Mr. Lester moved and Mr. Reece seconded to approve the minutes from the Regular
Meeting of August 17, 2022 as printed. The motion passed unanimously.
5. Presentation: Ryan Libbert, PE and James Beattie, PE – MoDOT Central District Project
Managers
Status of MoDOT STIP Projects: US54/63 Lane Expansions North of Missouri River
Bridge and the Truman Blvd/US50 Interchange Scoping Study
Mr. Beattie gave a presentation on the US54/63 North Jefferson City Project. After a
discussion, Mr. Fischer requested and Mr. Beattie agreed to come back and discuss other
options for the area at a future meeting.
Mr. Libbert gave a presentation on the Truman Blvd/US50 Interchange Scoping Study.
Mr. Barron reminded the Board that at the last meeting, the Board voted to move this
project to the top of the submittal list, this represents the #1 unfunded need for the CAMPO
region.
Mr. Landwehr and Mr. Hensley left during the MoDOT presentations due to prior
commitments.

A. TIP Amendment #2 of 2023-2027 Transportation Improvement Program (TIP)
Ms. Williams discussed an amendment to the 2023-2027 TIP involving six projects, four
are for Transportation Alternative Program (TAP) Projects that were awarded recently
and two striping upgrades submitted by MoDOT on Hwy 50 and Hwy 54:
• Greenway crosswalks at Southwest Boulevard and Lafayette Street
• Extension of the Wears Creek Greenway along Tree Valley Lane
• Extension of the S. Summit Drive sidewalks
• Extend the existing bike/ped path on Business 50 to Henwick Lane
• Striping upgrades on Hwy 50 in Moniteau, Cole, and Osage Counties
• Striping upgrades on Hwy 54 in Miller, Cole, and Callaway Counties
Mr. Scott shared that he appreciates all efforts to extend the Greenway when possible.
Mr. Bange made a motion to close the public comment period and to approve the
proposed TIP Amendment. Mr. Sanders seconded the motion. The motion passed
unanimously with 10 votes.

A. Capital Area Active Transportation Plan
Ms. Williams stated staff just completed phase one of the plan, 708 surveys have been
received so far. Ms. Williams thanked everyone who has participated and given their
input so far and encourages everyone to participate in phase two November 30-

December 2, 2022. Mr. Ruediger commended staff on their hard work on the plan and
during the forums earlier this month.
B. Status of Current Work Tasks
• 2023-2027 Transportation Improvement Program (TIP) Amendment
Amendment #2 processed today, St. Martins received a recreational trail program
grant September 20th, staff will be processing the TIP amendment paperwork for
this grant soon.
• JEFFTRAN Transit Facility Feasibility Study
The study is still under FTA review.
• GIS Assistance
Staff continues to aid communities with zoning maps, grant applications, and GIS
data assistance.
• BRO Funding Rankings
The Tanner Bridge bridge project was awarded by MoDOT.
• Unfunded Needs
Mr. Barron submitted the unfunded needs lists that were approved at the last Board
meeting.
• Title VI Program Update
Staff started scoping for the Title VI Program.
• Annual Listing of Obligated Projects
Staff has posted the annual listing of obligated projects on the CAMPO website.
Mr. Fischer asked about the current staffing levels within the city planning department and the
future plans for hiring to help with the current vacancies and work load.
C. Announcements
Ms. Williams stated the Missouri Safety Conference is being held next week
September 27-29 in Columbia.

Proposed Amendment #3
2023-2027 Transportation Improvement Program

Summary
Staff is seeking approval of an amendment to the 2023-2027 Transportation Improvement Program (TIP). The
amendment includes the addition of an awarded Recreational Trail Program grant funds to the following project:
• TIP #2023-14 St. Martins – St. Martins Trail
$218,535 in Programmed Funds – Recreational Trails Program Award

Figure 1 depicts a map of where the project will occur. Figures 2 and 3 depict the updated tables from the 2023-
2027 TIP Financial Plan section.
Public Comment
A seven-day public comment period was opened on December 13th. A public notice with a link to the draft
amended document was posted and sent to all CAMPO members and participating jurisdictions. No comments
were received.
Staff Recommendation
Staff recommends approval of this amendment.
Technical Committee Recommendation
The Technical Committee recommended approval of this amendment at their December 1st meeting.
Recommended Form of Motion:
Motion to close the public comment period and approve the Amendment.

CAMPO Board of Directors Staff Report
Capital Area Active Transportation Plan
December 21, 2022
Summary
Staff, along with consultants Crafton Tull and LaneShift, are continuing development of the Capital Area Active
Transportation Plan. The planning process will integrate the Capital Area Pedestrian & Bicycle Plan (2016),
Jefferson City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle,
and Transit Plan (2014). The Capital Area Active Transportation Plan covers all CAMPO communities and is
expected to be completed by early Fall 2023. The plan will generally include the following:
• comprehensive set of strategies to ensure better options for biking, walking, and transit
• recommendations for prioritizing infrastructure improvements
• outline recommendations for new policies, processes, and infrastructure
• base recommendations on a robust public and stakeholder involvement campaign
Funding for this project totals $125,000 and is provided via the CAMPO Consolidated Planning Grant ($100,000),
with the required 20% match provided by JC Parks ($25,000).
Public Survey
A public survey was disseminated in August and more than 800 responses were received. The survey was made
available in English and Spanish. An overview of the survey responses will be presented at the next Board of
Directors meeting.
Public Engagement
Three public meetings were held in September inviting the public to comment on the current bike/ped network and
what barriers and opportunities they see in the region. Staff also gave multiple presentations to various community
groups, committees, and commissions requesting comment. During the first round of public engagement, staff and
consultants engaged with the steering committee and several stakeholder groups, including the following; Public
Safety, Healthcare, Education, Small Communities, Advocates/Transit Providers, and Business Owners.
Round 2 – A second round of engagement occurred on December 1st and 2nd, including a steering committee
meeting, a public meeting, three walk-audits, and an outreach booth at Downtown #JCMO Living Windows.
Invitations to participated were disseminated to all member communities and stakeholders.

Within this project website there are descriptions of the project, proposed facility types, survey results, interactive

project webpage and a link directly to the prioritization survey.

MoDOT 2023 Unfunded Needs Update

Summary
MoDOT Central District has compiled their draft unfunded needs list submittal for the 2023 Unfunded Needs
cycle. MODOT Central District staff hosted a public meeting on December 7th, of which CAMPO Staff and
leadership attended.
The draft High Priority Unfunded Needs document (for the entire state) is available at:

Public comments are open through December 21, and can be submitted at the same website under the Public
Meetings tab.
Attached is a full listing of the Draft Central District Unfunded Needs lists (Tier 1, 2, 3 Road/Bridge – and –
Multimodal).
The following is a synopsis for the CAMPO Projects.
ROAD/BRIDGE PROJECTS
For the six road and bridge projects submitted as priorities for the CAMPO Region, one is shown in the Tier 1
grouping and five in the Tier 2 grouping.
- Tier 1 - Intersection Improvements at Hwy 50 and Truman Blvd/Country Club Drive – this is tagged as
a partial cost entry ($7.4 million) which is the estimated cost of the first phase of intersection
improvements per the recent scoping study – a roundabout on Country Club Drive (just west of the
Country Club Truman Blvd stoplight) that would connect the outer road to Highway 50.
- Tier 2 – Hwy 50/Rex Whitton Expressway Improvements.
- Tier 2 – Improvements at Tri-Level Interchange.
- Tier 2 – Intersection Improvements at Hwy 54 and Ellis Blvd/Southwest Blvd.
- Tier 2 – Traffic Study for Missouri Boulevard Corridor.
- Tier 2 – Intersection Improvements at Hwy 50 and Dix Road.
MULTIMODAL
For the Multimodal projects submitted as priorities for the CAMPO Region:
Included:
- New Air Traffic Control Tower at Airport.
- Widen and extend runway 12/30 at Airport
- New Fire Fighting/Snow Removal facility at Airport
- Transit Bus facility replacement for Jefferson City (tagged as partial cost entry - $12.5 million of ~$30
million estimated cost)
- Heartland Port – 3 different entries on the list including utility, road, and property acquisition.
- Missouri Boulevard Sidewalks, including pedestrian route over Hwy 179.
- Sidewalks on portion of Summit Drive in Holts Summit
Not Included:
- Runway 9/27 extension and reconstruction at Airport
- Jefferson City Greenway projects
CAMPO priorities that are already funded:
- AMTRAK station – state funding in place for rehab of Union Hotel for use as Amtrak station.
- Transload Facility in Algoa Industrial Park – Funded through EDA, MoDOT and local sources.

Status of Current Work Tasks

Summary
The following list includes work tasks that are currently in progress or have been completed since the
previous meeting:
• 2023-2027 Transportation Improvement Program (TIP) amendment. See staff report
• JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is under
review by Federal Transit Administration and Jefferson City Public Works Staff. An updated
presentation will be given to the Technical Committee at a future meeting.
• GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data
and mapping to member jurisdictions for various projects, including:
o Zoning Map – Wardsville
o Zoning Map – St. Martins
o Zoning Map – Taos (in progress)
o Zoning and Address Map – Holts Summit (in progress)
o Active Transportation Plan data (sidewalks, trails, and other analysis layers as requested by
consultants
• Capital Area Active Transportation Plan. See staff report.
• Title VI Program Update. Recipients of Federal Transit Administration (FTA) funding are
federally required to report certain general information to determine compliance with Title VI of the
Civil Rights Act of 1964. The Title VI Program also includes an update of the Public Participation
Plan and Language Assistance Plan.
As an FTA funding recipient, the City of Jefferson, via CAMPO staff, is required to update the Title
VI Program every three years. The Title VI Program update is also a requirement for JEFFTRAN.
As such, CAMPO staff will be creating an updated Title VI Program that outlines requirements for
both CAMPO and JEFFTRAN. This document would need approval by the CAMPO Board of
Directors and City of Jefferson.
A draft document will be presented to the CAMPO Technical Committee in January.
• FY 2023 Unified Planning Work Program (UPWP) Administrative Modification.
An administrative modification was made to the FY 2023 UPWP to accommodate the award of
Transportation Engineering Assistance Program grant to Cole County for the development of an
ADA Transition Plan. The modification appears on page 12 of the document. The modified FY
2023 UPWP is available on the CAMPO website at www.jeffersoncitymo.gov/campo
• Unfunded Needs. CAMPO Staff participated in MoDOT Central District Unfunded Needs
meetings with other Central District Planning Partners (Regional Planning Commissions and MPO)
on September 29 and October 27. Staff attended MoDOT Public meeting on December 7. See staff
report for draft Central District Unfunded Needs List.

Election of Officers

Summary
Election of Officers for the Board of Directors is set within the bylaws to occur every November.
“The Board of Directors shall elect a Chairman and Vice Chairman at the end of the last meeting
in the transportation planning year. The terms of office shall be one year, to expire at the first
meeting of the transportation planning year following the first year of the position. Officers shall
be eligible for re-election, but shall be elected by a majority vote of the voting members present.”
Two positions are to be elected, the Chair and Vice Chair. Terms are for one year.
Current positions are filled by:
Chair – Ron Fitzwater, City of Jefferson City Council
Vice-Chair – Jeff Hoelscher, Cole County Commission
Excerpt of CAMPO Bylaws regarding election of officers:
Section 13 Officers and Terms
13.1 The Board of Directors shall elect a Chairman and Vice Chairman at the end of the last
meeting in the transportation planning year. The terms of office shall be one year, to expire
at the first meeting of the transportation planning year following the first year of the position.
Officers shall be eligible for re-election, but shall be elected by a majority vote of the voting
members present.
13.2 The Chairman shall preside at all meetings. The Chairman may call special meetings of the
Board of Directors.
13.3 The Vice Chairman shall assume the responsibilities of the Chairman in his or her absence.
13.4 Any appointed positions on the Board of Directors shall commence and/or conclude at the
first meeting of the transportation planning year after the term expiration, or as deemed
necessary.
13.5 A modification of the Board of Directors members and officers may occur mid-year if there
are elections, resignations or changes in representative board memberships.

SUBJECT: FY2024 Highway Safety and Traffic Grant Application Meetings
It’s time to make application to the Highway Safety and Traffic Division for FY2024
Funding. The Highway Safety and Traffic Division has scheduled Grant Application Meetings
for our FY2024 grant(s) effective October 1, 2023 – September 30, 2024. The Highway Safety
and Traffic Division will conduct five (5) grant application meetings; however, you only need to
attend one meeting.
We highly recommend registering for one of the meetings in order to receive instruction/training
on how to access and utilize the Highway Safety and Traffic Division Grants Management
System (GMS) for grant application submission. A brief demonstration of the grant application
process will be presented at the meeting. If you cannot attend one of the meetings, you will
need to contact the Highway Safety Office for details on the application process.
To register for a grant application meeting, attached is the Highway Safety Grant Application
Meetings Registration form with the date and time for each meeting as well as the registration
instructions. Deadline for registration is January 6, 2023.

To register for a grant application meeting, go online to the Missouri Department of Transportation
(MoDOT) website www.modot.org. On the MoDOT website, select the tabs Program/Highway
Safety/Highway Safety Grants/Log in to the Highway Safety Grant Application here which will
take you to the Client/Agency Login page. On the Client/Agency Login page, enter your User ID and
Password which will take you to the Highway Safety Grants Management System (GMS) page. On
the GMS page, go to the tab Workshops and register for a meeting.

Website Registration Instructions
1. Go to the Missouri Department of Transportation website www.modot.org.
2. Click on the Programs tab at the top of the page.
3. Click on Highway Safety.
4. On the About Highway Safety page under the Explore This Topic column – Click on
Highway Safety Grants.
5. On the Highway Safety Grants page look for, at the bottom of the page, Log in to the Highway
Safety Grant Application here. – Click on here. This will take you to the Client/Agency Login
page.
6. At the Client/Agency Login page enter your User ID and Password and hit the Login button.

800-2358 or 573-751-4161)
7. After logging on - Click on the Workshops tab on the left side of the page.
8. On the Workshops page you will see a list of meetings – Click on Select for the appropriate
meeting you are attending.
9. In the Number of Seats Requested box – enter # of people attending
10. In the Contact box – select your name from the drop-down arrow
11. In the Attendee Names box – enter the names of additional people attending
12. Click on Add New Enrollment
13. Exit the GMS
