HomeMy Public PortalAboutOctober 6 2010 Regular Session b Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, October 6, 2010 Present: President Russ Evans, Vice President Dr. John Hennette, Secretary Kara Thomas, Tim Trigg, City Council Liaison Phyllis Rokicki, and Putnam County Library Liaison Wes Wilson Absent: Greencastle Community School Corporation Liaison Kelly Lewis Also Present: Rebecka Howard — Halloween Fun Run, Chris Neese - D.A.G., Katrina Asher - Putnam County Girl Scouts, Jan Firebaugh — Friends of the Park Association of Putnam County, Assistant Director Troy Scott, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:35 p.m. by President R.Evans and held in the City Council meeting room of Greencastle City Hall. Contest Judging: The Haunted House Gingerbread Challenge The meeting opened with the judging of the Gingerbread Challenge: The Haunted House Contest drew five entries, and the winners were: Family 1st Place: Halley Timcheck 2°a Place: Hunter Zimmerman Organization 1st Place: Millgrove Methodist Youth Group Public Input Halloween 5K Fun Run - Rebecka Howard presented a request to hold a Halloween Fun Run on Saturday, October 30th. The run would begin and end in Robe-Ann Park following the July 4th Mike Rokicki 5K route through DePauw University campus. Director R.Weinschenk stated that after discussing the proposal with Ms. Howard, he agreed to host the event through the Greencastle Parks and Recreation Department. On a motion from J.Hennette, second by T.Trigg, use of Robe-Ann Park and to have the Greencastle Parks & Recreation Department host the event was approved. All Ayes. Minutes Wednesday, September 1, 2010 - On a motion from T.Trigg, second by K.Thomas, the minutes from the September 1, 2010 meeting were approved as presented. All Ayes. Claims Inquiries: Orkin — the board made in inquiry into the Orkin bill for $2,025.00. R.Weinschenk stated that upon inspection of the main entry gate after someone backed into it, we found an active termite colony. Termites were also found in the mulch behind the park house. Although an inspection of the park house and maintenance building did not disclose a termite problem, because the termites were found within 30-feet of the park house and 50 —feet of the maintenance building, a termite treatment was order through Orkin. He noted that a discount was received, since the park house gets a scheduled insect treatment every other month. 2010-10-06 Minutes—page two Approval — Following the discussion, the monthly claims were approved on a motion from K.Thomas, second by J.Hennette. All Ayes. Special Park Use Requests 1. After Season Use of Jaycee Park — Chris Neese, representing the D.A.G. Medieval Reenactment Group requested use of Jaycee Park for a D.A.G. gathering on Saturday, November 20th from 8:00 a.m. to 5:00 p.m. Following a brief discussion in regards to what facilities would and would not be available, the park board approved their request on a motion from J.Hennette, second by T.Trigg. All Ayes. 2. Tent-or-Treat at Robe-Ann Park— Katrina Asher with the Putnam County Girl Scouts requested the use of Robe-Ann Park for the First Annual Tent-or-Treat event on Friday evening, October 29th, from 6:00-8:00 p.m. Following the event some of the Girls Scouts plan on camping in the park afterwards and leaving around 9:00 a.m. on Saturday morning. After discussion and on a motion from T.Trigg, second by J.Hennette, the request was approved. All Ayes. 3. Eagle Scout Project at Big Walnut Sports Park — Henry Osterhoudt, Greencastle Boy Scouts of America Troop 99, was present to request permission from the park board to construct directional and informational signs for the 9-hole disc golf course located at Big Walnut Sports Park as his Eagle Scout Project. His project will include three directional signs and one informational kiosk that will hold a message display board which will hold a course map, rules, and scorecard under glass. After some discussion in regards to logistics and timelines, his request was approved by the park board on a motion from J.Hennette, second by �..� T.Trigg. All Ayes. Other Old Business 1. All-Star Coed Softball Games and Food Pantry Fundraiser — Director R.Weinschenk reminded the board that the All-Star Coed Softball Games and Food Panty Fundraiser is scheduled for Sunday evening, October 18, 2010. The teams playing at Big Walnut Sports Park will play at 6:30 p.m., while the teams playing in Robe-Ann Park will play at 7:45 p.m. A fee of 1 non-perishable food item per player and person will be donated to the Putnam County Emergency Food Pantry. 2. Youth Basketball Program_— Director R.Weinschenk reminded the board that the Greencastle Youth Basketball Program registration forms will be passed out to the local schools shortly. 3. Albin Pond Trail Update - As CLR has completed the paving of the project and backfilling the edges of the trail, the parks & recreation department has taken on the responsibility of seeding and mulching the trail. Many volunteers from the People Pathways Committee of Friends of the Park and the local GRASP Program have joined us the past two weeks. We have solicited help from the Putnam County Jail and should have a reply tomorrow in regards to their help. On October 3, we had 60 students from DePauw University's Beta Theta Pi Fraternity and the Alpha Phi Sorority helped seed, mulch and secure straw matting along the trail 2010-10-06 Minutes—page three Director's Report Parks & Recreation Director R.Weinschenk reviewed his monthly director's report. Assistant Director T.Scott reviewed upcoming programs that included: Toddler Turkey Time, Brickmania: Lego Building Fun Day to be held at the Putnam County Public Library, and Mommy& Me to be held at the Putnam County Public Library and the Putnam County Museum. Next Meeting The next meeting of the Greencastle Board of Park Commissioners will be held on Wednesday evening,November 3, 2010 at 7:30 p.m. in Greencastle City Hall.
