County was in attendance and made the request to use the Bob Flannigan
Bandshell and Shelter#1 for a"Teens Only Summer Concert". Two bands have
been scheduled and include: Asteria and TGL. This concert will he held on
Thursday, July 15, from 7:00-9:00 p.m. On a motion from T.Trigg, second by
J.Hennette,the request was approved. All Ayes.
Old Business
I. Friends of the Park
a. Phase Ill: Albin Pond & SRTS Trail Projects — Director R.Weinschenk
gave a short review of the progress on the Albin Pond and Safe Routes to
School Project.
Pancakes for Parks & Pathways—J.Firebaugh was present and gave a quick
summary of the "Pancakes for Parks & Pathways" Fundraiser held this past
Saturday, July 3, alongside the annual Mike Rokicl i Mern o;•ial 5K event.
The event was well attended and will be included in next year's July 4th event.
The board congratulated her and thanked her on another well organized event!

C. Popsicles for "National Parks & Recreation Month" — J.Firebaugh
reminded the board that as a promotion to celebrate the National Recreation
and Parks Association's "July is Parks & Recreation Month" and to inform
everyone of the importance of the service that the Greencastle Parks &
Recreation Department provides, the Friends of the Park Association of
Putnam County will be passing on coupons for free popsicles to those people
attending the Greencastle Aquatics Center on Friday, July 16t. Again, the
park board thanked her and FOTP for all they do to help the Greencastle Parks
& Recreation Department.
d. Robe-Ann Park Drainage and Paving Repairs — Director R.Weinschenk
informed the board that the request for additional funding of $21,600.00 to
hire a contractor to complete drainage and roadway repairs in Robe-Aim Park
was not able to be put on the agenda for the May or June 2010 City Council
meeting. He was informed by City Clerk/Treasurer Teresa Glenn that the
May 2010 meeting was due to advertisement deadlines, but the June meeting
was due to her error. The request will be placed on the July 2010 City
Council meeting agenda.
New Business
1. BWSP Tornado Siren — R.Evans made an inquiry as to whether the tornado siren
located at BWSP was working. R.Weinschenk stated he had not been at BWSP
around 10:00 a.m. on Friday mornings to hear it, but would make it point to have
personnel in place to see if goes off.
Director's Report
1. Director - Director R.Weinschenk gave a short synopsis of the happenings in the
parks department over the past month and events that will be happening in the next.
He highlighted many of the activities held during the FOTP: Celebrate "4"
Committee's annual Independence Day Celebration in Robe-Ann Park.
2. Assistant Director — Assistant Director T.Scott gave a short recreation program
report highlighting some the programs held during the past month and those in the
upcoming month. He touched on the SPARK program, which will be concluding in
the next upcoming weeks. The program drew 211 registrants with an average of 145
per day. He also discussed the first annual "Police Bootcamp", which drew 13 young
persons attended.
3. All-Star Softball Games — R.Weinschenk made the request for some input in regards
to the upcoming Men's and Women's Slow-Pitch Softball League All-Star Games
scheduled for Sunday, August 8, 2010. The park board would like a ballot completed
that would include top three votes, shirt sizes and favorite umpire.
Next Meeting
The next meeting of the Greencastle Board of Park Commissioners will be held on
Wednesday evening, August 4, 2010 at 7:30 p.m. in Greencastle City Hall.
