Smith, and Greencastle Community School Corporation liaison Wayne Lewis Absent: None Also Present: Peggy Lilly, Kim Voege, Riley Hendrixson, Casey Hendrixson, Mason Thompson, Ruth Gordon, Athena Cooper, Caleb Rollins, Danielle Miller, Clara Miller, Eric Bernsee — Banner Graphic Reporter, Assistant Director Troy Scott, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President John Hennette and was held in the Greencastle City Hall council room. Public Input-None Contest Awards 1. Snow Sculpture Contest: 1st Place Snowman Jeremiah Voege 2nd Place Snowman Josh Kolling&Renee Reed 2. Brickmania Challenge: Original Creation- 8-12 yrs Stephen Dombrowski Original Creation- Family Wade, Will& Lauren Harper Kits—Youth Mason Thompson Brickmaster Award Mason Thompson Minutes On a motion from T.Trigg, second by K.Kerrigan, the minutes from the regular meeting held Thursday, February 7, 2013 were approved as presented. All Ayes. Monthly Finances On a motion from Kerrigan, second by T.Trigg, the monthly claims were approved as presented. All Ayes. Special Park Use Requests 1. Gobin Summer Enrichment Program—Director R.Weinschenk stated that he has spoken with the Laurie Lewis who is this year's director for the Gobin Summer Enrichment Program. He requested approval for their annual request to reserve Learn-to-Swim Program for the SEP participants at$35 per person and then allowing free afternoon swim. The request was approved on a motion from K.Kerrigan, second by B.Miller. All Ayes. 2. EggStock- Athena Cooper was in attendance to request permission to use Robe-Ann 1..� Park on Saturday evening, April 30 for the 4th annual Cystic Fibrosis Fundraiser. A $10.00 per person fee will be charged and although still targeting adult participants, 1 this year's event will also include a teen-age Easter Egg Hunt for youth in grades 6- 12. The request was approved on a motion from B.Miller, second by T.Trigg. All Ayes. 3. Rocking the Castle - Riley Hendrixson was in attendance to request permission to use Robe-Ann Park, shelters #1 and Bob Flanigan Bandshell for a "Rocking the Castle" concert in the park event on Saturday, June 15 from 4:00-8:00 p.m. The bands will play Christian Rock in tune with a rock& roll type music. They requested permission to use their own sound system and to sell concessions. On a motion from K.Kerrigan, second by B.Miller,the motion passed. All Ayes. Greencastle Aquatics Center 1. Electrical Panels — R.Weinschenk presented the documents outlining the necessary electrical changes specifications. He stated he has asked City Engineer Garth Hughes to draft the standard bid documents which includes information about contractor, licenses, bonding, and bid response. We will request bids from area electrical contractors. 2. Second ADA entry to pool — R.Weinschenk requested permission to purchase the ADA steps for the federally mandated second form of entry/exit from the pool. A question was raised to the ability of a swimmer to swim under the stairs and R.Weinschenk stated he would research it and get back to the board. Approval was received to purchase the steps following reassurance that a swimmer couldn't get trapped under the stairs on a motion from T.Trigg, second by K.Kerrigan. All Ayes. Old Business 1. Land & Water Conservation Fund Grant Projects — Director R.Weinschenk began with updates to the 2011 and 2012 LWCF Grant projects. a. 2011 BWSP Improvement Projects —R.Weinschenk informed the board that we are still awaiting appraisals form the Michael D. Hazeltine Land Appraisals. b. 2012 Land & Water Conservation Fund Grant — Although we have received no additional news, R.Weinschenk informed the board that he spoke with DNR officials this past week in regards to a request for additional information. This call means the application is still alive. c. Government Sequestering - A question was raised if the government sequestering would affect these two LWCF projects. R.Weinschenk stated in his conversation with the DNR officials, he was reassured that funding was in place for the 2011 & 2012 projects; however any LWCF future funding is in jeopardy. 2. DePauw Bicycle Race — An inquiry was received from the board as to whether DePauw's Bicycle Races were successful. W.Lewis and R.Weinschenk stated that if the number of vehicles parked there were a sign then it was great event. W.Lewis said he spoke with the people manning the safety stops and they stated the event was a good one. New Business 1. 2013 Program & Event Guide— Director R.Weinschenk presented a rough draft of this year's annual program & event guide for the board's quick reference. He also provided a list of proposed programs as requested by the state board of accounts (see 2 attachment). He reviewed the list with the board and requested their approval. On a motion from K.Kerrigan, second by B.Miller, the list was approved as presented. All 014 Ayes. 2. DePauw University Morning Swim —Park board member K.Kerrigan informed the board that the DePauw University swimming pool will be closed all summer and into September, he asked if it would be a possibility to open the Greencastle Aquatics Center from 6:00-8:00 a.m. on Monday, Wednesday and Fridays this summer to accommodate the people who swim at DePauw each morning. He feels it would be a great opportunity for a DePauw/City of Greencastle venture and hope we could do it. Director R.Weinschenk felt it could work and we could look at Aqua Zumba on Tuesday and Thursday mornings. The board agreed on a motion from K.Kerrigan, second by B.Miller, the list was approved as presented. All Ayes. Director's Report 1. Annual Budget — Director R.Weinschenk stated that we received an approved budget from the Indiana Department of Local Government Finance and we received what we requested with no cuts. This fact led to the earlier program fee schedule without any significant price increases. 2. Training Sessions — Both T.Scott and R.Weinschenk attended training programs this past month, with trips to ... a. IPRA Pickle Ball Workshop — Held Thursday, February 21, in Boomington, both T.Scott and R.Weinschenk discovered game of Pickle Ball. This game is very popular with the senior population, as well as the young too. This game can utilize the 10 & under tennis court as proposed in the 2012 tennis court renovations. b. IPRA Central District Meeting — Both T.Scott and R.Weinschenk traveled to Indiana State University to attend the IPRA Central District Meeting on Wednesday, February 27, which covered ISU's Masters of Public Administration and Recreation & Sport Management programs degrees. c. IPRA Group Workshop—Tuesday, March 12, Director R.Weinschenk is to travel to Greenfield to investigate and share programming ideas and procedures with 5 other municipal parks&recreation departments. 3. Assistant Director's Report—Members of the park board reviewed copies of the assistant director's report which outlined past and upcoming programs. Topics discussed included: a. Annual Easter Egg Hunt—Assistant Director T.Scott informed the board that Rescare and the Community Corrections GRASP programs have volunteered to stuff the 7,000 Easter Eggs needed for the department's Annual Easter Egg Hunt. b. Walking Wednesdays (and Fridays) — In reaction to requests receive during the evaluation process of the Walking Wednesday program, we are looking at a new program called Tuesday Treks. Knowing we schedule late afternoon and early evening walks during the summer and fall months of Walking Wednesdays, we will be introducing the same program but offering Tuesday morning walks as well. c. Mommy & Me: Winter 2013 — Although our target number is six, we have continually drawn five young individuals and their parent to our 3 12:30-2:30 p.m. times. The spring program will travel between the Putnam County Public Library, Putnam County Museum and the Greencastle parks when weather permits. d. Dr. Suess' Birthday Party—Although originally scheduled on Thursday, February 28, a conflict with the Ridpath Elementary School Literacy Night the date was adjusted and will now be held during Spring Break. This will give the kids who will remain in town, something fun and organized to do.
