Minutes of the Special Meeting — Board Retreat
Thursday, January 10, 2013

Call to Order
The evening's meeting was called to order at 7:30 p.m. by President J.Hennette and held
in the Greencastle City Hall.
Public Input—None
Board Retreat
1. Accomplishments & Goals - Director R.Weinschenk reviewed the information from
Or", 2012 and upcoming goals.
2. Anderson Street Entrance — W.Lewis would like to see a reconfiguration of the
northern Anderson Street entrance to Robe-Aim Park to prevent the parking of
neighborhood cars in the entrance. R.Weinschenk stated that we have talked about
narrowing the roadway to a 10-foot pathway and planting gardens down each edge.

3. Jaycee Park
a. Bicycle Paths - The board discussed upcoming plans to rejuvenate the Jaycee
Park bike paths to make them usable by bicyclists, runners and hikers. Many
volunteers are expected to help with this project.
b. Community Building - Portions of the Community Building will be gutted
this winter and the local carpenter union has expressed interest in
reconstructing the insides as a community service project.
c. Master Plan — R.Weinschenk stated his interest in having an outside agency
master plan Jaycee Park. This agency would study, conduct interviews and
provide suggestion on how to best use the park. Once the operations budgets
have been set,the park board will entertain this plan.
4. Maple Berry Park (East) — K.Kerrigan stated he would like to review the plan for
the east end of Maple Berry Park located directly behind Mama Nunz restaurant. The
board reviewed the rendering of the park provided by Director R.Weinschenk. The
board would like to see this plan given to the City Engineer with one exception. They
would like to see the parking on the north side of the park cut down from diagonal
parking to on street parallel parking. This change is to decrease the number of
parking spaces and increase the green portions of the park.

5. Batting Cages—It was mentioned by T.Trigg to look into adding batting cages to an
indoor facility, similar to those located on 10 street in Indianapolis.
6. Budget Processes — Because the topic of the budget was and what mentionedoexpec early in the n the
meeting, R.Weinschenk discussed the budgeting processClerk Treasurer to keep

expenses to wages and necessities only until the budgets are released by the State of
Indiana Department of Local Govenm ent Finance.
7. Master Plan — R.Weinschenk brought out the last master plan, which he would like
input in updating for the city council. the

R.Weinschenk stated that the park is actually owned by Putnam County, she inquired
as to thoughts on asking it to be gifted to the city. W.Wilson agreed.

Adjournment
On a motion from T.Trigg, second by K.Kerrigan, the special park board retreat was
adjourned at 9:20 p.m. All Ayes.
