HomeMy Public PortalAboutDecember 1 2010 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, December 1, 2010 Present: President Russ Evans, Vice President Dr. John Hennette, Secretary Kara Thomas, Tim Trigg, Greencastle Community School Corporation Liaison Kelly Lewis, and Putnam County Library Liaison Wes Wilson Absent: City Council Liaison Phyllis Rokicki Also Present: Gina Ames - Mental Health Association of Putnam County, Assistant Director Troy Scott, Parks & Recreation Director Rod Weinschenk and the participants, siblings and parents of our holiday contests Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President R.Evans and held in the council room at Greencastle City Hall. Awards The following awards were distributed to our holiday program participants: 1. Gingerbread House Contest: Organization First Place: Legacy Lane by residents of Mill Pond Health Campus Individual First Place: Santa's Summer Home by Haylee Romalia Family First Place: Snowball Fun&Bunny Hutch by Seth Lawrence&family Family Second Place: Candy Wonderland by Catherine Weeks&family Family Third Place: A Barnyard Christmas by Kylie Flint and family 2. Brickmania: Santa Claus Challenge First Place 11-17 years: Sedrick&Whitney Weinschenk(tie) Public Input- None Minutes T.Trigg motioned, with second by K.Thomas, to accept the minutes from Wednesday, November 3, 2010 as presented. All Ayes. Claims 1. Transfers — R.Weinschenk presented a list of transfers needed to bring two sections of the general operations budget into the black. On a motion from J.Hennette, second by T.Trigg,the transfers were approved. All Ayes. 2. Claims — The monthly claims were approved on a motion from J.Hennette, second by K.Thomas. All Ayes. Special Park Use Requests Family Connection Walk & 5K Run on January 1st, 2011 — Gina Ames from the Mental Health Association of Putnam County was present seeking permission to hold a fundraiser 5K event on the new Albin Pond Pathway from Deere Meadow to TZ school on Saturday, January 1st, 2011. On a motion from T.Trigg, second by J.Hennette, the board "took off the table"the discussion that was tabled at the last meeting. All Ayes. R.Weinschenk stated that the January 1st event will present some logistic issues in the fact that ... 2010-12-01 Minutes—page two 1. Snow Removal—the pathway isn't scheduled to be cleared from any fallen snow 2. New Year's Holiday — All park personnel will be off Friday, December 31 and Saturday, January 1 3. Vacations — Assistant Director T.Scott and Director Weinschenk are tentatively out of state that weekend attending holiday vacations. After discussing these issues, Ms. Ames acknowledged that outdoor winter activities are difficult to organize and that they have discussed these and presented a flier with verbage to the fact. R. Weinschenk viewed his support of the program to the board, who approved the request. on a motion from T.Trigg, second by K.Thomas. All Ayes. Director's Report 1. Albin Pond Trail Project a. DLZ - Director R.Weinschenk gave a quick review that DLZ should be wrapping up the final paperwork for the Albin Pond and Safe Routes to School Trail Projects. b. Gary Pershing Bench—Director R.Weinschenk reported that Jim Grimes donated two concrete and wooden benches to be placed along the new Albin Pond Trail, one in the name of Gary Pershing. 2. Personnel Evaluations — R.Weinschenk explained to the board that he will be scheduling his personnel evaluation with the Mayor, which also will include: a. Department Personnel Evaluations b. Greatest Departmental Accomplishment for 2010 c. 2011 Goals 3. Recreation Programming a. Brickmania Programs i. Brickmania: Thanksgiving Turkey — Assistant Director T.Scott reported that 10 people attended the Brickmania: Turkey Program, which included a Lego Turkey kit, Lego Figure Pilgrim sugar cookies, and free play time with the department's building blocks. The fee was $10 per person. ii. Brickmania: Lego Christmas — Assistant Director T.Scott reported that a similar program based on the Christmas holiday was going to be scheduled with the board's approval in mid- December. For a fee of $10.00 per person, the program will include a Santa with Sleigh Building Set from Lego, Santa and Mrs. Claus sugar cookies cut from a Lego figure cookie cutter, and free play time with the department's building blocks. iii. Brickmania: It's A Lego Winter! - Assistant Director T.Scott stated he has also scheduled another similar program with a snowman theme in mid-January. For a fee of$10.00 per person, the program will include a Lego Snowman Building Set, Snowman/Snowwoman sugar cookies cut from a Lego figure cookie cutter, and free play time with the department's building blocks. iv. Fee Approval - At this time, Director R.Weinschenk asked the board to approve the fees for the December and January 2010-12-01 Minutes—page three Brickmania Programs, since they were not included at the Spring board meeting and to meet requirements set by the State Board of Accounts. On a motion from T.Trigg, second by K.Thomas the fees were approved for the two programs. All Ayes. 4. Other Upcoming Programs included: a. Snow Sculpture Contest b. Light the Park Fundraiser for Christmas Lights in Robe-Ann Park c. Holidays Around the World d. Phone Calls From Santa 5. Youth Basketball Program Update - Teams have been formed, coaches have been recruited, sponsors are still being secured, and schedules drafted. Next Meeting The next meeting of the Greencastle Board of Park Commissioners will be held Wednesday evening, January 5, 2011 at 7:30 p.m. in Greencastle City Hall.
