HomeMy Public PortalAbout2012.03.23 Special MinutesMINUTES McCall City Council Special Meeting Hotel McCall March 23, 2012 Agenda Call to Order and Roll Call Council Retreat Adjournment c L7 E �L CALL': Mayor Bailey called the special meeting of the McCall City Council to order at 12:10 p.m. Council Member Aymon, Mayor Bailey and Council Member Scott, Council Member Swanson, and Council Member Witte answered roll call. City staff present was Lindley Kirkpatrick, City Manager; Linda Stokes, City Treasurer; Dennis Coyle, Parks and Recreation Director; Peter Borner, Public Works Director; and Michelle Groenevelt, Community Development Director. WORD SESSI+ FY13 budget priorities and expectations, and Discussion of planning and funding for capital improvement projects The Council discussed the FY13 budget in general terms. Topics included streets maintenance and reconstruction, police department staffing levels, and potential revenue sources. It was requested that Staff provide additional information prior to the April 20, 2012 budget work session, including review of all potential revenue sources, and a list of potential lower priority projects/programs/services for which funding could be reduced or eliminated and transferred to higher priority projects. Proposed boat launch fee or fee for using the Fir Street parking lot The Council briefly discussed the possibility of charging a fee for the use of the boat launch or for parking in the Fir Street parking lot. Dennis Coyle, Parks and Recreation Director, presented a memo analyzing a number of issues regarding implementation of new recreational site or parking fees. City Council Legislative and Policy topics for consideration in 2012 The Council briefly discussed some items that came up as part of the recent county -wide economic development discussions, including reviewing the zoning code requirements and development review processes. It was requested that a future Council agenda would include further discussions and action. McCall City Council Special Meeting Page I of 2 February 24, 2012 Status of extending leases with farmers and/or the irrigation district for treated wastewater Peter Borner, Public Works Director, provided a brief update on the status of extending leases with farmers and/or the irrigation district for treated wastewater. Streets Department Annual Report, Water Department Annual Report, and Sewer Department Annual Report The Council reviewed the written Annual Reports from Peter Borner, Public Works Director. Council expectations for the City Manager, and City Manager performance evaluation The Council discussed the City Manager's performance. It was requested that a future Council agenda would include the conclusion of the performance review.
