Minutes of the Regular Meeting
Monday, August 9, 2010
Present: President Russ Evans, Secretary Kara Thomas, Tim Trigg, and
Greencastle Community School Corporation Liaison Kelly Lewis
Also Present: Jan Firebaugh — Friends of the Park Association of Putnam County,
Assistant Director Troy Scott, and Parks & Recreation Director Rod
Weinschenk

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by President R.Evans and held in the City Council meeting room of Greencastle City
Iall.
Public Input-None
Minutes
On a motion from T.Trigg, second by K.Thomas, the minutes from the July 7, 2010
meeting were approved as presented. All Ayes.
Claims
Inquiries included ...
1. Tree Removal - R.Evans made an inquiry in regards to the trees removed from
Robe-Ann Park. R.Weinschenk stated that six trees were removed from Robe-
Ann Park that either didn't leaf out this past spring, were struck by lightning and
presented a safety hazard, or trees that had the dead trimmed out of them.
2. Funbrdllas — T.Trigg made an inquiry as to the "umbrella" that was a
replacement to the "Funbrella" shade structures located inside the Greencastle
Aquatics Center.
Following the inquiries, the minutes were approved on a motion from T.Trigg, second by
K.Thomas. All Ayes.
Special Park Request
1. Back Road Bike Tour—Director R.Weinschenk informed the board that People Pathways
has requested use of a park shelter for the registration process for the Back Road Bike Tour.
The event has been scheduled for Saturday, September 11, 2010 and will raise funds to be
used toward the care of the pathways. On a motion from K.Thomas, second by T.Trigg, the
board approved use of shelter#2 and waived the shelter rental fees. All Ayes.
2. Partners Autism Group—Made the request to hold their upcoming meeting at the
Greencastle Aquatics Center and requested a$1.00 admission fee. Director R.Weinschenk
stated that this request is similar to other special requests authorized by the board. On a
motion from K.Thomas, second by T.Trigg,the board approved use of Greencastle Aquatics
Center along with the special entrance fee. All Ayes.

3. All Star Softball League Tournament-Director R.Weinschenk reminded the board that the
All-Star Softball League I Putnam County Emergency Food Pantry Fundraiser was scheduled
for Sunday, August 8th, at the softball field in Robe-Ann Park. League all-star games will be
held for the women's and men's softball leagues. An entrance fee of a non-perishable or
financial donation to the Putnam County Emergency Food Pantry will be charged to players
and spectators a like.
End-of-Season Hours—Director R.Weinschenk presented a list of"End-of-Season"hours for
the Greencastle Aquatics Center. Due to the lack of management staff and qualified lifeguards,
the last day for the aquatics season will be Sunday, August 20, with Soggy Doggy Day scheduled
for Tuesday, August 22 (schedule attached). On a motion from T.Trigg, second by K.Thomas,
the season-end schedule was approved. All Ayes.
Friends of the Park, Special Projects and Old Business
1. BWSP Tornado Siren — Director R.Weinschenk gave an update that the tornado
siren did not work and working through the Greencastle Fire Department, it is in the
process of being repaired.
2. Big Walnut Sports Park — K.Thomas paid compliments toward the new "Big
Walnut Sports Park" sign located at the intersection of Highway 240 and Capital
Drive, which was purchased through funding from the Greencastle Redevelopment
Commission.
3. Phase III: Albin Pond & SRTS Trail Projects — Director R.Weinschenk gave a
short review of the progress on the Albin Pond and Safe Routes to School Project.
4. Friends of the Park Updates — J. Firebaugh was present and gave a number of
updates for activities offered by the Friends of the Park Association of Putnam
County. The updates included:
a. Pancakes for Parks & Pathways—This fundraiser held on Saturday, July 3,
alongside the annual Mike Rokicki Memorial 5K event. The event was well
attended and will be included in next ear's July 4th event.
b. Free Popsicles - On Friday, July 16t , the Friends of the Park Association of
Putnam County passed out coupons for free popsicles to those people
attending the Greencastle Aquatics Center as a promotion to celebrate the
National Recreation and Parks Association's "July is Parks & Recreation
Month" and to inform everyone of the importance of the service that the
Greencastle Parks &Recreation Department provides.
c. Rock Robe-Ann - On Thursday, July 15th,the Friends of the Park Association
of Putnam County held a "Teens Only Summer Concert". The concert was
well attended and everyone enjoyed themselves, until the rain showers sent
everyone home.
d. Backroad Bike Tour - Scheduled for Saturday, September 11, 2010 this
event will raise funds to be used toward the care of the pathways. J.Firebaugh
directed everyone to their website for more information.
e. DePauw University Volunteerism Booth — FOTP will be setting up a
display at this annual event to help promote the Greencastle Parks &
Recreation Department as well as the Friends of the Park.

5. P.A. System Update — R.Evans gave an update in regards to improvements needed
for the Greencastle Aquatics Center public address system. We replaced the current
system, which was apparently struck by lightning. He has received estimates to
upgrade to a 100-watt system at an estimated cost of$550-650.00. This could be a
possible upgrade for the 2011 season, with the newly purchased system moved to the
Robe-Ann Park softball field.
Director's Report
1. Director - Director R.Weinschenk gave a short synopsis of the happenings in the
parks department over the past month and events that will be happening in the next
month.
2. Assistant Director — Assistant Director T.Scott gave a short recreation program
report highlighting some the programs held during the past month and those in the
upcoming month. He touched on the SPARK program, which concluded this past
month and drew 211 registrants with an average of 145 per day. He touched on
upcoming programs like the "Soggy Doggy Day!" and"What's That Bug!"
3. September 18, 2010 — Director R.Weinschenk reminded the board that September
1 8ui will hold the 2nd Annual Movie Night at Robe-Ann Park organized by the PC
Youth Development Commission, as well as Greencastle Cub Scouts Pack 99 /Troop
99 Campout in Robe-Ann Park.
Next Meeting
The next meeting of the Greencastle Board of Park Commissioners will be held on
Wednesday evening, September 1, 2010 at 7:30 p.m. in Greencastle City Hall.
Adjournment
On a motion from J.Hennette, second by K.Thomas, the park board meeting was
adjourned at 8:31 p.m. All Ayes.
