HomeMy Public PortalAboutSeptember 1 2010 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Monday, September 1, 2010 Present: President Russ Evans, Vice President Dr. John Hennette, Secretary Kara Thomas, Tim Trigg, City Council Liaison Phyllis Rokicki, and Putnam County Library Liaison Wes Wilson Absent: Greencastle Community School Corporation Liaison Kelly Lewis Also Present: Jan Firebaugh — Friends of the Park Association of Putnam County, Assistant Director Troy Scott, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President R.Evans and held in the City Council meeting room of Greencastle City Hall. Public Input -None Minutes 1. Wednesday, August 4, 2010 "Non-Minutes" - On a motion from T.Trigg, second by K.Thomas, the "Non"minutes from the August 4, 2010 meeting, which wasn't held due to "lack of quorum",were approved as presented. All Ayes. 2. Monday, August 9, 2010 Minutes - On a motion from K.Thomas, second by J.Hennette, the minutes from the monthly meeting rescheduled for Monday, August 9, 2010 were approved as presented. All Ayes. Claims The monthly claims were approved on a motion from T.Trigg, second by J.Hennette. All Ayes. Youth Basketball Program Fees Parks & Recreation Director R.Weinschenk reminded the board that the fees for the Greencastle Youth Basketball Program were not discussed or approved last spring with the rest of the program fees, so were up for discussion tonight. R.Weinschenk discussed some additions to the program, which included a partnership with the Indianapolis Pacers Basketball Program. For an additional $5.00 per player, each participant in the Greencastle Youth Basketball Program will receive a $13.00 balcony seat for a Pacers game and the league will receive an autographed Pacers Jersey"Danny Granger" and an autographed basketball, which could be auctioned off or given away in a door prize drawing. He provided a copy of the 2010-2011 Jr. Pacers Program Agreement for their review(please see attached). Additional discussion was held in regards to the program length for the Kindergarten level of the program. It was noted the Kindergarten level is a Saturday only program, which doesn't have the same number of meetings (7 meetings) as the regular program (16 meetings, 1-hour practice per week, 1-hour game per week). It was felt this level should not be charged the same as the regular program. 2010-09-01 Minutes—page two Following the discussion, the park board set the fees for the 2010-'11 Greencastle Youth Basketball Program at $50.00 for regular program, $40.00 for the kindergarten level , $5 �•�' late fee, and $125.00 for sponsors on a motion from J.Hennette, second by T.Trigg. All Ayes. Aquatics Progam Director R.Weinschenk informed the board that the Greencastle Aquatics Center had been closed up with the last program, Soggy Doggy Day, held on Tuesday, August 22. Following an inquiry, R.Weinschenk explained that he felt the season went very well and he would have more information, once he had a chance to review the summer's paperwork. Friends of the Park Updates J. Firebaugh was present and gave a number of updates for activities offered by the Friends of the Park Association of Putnam County. The updates included: 1. Backroad Bike Tour - Scheduled for Saturday, September 11, 2010 this event will raise funds to be used toward the care of the pathways. J.Firebaugh directed everyone to their website for more information. 2. DePauw University Volunteerism Booth —FOTP will be setting up a display at this annual event to help promote the Greencastle Parks & Recreation Department as well as the Friends of the Park. 3. P.A. System Update — R.Evans gave a short update in regards to improvements needed for the Greencastle Aquatics Center public address system, which should run an estimated cost of$550-650.00. It was noted that this upgrade will be made for the 2011 season, with the newly purchased system moved to the Robe-Ann Park softball field. Director's Report 1. Soggy Doggy Day! — Assistant Director Troy Scott highlighted a few programs beginning with Soggy Doggy Day! This season-ending program attracted 64 dogs and their owners, 4 vendors and 3 others donated door prizes. 2. Freshman Visit Robe-Ann Park— Director R.Weinschenk stated that the incoming Freshman to DePauw University visited Robe-Ann Park on Tuesday, August 22n . They were able to see all sorts of activities, with Soggy Doggy Day!, Men's Softball, Parkfest Concert, and the Putnam County Farmer's Market. 3. Phase III: Albin Pond & SRTS Trail Projects — Director R.Weinschenk gave a short review of the progress on the Albin Pond and Safe Routes to School Project. 4. September 18, 2010 — Director R.Weinschenk reminded the board that September 18th will hold the 2nd Annual Movie Night at Robe-Ann Park organized by the PC Youth Development Commission, as well as Greencastle Cub Scouts Pack 99/ Troop 99 Campout in Robe-Ann Park. Basketball Program is a Saturday-only Pacers 0 program with practices, skill reviews and games scheduled on Saturday mornings This season,we've between 8:00 a.m. and Noon in the TZ Elementary School Gym. The schedule will begin partnered with the in January,with practices that will progress to skill reviews and games. Team Assignments: The Greencastle Parks & Recreation Department, along with a volunteer board of directors, will be responsible for assigning players to teams. The number of divisions and levels within the program will be determined by the amount of registration forms received. When assigning teams,the following will pertain: • Siblings will be assigned to the same team if in the same division or level. • Parents who are coaching a team will be assigned to their child's team. • No other special requests will be considered(Includes friends,rides,favorite coach,assistant coaches,etc.). Program/Weather Cancellations: The first set of games called off due to poor weather will be cancelled and not made up. Any others will be postponed and played as the schedule allows. Makeup games may be played outside of the Saturday schedule,if needed,as gyms are available. Missed practices will not be made up. Parents Code of Ethics: "I promise to support the goals of the Greencastle Youth Basketball Program organized by the Greencastle Parks & Recreation Department which includes teaching youth to work cooperatively and develop self-esteem through sports, to develop sports skills, and above all, to have fun. Furthermore,I understand that as a spectator if my conduct or language is deemed inappropriate by the Greencastle Parks &Recreation Department's gym supervisor or game official, I may be asked to leave the gym. If requested I will leave promptly."
